The Indian Politics and the left dilemma.

The left forces in Indian political landscape have been marginalized and the left discourse which misses the imagination of the struggling classes is in a state of Brownian motion. The genesis of this confused state of left politics is two-pronged, one is obtained from the left legacy and the other is the bewilderment caused due to spatio-temporal changes during neo-liberalism. Both of these characteristics are intertwined in the staticity of mindset that constructs a formulaic version of Marxism.
While delineating the specificity of Indian society, the caste is categorized either as something sui generis or anathema to class struggle. The class-caste dualism which is in-built within such thought process obscures the changing dynamics of space-time both due to change in capitalist globalization and the caste-class struggle. Anand Teltumbe rightly asserted in his book ‘Republic of caste’, “while caste movements, largely co-opted by the ruling class, do not admit to the need for introspection, the class (left) movements finds itself isolated and threatened with decimation.” (Republic of caste : Anand Teltumbde : 2018 : 91-92)
The motion of capital as a whole is represented in the process of determination of socially necessary labour time in various space-time continuums. The relation between time and space delineates the social relations syntagmatic to both production and labour process. For this reason, the category of time is at the heart of (Marx’s) critique of the political economy. But the different approaches to time coexist within Marx’s reasoning. “The mechanical time of production, the chemical time of circulation and the organic time of reproduction are thus coiled and slotted inside one another, like circles within circles, determining the enigmatic patterns of historical time, which is the time of politics.” (Marx, Capital And The Madness of Economic Reason :  David Harvey : 2019 : 142).
As the capitalist social relation is emerged from within the pre-capitalist or feudal relation of production, the flow of time in feudal relations can be categorized in a particular manner. It is not a complete black-hole, but the flow of time in feudal relation of production is confined by spatial dimension and in that sense, the forms of spatiotemporally is not dynamic as capitalism. It represents a certain form of concrete labour with a use-value which is in constant pressure for transformation to capitalist exchange value and to abstract labour with the annihilation of its space with time. In that sense, the labour process in a pre-capitalist social relation of production is a closed system as the value flows from one form of use-value to another. The commodity production fetishizes the human relation with exchange value and it sets in the dynamics of the flow of value beyond the confinement of space and as such, globalization is inherent in capitalism. Furthermore, the flow of value annihilates the space of pre-capitalist relation to establish its hegemony over the space with time.
When B.R, Ambedkar says, “a caste is an enclosed class”, caste can be interpreted as feudal class. The class is identified not as an isolated category but as a group of people engaged in a social relation both in the production and labour process. Feudal class is determined both as juridical and social category and as such it appears to be static. The Indian caste, in that sense, is a form of class. But Indian left identified the caste system as a super-structural problem and they thought the class mobilisation could by itself adequately address the caste cleavages. On the other hand, the leaders of the caste-based mobilisation considered it as an unchanging category for spatial mobilization to challenge the system and for political power. The caste system has been the source of both identities and hostilities, both horizontal alliances and vertical exploitation and oppression. The caste hierarchy on the basis of social status is the source of oppression and the assertion of caste identity can also become the basis for the struggle against that very oppression. Rajni Kothari defined it as “both traditionaliser and moderniser and as purveyor of collective identity and annihilator of the same hierarchical order from which the collective identity is drawn. The point is that caste does resurface as a result of the democratic process but in its resurfacing it gets transformed”.              This political dimension of assertion and transformation has not been viewed from the time dimension of labour. The change of democratic character of the state has been considered in a spatial fix of alignment and realignment of caste identities. The political formations on the basis of such caste assertion and horizontal alignment thereon could successfully thwart the aggressive social and ideological Hindutwa assertion in 1993. The politics of religious polarization received a setback due to the political challenge raised from the caste mobilisation and movements. The failure of the left movement to challenge the Hindutwa politics created a delusion in political understanding that the caste assertion and identity assertion within the framework of diversity alone can adequately challenge the Hindutwa politics. Ashis Nandy, in his analysis of the interaction of Hinduism and Hindutva, wrote perceptively in 1990 that, ‘Hinduism and Hindutva now stand face to face, not yet ready to confront each other, but aware that the confrontation will have to come someday’. (RSS, A view to the Inside : Penguin, Viking 2018 : 247). But at this moment after the resounding victory of political Hindutva, it seems, Hinduism gave way to Hindutva and conceded defeat without any confrontation or fight. 
The Indian left from their set back suddenly realised that it was a tactical mistake not to participate in the caste struggle. But they stopped short of visualizing the caste-class question within the movement of the space-time of Indian social spectrum; rather the formulaic version of Marxism relegated their newly found realisation into a class-caste binary and a tactical question. The consequence of such mechanical interpretation of the here and now finally decimated the left in front of the meteoric rise of the fascist Hindutwa movement with a new vigour. But this time, the particularism of caste and identity movement which carried the success story of 1993 with it has also turned out to be ineffective and redundant in front of the jingoist nationalism. What has changed drastically to Indian society that enables the Sangh Parivar to transcend the caste-community barrier to uphold the pan-Indian muscular ultra-nationalist project? One easy answer to the success story of popular acceptance of RSS project is that the RSS has established a pattern of accommodating regional religious and cultural traditions by claiming them as elements of larger Bharatiya culture. But this interpretation is loaded with too much of subjectivity.The fundamental reason of the rise of fascist movement lies with the change of social forces of production with concomitant change of relations of production from above. It is a sort of passive revolution of bourgeois order where the democracy is denied in the bourgeois sense of the term.
In India, the rapid disintegration of the old caste-community based society due to the coercive pressure of imperialist capital from above and the pressure from the human-labour uprooted from their village community life generated the passion within the society to redefine the age-old ideological framework befitting the constitutional form of secularism, the secularism which upholds diversity in a nostalgic sense but accommodates itself in an imperialist center-periphery relation of subjugation propped up with internal hierarchical order. The tension thus generated in the conflict between the old and new values can only be democratically remoulded by radically redefining this relation of subjugation.
          Why both the caste movement and the left movement failed to radically redefine this relation of subjugation? The relation of labour with capital is determined by the way capital extracts surplus value from the labour. Capital can expropriate absolute surplus value by extending the working hours and relative surplus value by increasing the productivity of labour through change of technology. But another labour practice by which capital can extract super-profit is the arm’s length production for labour arbitrage. The whole production process rests on subcontracting out the actual production to the low-wage areas like China’s Shenzhen, Bangladesh’s Textile factories or rural India where micro-finance has spread its net. This super-profit is invested in speculative finance to earn money. It’s a money market where super-rich earn more money by investing money. Money begets money, but does not create any value. After a prolong period of dirigisme in post-independent India, the neo-liberal development model which facilitated penetration of imperialist finance capital into the rural India since the nineteen eighties has changed the caste-contour. Depending on fertility and location of the land, the development of capitalist mode of production appeared in agriculture for differential rent, the external factor of rent also effects the space of uncultivated land. There exists intense difference of opinion within the left circle on Indian agricultural mode of production. However, the capitalist accumulation through dispossession which has become a dominant feature of neo-liberalism has dispossessed the millions from their land, from their old property relation and also from their status as secured organized work-force. The middle class leadership who played a progressive role in mobilizing the caste groups and identities for political rights and thus challenged the Hindutwa politics of centralisation of power in 1993, find it more beneficial to be co-opted in the reactionary politics of ultra-nationalism than to address the growing pressure of the new needs and desire of the proletarianised and pauperized masses within the caste group. The new dialectics of use-value - exchange value and concrete labour – abstract labour have influenced the changing space-time in such a way that the forces of homogenisation prevailed over the forces of particularism in the caste-class dynamics of Indian society. Both the caste leadership and the left leadership once again failed to grasp the emerging struggle of the oppressed and to redefine the concept of nationalism and secularism from a working class perspective.
The economism within the Indian mainstream left hinders them from assessing the situation from the dynamic movement of the space-time. The authors of “The Indian Economy in Transition” rightly commented, “Marxian theory is class/economy focused, but not class/economy specific. What, when, where and how we produce, distribute and consume are not simply economic matters. They are additionally constituted by processes related to power (authority-hierarchy), culture (meaning) and nature. No explanation or interpretation of the economy in this frame can materialize without referring to the effects of non-economic processes. In short, along with being a critique of class determinism, Marxism theory is a critique of economism as well.” (Chakraborty Anjan et el : 13).  Moreover, the concept of the left movement as a mass-movement to influence the policy of the state in favour of the toiling masses has been abandoned by completely reversing the concept to bring parliamentary maneuvering and institutional intervention as the determinant factor. This paved the way for the Hindutva forces to reconstruct the concept of nationalism and secularism in a most reactionary fashion to lead the forces of homogenisation against an imagined enemy. The objective strength of this new nationalism lies with the support of new class which owes its increasing wealth from privatisation and disinvestment, income from the rent and plunder of natural resources and commissions from the opening up of the Indian market to foreign oligarchs. A small section of this class has already emerged as national oligarchs intricately connected to global giants as compradors
The most reactionary reconstruction of national pride can somewhat be combated by reducing the migration from villages to towns and cities by revamping the agriculture through small family farms (Maoist agricultural reconstruction in China) which is, unlike industry, more efficient than big farms, and the food sovereignty, increasing demand for the consumer goods that need to be produced domestically. The electoral upsurge of BJP will accelerate the dismantling of the federal structure of the state by transcending the regional aspirations which needs to be combated with an alternative project for democratic reconstruction. A radical anti-imperialist and democratic programme for mass-movement with workers-peasants alliance at its core can rejuvenate the left politics in India, provided they rise up to the occasion to unite shedding all forms of left sectarianism to combat the emergent question of fascist onslaught.

The Assam Question and the Left

            The current dominant political discourse in Assam is revolving around the citizenship question. The citizenship problem in Assam has a convoluted history and is related to demographic changes due to migration. The citizenship question in Assam is intertwined with linguistic identity. The question of language plays a pivotal role in the dynamics of power politics. In the spatio-temporal dimension of Assam politics, the intermingling of the characteristics of migration and language prepares the ground for citizenship conundrum.
           The linguistic assimilation in Assam through social interaction was hamstrung by the perverted path of capitalist development under the colonial and post-colonial rule. There is historical evidence of the presence of Muslim inhabitants in the present day lower-Assam before the advent of Ahoms into Assam in 1228. This was the time of 'Charyapada' and the people of that period cannot be identified with any modern linguistic identity. So the concept of aboriginal or Khilonjiya in local Axomiya parlance is the modern political vocabulary that has emerged to create 'other' in this geopolitical space of Assam. Being a contiguous geographical landscape of today's lower Assam and Bangladesh, the settlement of people from densely populated agricultural present-day Bangladesh into land-abundant low-lying submerged plains of lower-Assam was a natural phenomenon. The poor peasant and fishermen who roamed over the whole landscape could find it beneficial to settle in the upland of submerged plains of lower Assam. After colonial Annexation of Assam in 1826, the British allured the Bengali Muslim poor peasants of present-day Bangladesh to migrate and settle in land-abundant plains of Assam to earn revenue from agricultural production. These Bengali-Muslim peasants were hard-working and had the skill in agricultural production in low-lying submerged land; the local tribals lacked both the characteristics. The peasants were flocking to the Brahmaputra valley in large numbers, in order to settle down on its beckoning wasteland for livelihood and to free themselves from Zamindari oppression in Bengal.
              The British later introduced Line System in Lower Assam and inner-line permit system in upper Assam to ensure their administrative control for super-exploitation and drainage of natural resources, agricultural economy and tea production. The Chinese and local tribal workers who were initially engaged in tea-production were extricated because of their rebellious attitude against the almost slave-like exploitation in tea-enclaves. The native language which was suitable for the British administration at that time was Bengali. The English educated Bengali middle class especially from erstwhile Sylhet district occupied the clerical jobs of various departments when the departmental head-quarters were established in Sylhet which was part of Assam. So the colonial British ruler imposed Bengali as the official language in 1836 and treated Assamese as the dialect of Bengali. This measure caused immense disruption in the process of linguistic assimilation through social interaction and hindered the capitalist development from below through surplus-accumulation and drainage. At the hindsight, one can safely conclude that in the absence of British subjugation, Assam could have witnessed the desired linguistic assimilation in an independent market economy that could have emerged in a landscape which was resourceful both in terms of labour and nature.
             The line system which was responsible for spatial division of the landscape on the basis of linguistic community and for colonisation of the Bengali-settlers in a low-lying flood-prone areas was suitable for the domination of the colonial rulers at the time when the Quit India movement was at its peak and the militant peasant struggle on the basis of Hindu-Muslim unity was resurgent. The colonial rulers then sided with the Assamese ruling class to defend the continuation of line system which the hard-working Bengali peasantry was opposing. The position on the question of line system took a class-community dimension. The Assamese ruling class and the colonial rulers found them in the same camp as strange bed-fellows. The apotheosis of this new alignment of forces was the introduction of Assamese as the official language and the official declaration in favour of forced assimilation into Assamese nationality by accepting common language and culture in 1936. The birth of a new nationalism was thus marked by the backing of the imperialist and was pitted against the toiling masses that were linguistically and culturally considered as alien. The reactionary class dimension of Assamese nationalism was thus fixed in the garb of history at its birth. The progressive voices of English educated Assamese intellectuals were thus subdued in the social dynamics of Assam's migration politics. This reactionary trend of Assamese nationalist politics was accentuated, mutatis mutandis, during the historical events and social churning of independence and post-independence period.
           The next massive disruption in the process of linguistic assimilation occurred due to partition and the industrialisation policy of independent India to drain out surpluses from Assam's natural resources. The large scale anti-Muslim riot that broke out in lower Assam during partition forced the Bengali Muslim peasant to cross the border and take refuge in newly constituted Pakistan state. A large number of Bengali Hindu refugees came to India as partition-victims, but a small percentage of them settled in Brahmaputra valley. The lakhs of people who left Assam during the trouble-torn period of partition returned to their abode on the basis of Nehru-Liyakat Pact. But their return was not welcomed by the Assamese landed gentry and the dependent Bourgeois class and their political leadership who generated anti-Muslim passion within the Assamese peasantry who had the petty-bourgeois desire of getting the ownership of land which was developed into fertile productive land by the Bengali Muslims peasants through their skilled and intense challenging labour. These immigrants faced a lot of hindrances and harassment from the independent Assam administration and were treated as aliens in the Assamese society. The massive riots in the fifties and riots before and after every census were spearheaded for coercive inclusion of them as marginalised and submissive people into the fold of Assamese hegemony. All the Bengali schools in lower Assam were demolished. The Muslim peasantry who are called Na-Axomiya identified themselves in the Census of 1950 as Axomiya. They changed their identity without much resistance because the livelihood issue was more important for the poor peasants who were left leaderless by the migration of influential Muslim families to East Pakistan, than their identity question.
             This was the turning point when the anti-immigrant and anti-Bengali Assamese psyche in the form of inchoate social discourse had transformed into a chauvinist political force who took charge in the independent Assam as regional satraps. The ruling class of Delhi found it convenient to pander this chauvinist regional force to ensure their writ over this land and economic exploitation.
            After the submission of the Bengali Muslims, the next target was the Bengali Hindus who were in a dominant position in Government jobs due to the policy followed by the British for a long time. These Bengali Hindus were forcefully displaced from the public space of job-market in the massive language riots in the 1960s. Post-language riot, many Bengali middle-class families migrated to West Bengal in search of a safe social life. The Assamese regional ruling class treaded this bloody path of coercive assimilation and domination because of their weakness as inchoate Bourgeois class who were not in a position to establish their hegemony over the larger indigenous Assamese society and their dependence on the Indian ruling class who were in control of the regional market which was developed through colonial and post-colonial perverted path of capitalism. The Indian ruling class always pandered this Assamese psyche to keep the regional forces in good humour and this political arrangement is continuing till today, albeit in changed socio-economic circumstances.
              The Bangladesh liberation war which caused lakhs of Bengali Hindu refugee to take shelter in India had once again made the Assamese ruling class apprehensive of losing their majority position. But at that time, the migrants were sheltered in refugee camps and the majority of them were returned to Bangladesh on the basis of Indira-Mujib pact. A small section of the Bengali Hindu migrants came to Assam and those who had not returned were rehabilitated in many parts of the country.
                 The Assam movement in the 1980s was the zenith of the political turmoil that was initiated in the garb of post-partition politics. The forced assimilation of the minorities is always an Achilles heel for the Assamese domination in the state's helm of affairs, because the Assamese leadership is always apprehensive that the minorities may claim the share of political power at a time when the social balance of forces is favourable to them, and to achieve that goal, they may even go out of the fold of Assamese nationality. The UMF and AIDUF phenomena are examples of such minority assertion. This politics of numerical majoritarianism is anathema to democratic dialogue and social interaction. Bereft of that, the only option left for the Assamese ruling class to ensure their regional political hegemony is to establish their numerical strength by deporting the Bengalis. Initially, the student movement in Assam was started on the demand for regional development and regional power. But soon it transformed into anti-Bengali movement under the patronage of Assamese ruling class in tow with the Indian ruling class. The Rashtriya-swayam Sevak Sangh (RSS) was active within the movement surreptitiously and could successfully fan communal passion from within. The majoritarian politics of Assamese domination simultaneously translates the anti-Bengali and anti-Muslim sentiment into an intertwined political agenda. In 1983 when the Assam movement was at its peak, Assam witnessed the anti-Muslim genocide in Nellie and anti-Namasudra riot in Shilapathar. The imagined enemy was meticulously built in Assamese psyche through statistical jugglery to propagate the story of continuous migration as a part of the conspiracy of Bengali expansionism. The Assamese peasantry and tribals were mobilised behind the ruling class by appealing to their petty-bourgeois desire of grabbing the land of the minorities and for a "Sonar Assam" which would be the land only for Assamese to live in prosperity and happiness, and they were pitted against the minorities as frenzied mob to torch minority villages with clandestine support from police administration. This tormentous phase of Assam's history ended with the Assam Accord in 1985.
              The Assam movement was launched in the backdrop of a growing peasant struggle under the leadership of various left organisations. The Naxalbari peasant uprising was also a source of inspiration behind the rising peasant struggle in Assam in the 1970s. The chauvinist Assam movement disrupted this peasant struggle to stall the process of democratisation of Assamese society. When the left nationalist argues that the left leadership in the peasant struggle in the 1970s failed to address the nationalist aspirations of Assamese linguistic identity and that is why the peasant masses could be successfully pursued to bring them to the chauvinist fold, they actually miss the class dynamics of Assamese nationality question. Why the Assamese bourgeois class and the political leadership did not consider the peasant movement as an opportunity to flex the Assamese nationalist muscle for devolution of more power to the state to serve the regional interest and hegemonic control? The answer to this question lies in the nature of the Assamese ruling class who epitomises the nationality politics which took shape in the garb of colonial power in the 1920s & 1930s and later under the patronage of Indian ruling class.
           The left forces from RCPI in the pre-independence period to CPIM in the 1970-80s never identified the chauvinist character of Assamese nationalist politics and did not theoretically formulate any programme against chauvinism to ensure the assertion of toiling masses and their victory. During Assam movement too, CPIM and other parliamentary left considered it as a reactionary aberration of people's movement, though they stood firm against the minority bashing. But later they internalised the left-nationalist argument. Some Naxalite groups even considered post-Assam Accord ULFA experiment as the militant assertion of a marginalised nationality and underestimated the chauvinist character of their agenda to annihilate the diversity in Assam to create a monolithic Assamese identity through coercive means. The inchoate Assamese Bourgeois class which failed to establish their hegemony over the Assamese society and to promote assimilation through social interaction and market forces always treads the path of coercion and violence against the other linguistic groups. The PCC CPI(ML) attempted to combine the democratic content of the AASU movement in its formative stage with peasant question to formulate a democratic revolutionary agenda. But in the eighties, the peasants had already started losing their class power for agrarian revolution due to the changing dynamics of the social relation of production that had taken roots in the agricultural economy, and the strength of democratic Assamese intellectual class was too weak to give the society a democratic mooring. As the parliamentary and practising left never had a theoretical position and agenda against the Assamese chauvinism and never built a sustained dispassionate critique against the chauvinist politics, the intellectual section of the left and the Assamese left leadership shifted their allegiance according to the vicissitude of political discourse and the dominant trend.
          After a long phase of dirigiste development model, the 1980s was the beginning of a new phase of global capitalism under which India also started following the structural adjustment programme which was officially accepted in 1991 as reform process. In this scheme of neo-liberal reform, the class power of the old Assamese proto-bourgeoisie further eroded. The new classes started emerging in the social spectrum. At the one end of the social spectrum, there are class of people who benefited from privatisation and disinvestment, commissions from opening up of economy to national and global private players, sub-contracting of construction work in infrastructure investment, the commission from land acquisition and plundering of natural resources and this class as new regional ruling class is firmly embedded in the global chain of financial capital and the Indian compradors. On the other end, there is a meteoric rise of wage labourers who are uprooted from the agricultural economy due to agricultural distress, eviction for accumulation through dispossession and capitalist penetration. In the initial phase of the neo-liberal economic drive, there was a rise of the middle-income group and intellectual working class whose deteriorating status and their agony now becomes evident due to the deep-rooted systemic crisis of capitalism. All these classes intermingle in the market place cutting across community affiliations and that influences their worldview to be modern from the primordial chauvinist outlook. They find no solution to their angst and agony in the chauvinist project. The change of social relation of production in the rural landscape has also changed the peasant masses that were amenable to be a frenzied mass in the chauvinist call for deportation of so-called illegal migrants. The Assamese Nationality is also gripped with the symptom of fatigue due to long drawn out failed experiments of the chauvinist project of deportation of migrants from Assam. In this backdrop, the politics behind NRC, citizenship Bill, etc needs to be looked into.
          The Assamese chauvinist as the social force has lost their vital energy and mass mobilising ability due to the change in social relation of production as well as the fatigue that sets in by the repetition of same anti-migrant anti-minority political vocabulary for a long period. At the national level, the absolute control of central power is established by a politically homogenous entity which advocates the most reactionary reconstruction of national pride and that force is in a position to shape the ruling political discourse in Assam both from below and above. In the eighties, RSS was acting clandestinely to influence the Assam chauvinist movement in the anti-Muslim communal line. But this time, the RSS and Sangh Parivar set the agenda of chauvinists and establish the ideological control through their meticulously planned organisational and propaganda machinery. They have the entire wherewithal and the state backing to lead their plan of action to fruition, as the state has completely arrogated the communal-chauvinist politics. Much before the beginning of NRC process in Assam, the Hindutwa forces launched a massive campaign on the exaggerated version of Bengali Hindu atrocities in Bangladesh and their declining population in Bangladesh through their concocted stories and statistical jugglery. This propaganda blitzkrieg gave its intended result in favour of Sangh Parivar to occupy the driving seat of both communal and chauvinist politics in Assam simultaneously. It pandered the communal instinct and partition-memory in the Bengali Hindu psyche and instigated the Assamese chauvinist apprehension of becoming minority due to alleged continuous influx of Bangladeshis. The two instruments of NRC and Citizenship Amendment Bill (CAB) were projected in such a way in the political discourse that these added ammunitions to the arsenal of chauvinist and communal forces. NRC is for the exclusion of Bengali Muslim infiltrators and the CAB is for the inclusion of Bengali Hindu migrants. This is the trajectory designed and propelled by the Sangh Parivar to bring the section of Assamese left, left nationalist and the chauvinist in the same camp.
            The CAB is opposed by the all progressive forces on the ground that this is communal and anti-constitutional. But the Assamese intellectual stalwart and left nationalist Dr Hiren Gohain guiding the anti-CAB movement argued that CAB should be opposed as its implementation would facilitate the migration of all the Bangladeshi Hindu to settle in Assam. The idea he adumbrated and his vociferous claim to exclude lakhs of people from NRC justified the RSS propaganda of rising Islamic fundamentalism in this sub-continent, especially in Bangladesh. The parliamentary left and the Assamese leaders with left leanings preferred to join the anti-CAB movement of the nationalist and chauvinist force with a misconstrued notion of combating the BJP with Assamese nationalism. The left became befuddled because of their credulity to believe that the Assamese nationality has the class power to challenge the Delhi's writ. The polemics on chauvinism within the parliamentary left circle in the eighties when they stood firm against the Assam movement was never more than hieroglyphics in nature. The left never conceded the fact that Assamese nationalism is inherently chauvinist right from its birth because of its tendency to suppress the cultural diversities within the national identity and to surrender to Indian ruling class to buy the status of regional satraps. This time when the regional political forces were heading towards complete decimation through the merger with most reactionary ultra-nationalist Sangh Parivar and when the AGP was sharing power with BJP at the state-Assembly, the state CPIM leader was pleading the AGP to take leadership of the anti-CAB movement for Assamese nationalism. Many other left forces in Assam had an almost similar position on Assamese nationalist movement. The befuddled left completed its full circle of bankruptcy from theoretical obscurity to the falling in the trap of communal-chauvinist stratagem. The inevitable had happened in pre-poll political realignment when both the pro and anti-CAB forces in the apparently separated camps of communalism and chauvinism joined BJP bandwagon.
              Before the full-blown imbroglio of Assam's turmoil centering around NRC and CAB issues, Assam witnessed the vibrant and sporadic movement of a diverse section of the organised, unorganised and intellectual working class. Had the united left launched a movement against the undemocratic division of original (Khilonjiya) and non-original citizens in NRC process, the uncivilised imposition of onus of proof of citizenship on citizens themselves, the immense harassment of citizens especially the religious and linguistic minorities in the name of D-voters and detention camp, and stood firm against the centralisation of power and curtailment of working-class rights, the communal-chauvinist politics in Assam would have faced formidable challenge of people's movement this time. But instead of visualising the nationality question from a working-class perspective and challenging the reactionary middle-class perspective, the left and democratic forces missed the opportunity and succumbed to the machination of the Sangh Parivar and allowed the snowballing of the citizenship question in Assam into a dire humanitarian crisis. But everything is still not lost, the rapid disenchantment in Hindutwa politics will once again transform the objective reality for regaining the opportunity lost. The left and democratic forces should rapidly reconstruct their political discourse from a working-class perspective and build the mass organisational foundation that can be used by the toiling masses as their instrument to combat the onslaught of the state and to empower themselves.

Hindutva and Passive Revolution

   During initial post-independence formative phase of nation building, Congress could maintain its hegemony over the Indian masses through ‘economic development policy’, by maintaining certain characteristic traits of welfare state. A crisis of hegemony occurs when a force that has formerly exerted political, economic and ideological leadership over society is challenged from below and is no longer able to sustain a cohesive bloc of social alliances. Within the garb of a welfarist and import substitutionist approach, the Indian economy was never delinked from global imperialist thrust and as such policy of income-deflation of majority of Indian masses was followed to serve the interest of the imperialist metropolis. The uneven development of Indian economy which has never been adequately addressed in the post-independence state formation has been operational through the class-caste-community and urban-rural cleavages, and the graph of inequality has always revealed an increasing trend despite ameliorative measures like poverty alleviations. This has become more prominent in the case of religious minority community which, unlike the other various caste groups, was deprived of the benefit of reservation by the state in a bid to compromise with communal pressure from within in the post-partition social milieu. When a substantial middle class has emerged in big cities and medium sized towns, mass poverty and illiteracy have remained permanent features of much of the landscape of rural India. A growing urban underclass, especially susceptible to communal incitement, has also appeared in countless slums and shantytowns.


              The structural deficiency in the history of twentieth-century nationalism is embedded in the fact that religion played a central role from the beginning in organising those movements. The most significant cases are, those which eventually founded stable parliamentary democracies. The three leading states of this type in the world today are Ireland, Israel and India. In all three, the nationalist party that came to power after Independence—Fine Gael, Mapai, Congress—distanced itself from the confessional undertow of the struggle, without, however, ever being able to tackle its legacy head-on. In each case, as the ruling party gradually lost its lustre, it was outflanked by a more extreme rival that had fewer inhibitions about appealing directly to the theological passions aroused by the original struggle—Fianna Fail, Likud, BJP. The success of these parties was due not just to the faltering of the first wave of office-holders, but to their ability to articulate openly what had always been latent in the national movement, but neither candidly acknowledged nor consistently repudiated. In each case, the setting was a parliamentary system, in which they operated constitutionally.
            Though the long history of parliamentary system of Indian democracy played a vital role in mitigating certain weaknesses of the Indian independent state at its birth, the deformities at the birth have its bearings on the future statecraft. Perry Anderson in his book 'The Indian Ideology' has very aptly described the character of the Indian independent slate at the time of its birth in 1947. At the time of Indian independence, only 12 percent of population could read or write. As for poverty, per capita income in India was abysmally low and is not very significant till today. It is these magnitudes that make Indian democracy so remarkable a phenomenon. But the colonial bureaucracy and army was left intact, minus the colonizers. In the mid-30s Nehru, denouncing the Indian civil service as 'neither Indian nor civil nor a service', declared it 'essential that ICS and similar services disappear completely'. By 1947 pledges like these had faded away as completely as his promises that India would never 'under any circumstances' become a dominion. In the last year of the Raj, its upper ranks had been Indianised and there was no other corps of native administrators available. But if this was true of the bureaucracy, it was not of the army. Indigenous officers and soldiers had fought bravely, arms in hand, against the Raj in the ranks of the Indian National Army. What was to be done with them, once the British left? Their record, a potential reproach to Congress, they were refused any integration in the armed forces of the former colonial power, veterans of domestic oppression and overseas aggression fresh from imperial service in Saigon and Surabaya, that now became the military apparatus of the new order. Nor was there any purge of the police that had beaten, jailed and shot so many in the struggle for independence: they too were kept intact. Some 250 out of its 395 articles were taken word by word from the Government of India Act.
             On the ideological front, Indian post-independence statecraft has also failed to maintain a safe distance from religious symbols and vocabularies. Barring the constitutional provisions for allowing the autonomy of minority institutions, the rampant use of Hindu religious symbols in almost all the institutions of the state and the state-sponsored functions leaves an indelible mark on the muslim minds about the biasness of the state and alienate the minority section from the process of building a secular state.

The Decline of Congress
          These weaknesses of the Indian state during its post-independence formative period make it vulnerable to occasionally succumb to the pressure from religious bigotry from within. The 'Hindu nationalist' campaign which was an undertow within the freedom movement has been, in the main, a war of position with a long-term vision of Hindu state. The hegemony in competitive party-politics was reflected first in a dramatic decline in support at all-India, regional and provincial levels at the first general election after Nehru's death in 1967 followed by the split of Congress party in 1969. This is the time when Kynesian welfarist economy in post-war global capitalism has also entered into crisis of kondratiev cycle. It was the decline of the old Congress that explained the rise of Mrs Indira Gandhi. The emergency was nevertheless a watershed in Indian politics since popular reaction against it broke for the first time the monopoly of government in Delhi enjoyed by Congress since independence. After massive backlash against Mrs Gandhi's Emergency regime (1975-77), Indira Gandhi stormed back to office in 1980, but her mandate did not mean renewed stability, rather it was an electoral rejection of dysfunctional Janata coalition. Drifting away of popular support for Congress in various provinces was formidable by next general election due by end-1984. Mrs Gandhi then resorted to placate Hindu votes by campaigning on Hindu communal line and that the Hindu BJP supporters shifted allegiance to Congress was reflected in J&K and Delhi election. Communal appeal, ultra-nationalist rhetoric and centralisation of power were the game plan Congress resorted to woo the Hindu vote base influenced by the RSS organisational network. In the social turmoil in northern India on caste line, Congress also exposed its upper caste bias by sending the Mandal Commission report in cold storage. Congress was vacillating between its original organisational policy of maintaining coalition character and the soft Hindutva and casteist bias at a time when the structural adjustment programme as neo-liberal policy drive, had its sway on economic front. The soft Hindutva and the uppercaste biases have shattered the Congress character of representing the rainbow coalition of various identities, and the Congress was ousted from power in 1989. The upper-caste consolidated behind the BJP, a party rhetorically committed not only to the indivisible, organic unity of the 'Hindu Nation', but also the political affiliate of an organisation, RSS, which has consistently displayed unflinching hostility to the idea of 'reservation'. The announcement made by V P Singh in 1990 to implement the recommendation of Mandal Commisssion report opened up the Pandora's Box. The timing itself was largely coincidental, and was the culmination of a long process of alienation of Kashimiri Muslims from Indian state due to the denial and subversion of their basic democratic and human rights. The Kashmir uprising has however supplied the Hindutva movement with an unrivalled propaganda weapon. For here was 'evidence' of the diabolical design of a group of Muslims living in India to destroy India's unity in conjunction with the historical enemy, Pakistan. The 'enemy within' and 'enemy without' conspiracy theory, a longstanding staple of 'Hindu nationalist' worldview, was ostensibly finding some vindication. In these circumstances, the Hindutva forces found it as an opportune moment to make a tactical shift from their long drawn out war of position to war of movement. Ramjanambhumi issue which was hitherto played by the Congress regime as a low intensity propaganda tool to assuage so-called Hindu sentiment was snatched by BJP with aggressive posture and nationwide movement. This culminated into the demolition of Babri Mosque, and in the post-independence period, in the 1990s communalism has once again taken a centrestage in academic and political debates seeking to preserve or capture centralised state power. The Congress, and particularly PM Narasimha Rao, before and after December 6 appears so disastrous, indeed suicidal, even from the point of view of narrow party interest, appears to be an attempt to compete with the BJP for the 'Hindu Card'. Successive Congress regimes in the 1980s surreptitiously invoked a nebulous form of Hindu majoritarianism which has been crafted into a more potent political ideology by the forces of Hindutva. In the post colonial scenario in general, and the conjuncture created by the Ayodhya controversy in particular, the Indian secular response has been to tar both Hindu majoritarianism and Muslim minoritarianism with the brush of communalism. While exploring the nexus of culture and political power the argument avoids presuppositions which erroneously link a religiously informed cultural identity with the politics of cultural nationalism. By contrasting the muslim politics in the sub-continental context, it aims at demonstrating the largely arbitrary and exclusionary nature of the term 'communal' as it has been applied to individuals and political groupings claiming to represent Indian muslims. The dominant Hindutva majoritarian campaign with a desire to build a monolithic Hindu social unity and a Hindu state finds no difficulty to interpret this binary of secular response, inter alia, in their favour.

Nazism in Germany
            Though comparative studies is not very effective in judging a phenomenon which has a past historical setting, but it sometimes gives a clear vision of a model that can predict what is forthcoming. Moreover, rise of fascism in one country cannot be sui generis; there must be some resemblances and a common law of motion everywhere. If we ignore the similarities and dissimilarities of the historical and civilisational past of the Indian sub-continent and that of Western Europe, we can safely delineate the certain aspects of the phenomenon of rise of fascism in Germany in the 1930s to understand present day Indian socio-political and economic turn of events.
              By the time of the Social Democratic Party's (SPD) successful 1928 election campaign, socialists and representatives of capital alike had come to believe that the weekly wage was a political wage, dependent on the political representation of labour. Incremental social and wage gains lay at the centre of labour's strategy—capital's fears. Indeed, successful social democratic reformism appeared as more of a threat than communist agitation. Wage and social welfare policy became the sine qua non of left politics in Weimer.
              Although capitalism was by far the dominant mode of production in Weimer Germany, other modes also existed—the family peasant, small commodity, and even feudal modes coexisted with industrial capitalism. The economic, political, and ideological practices of all these partially amalgamated sub-societies constituted the German social formation. Both Germany and Italy were societies experiencing accelerated capitalist transformation, through which entire regions were being visibly converted from predominantly rural into predominantly urban environment. In both cases the process was extremely uneven with large region trapped into social and economic backwardness. This situation produced complex political effects. The pace of social change outstripped the adaptive capabilities of the existing political institutions.
If one delves into the Indian reality post eighties, it becomes apparent that the somewhat welfarist character of the Indian state has been anathema to the neoliberal economic policy. The austerity measures to cut the social expenditure of the state and unbridled privatisation to dismantle organised labour and to maximise private profit have been most sought after policy drive of the neo-liberals world-wide. The urbanisation and pauperisation are the fallout of the implementation of the policy officially adopted by the Indian state in 1990. Though the capitalist mode of production is in the driving seat of the Indian economy, all other pre-capitalist relations do exist to keep the level of income of the vast Indian masses low under duress. India, like the Weimer period of Germany, has been suffering not only from its development of capitalist production, but also from its incompleteness.
             In the context of the Weimer crisis, adjustment within the existing institutional arrangements looked increasingly untenable, and more radical solutions beyond the boundaries of the existing political system consequently became more attractive. The problem of defining fascism is therefore not exhausted by describing its ideology. Fascism was not just a particular style of politics; it was also inscribed in a specific combination of political conditions. The political crisis of war and revolution between 1914 to 1923 and the crisis associated with the great depression after 1929 is the objective reality on which fascist movement arose.
          German communist party's erroneous perception on fascism and its role from 1928 to 1935 contributed indirectly and substantially to Hitler's victory. The conservative and authoritarian governments of Chancellors Henring Bruning, Franz von Papen, and General Kurt von Schleicher in Germany between 1930 and 1932 described as already fascist, thus trivialismg the danger of Hitler's accession to power. And social democrats were branded a twin of the moderate wing of fascism.

Alternative Discourse
             The Indian status distinction between mental and manual workers is much wider than that of the then German society. The presence of professional managers and administrators among Nazi activists is now well attested, and the similar phenomenon cannot go unnoticed in India too. The Indian caste system created a structural and functional barrier against working class unity to resist fascist upsurge in the backdrop of launching an all out onslaught on labour rights.
              The lack of clear vision about the rise of Hindutva forces in India and the strategic dilemma to face this menace keep the secular and democratic forces in doldrums. Instead of analysing the socio-political and economic reasons responsible for the rise of Hindutva, the discourse on the basis of majority vs Minority appeasement obfuscates the real danger of fascist takeover of the Indian state.
             One major distinction between the Hindutva of today and European Fascism, particularly the Nazi variety, lies in a very different relationship with established religious traditions. Nazis sought to ground identity on race, not religion, and called on youth to build a new civilisation which could at times sound openly anti-Christian. The Sangh Parivar, by very definition, has to preach total adherence and deference towards Hindu traditions even while fundamentally transforming them. That this has been a source of tremendous strength hardly needs to be stated; just possibly, it could also be transformed into a weakness given effective counter-strategies.
             In India fascist tendencies are currently at work in two forms, one direct, other more insidious. The more direct form consists chiefly in the mobilisation of a communal mass base which fluctuates in intensity but is clearly seen by the RSS as the organic strategy, and the one most directly linked to its ideology of extreme nationalism. Mass communalism and sustained communal propaganda have been supplemented by more insidious subversions of democracy that combine the elements of a war of position with a war of movement. The Ramjanambhumi movement and the recent cow vigilantism are such fascist mass movement to build monolithic Hindu culture with one supreme heroic one-dimensional characterisation of Lord Ram and religiously codified common lifestyle by destroying and replacing the diversity ingrained in Indianness and even in the Hinduism itself. The economic ramifications of ban on cow and buffalo do not deter the fanning of cow nationalism to steer the fascist ideology to grab the masses as it mostly effect the muslims and lower castes Hindus who cart cattle, labour in tanneries and make shoes, bags and belts including for big name brands such as Zara and Clarks. These fascist movements are preparing the ground for the rise of fascist forces because communalism is on the rise not so much because large numbers of communal riots are taking place, but because large numbers of people who not only keep away from communal riots but also sincerely condemn them, become participants in kind of communal consensus in which series of assumptions and myths have turned into common sense.
          In the absence of an agenda and force for radical change of crisis-ridden Indian society, the passive revolution of fascist variety is taking place. The passive revolution which Gramsci also calls 'revolution-without-a-revolution" is a historical situation in which new political formation comes to power without fundamentally reordering social relations, bit rather by adapting to and gradually modifying the status quo.
           The objective aims of fascism are largely irrational in so far as they contradict the material interest of those whom they try to embrace. Since it would be impossible for fascism to win the masses through rational arguments, its propaganda must necessarily be deflected from discursive thinking; it must be oriented psychologically, and has to mobilise irrational unconscious, regressive processes. Theodor W Adorno in his essay 'Freudian theory and the pattern of fascist propaganda' explained that under the prevailing conditions, the irrationality of fascist propaganda becomes rational in the sense of instinctual economy. For if the status quo is taken for granted and petrified, a much greater effort is needed to see through it than to adjust to it and to obtain at least some gratification through identification with the existent—the focal point of fascist propaganda. This may explain why ultra-reactionary mass movements use the 'psychology of masses' to a much greater extent than do movements which show more faith in masses. However, there is no doubt that even the most progressive political movement can deteriorate to the level of the 'psychology of the crowd' and its manipulation, if its own rational content is shattered through the reversion to blind power.
                 An alternative discourse challenging the allegiance to blind power and based on working class perspective—on cultural diversity endorsed by our civilisational past—and on united efforts of all oppositional forces to resist the rise of communal politics can only defeat fascism.

আজকের দুনিয়ার সমাজতন্ত্র

[এই দলিলটি তৈরি হয়েছিল ১৯৮৮ সনে তখন তিয়েন আন মেন স্কোয়ারের ঘটন ঘটেই নি। সোভিয়েত ইউনিয়ন ভাঙেই নি। সিপি আই [এম এল]-এর অস্থায়ী কেন্দ্রীয় সমিতির সভাতে দলিলটি আলোচিত এবং গৃহীত হয়েছিল। এই দলিলটির খসড়া আলোচিত এবং গৃহীত হয়েছিল। সেটি প্রস্তুত করেছিলেন বর্তমান লেখক। ২৪ বছর পরে এই দলিল পঢ়ার সময় মনে হয় যেন এ তো গতকালকের ঘটনা। দলিলটিতে সমাজতন্ত্র, সাম্যবাদ, সর্বহারার একনায়কত্ব, স্থায়ী সৈন্যবাহিনী এবং রাষ্ট্রের বিলুপ্তি সম্পর্কে যেসব ধারণা উপস্থাপন করা হয়েছে সেই সব অত্যন্ত মৌলিক ধারণা। ২৪ বছররে ইতিহাস এই ধারণাগুলোকে আরো শক্তিশালী করেছে। ---লেখক ]


'অরুণোদয়' সেপ্টেম্বর-অক্টোবর, ২০১৭ সংখ্যাতে প্রকাশিত
ক্টোবর বিপ্লবের পর বহু দশকজুড়ে সমগ্র বিশ্বের কম্যুনিস্টরা সমাজতন্ত্রের আদর্শ হিসেবে প্রথমে রাশিয়া আর তার পর চীনের দিকে তাকিয়ে ছিলেন। এই আদলগুলো এতোই প্রশ্নাতীত ছিল যে বহু কম্যুনিস্ট তাদের নিজের নিজের দেশের ভবিষ্যৎ সমাজকে মোটামুটি রাশিয়া এবং চীনের প্রতিচ্ছবি হিসেবে ভাবছিলেন। এই ভাবাটি বেশ কিছু ঘটনাতে ধাক্কা খায়। সেগুলো হচ্ছে (১) কম্যুনিস্ট ভ্রাতৃত্বের থেকে যুগোস্লাভিয়ার বহিষ্কার; (২) ১৯৫৬তে হাঙ্গেরিতে অভ্যুত্থান এবং পুব জার্মানি এবং পোল্যান্ডেও অনুরূপ অভ্যুত্থান; এবং (৩) ইউরো-কম্যুনিজমের উদ্ভব এবং বিকাশ। কিন্তু সেগুলোতে সমাজবাদ সম্পর্কে মতৈক্য ভাঙ্গে নি। ঐক্য ভেঙ্গেছিল ১৯৬০এর মহা-বিতর্ক এবং চিনের মহান সর্বহারা সাংস্কৃতিক বিপ্লবের পর, যখন কম্যুনিস্টরা দুভাগে বিভক্ত হয়ে যায়। এক অংশ ভাবলেন যে সোভিয়েত ইউনিয়নে এক নতুন পুঁজিবাদী শ্রেণি ক্ষমতা দখল করেছে এবং সমাজতান্ত্রিক দেশকে সামাজিক সাম্রাজ্যবাদী দেশে রূপান্তরিত করেছে। অন্য অংশ আগের মতই সোভিয়েত ইউনিয়নকে সমাজতান্ত্রিক দেশ হিসাবেই দেখতে থাকলেন। প্রথম অংশ প্রথম অংশ বিশ্বাস করলেন যে চিনা কম্যুনিস্টরা লিউ সাও চির মতো ‘পুঁজিবাদী পথের পথিক’দের বহিষ্কার করে  দৃঢ়ভাবে সমাজতন্ত্রের পথে দাঁড়িয়ে আছেন এবং বুর্জুয়া ভাবধারা এবং তার প্রয়োগের বিরুদ্ধে বিপ্লবী গণ-আন্দোলনকে গভীর করেছেন। দ্বিতীয় অংশ সোভিয়েত ইউনিয়নকে সঠিক বলে গণ্য করলেও চিনকেও সমাজতান্ত্রিক দেশ বলে গণ্য করেছিলেন, যদিও তাঁরা সাংস্কৃতিক বিপ্লবের সমালোচনা করেছিলেন এবং চিনকে হঠকারী বলেছিলেন।
মাও জে দঙের মৃত্যুর  কিছু পরেই ক্ষমতা –সম্পর্কের এক আকস্মিক এবং নাটকীয় পরিবর্তন ঘটে । সেনাবাহিনীর বেইজিং গ্যারিসন চিনা কম্যুনিস্ট পার্টির পলিটব্যুরোর অধিকাংশকে গ্রেপ্তার করেন। তাদের মধ্যে সেই চারজনও ছিলেন যারা ছিলেন মাও জে দঙের অত্যন্ত ঘনিষ্ঠ এবং চিনে সমাজবাদ প্রতিষ্ঠায় মাওয়ের পথের সমর্থক।  চিনা কম্যুনিস্ট পার্টি এই ঘটনাকে ‘চারচক্রী চূর্ণ করার’ ঘটনা হিসেবে চিহ্নিত করে। আমরা একে একটি দিকনির্দেশক ঘটনা হিসেবে চিহ্নিত করেছিলাম। কারণ এর পরে সমাজতন্ত্র গঠনের প্রশ্নে চিনা কম্যুনিস্ট পার্টির সঙ্গে সোভিয়েত ইউনিয়নের মত মিলতে আরম্ভ করে। এই মতের মিল হবার পরে পুরোনো সংশোধনবাদী পার্টিগুলো সহ অনেকেই বিশ্বাস করতে শুরু করেছিলেন যে মহাবিতর্কের আগে সমাজতন্ত্রের গঠন সম্পর্কে যে ধরণের মতৈক্য ছিল সেটি আবার ঘুরে আসবে। কিন্তু ঘটনা সেভাবে এগোল না। কারণ, প্রথমে চিনে এবং তার পরে গর্বাচেভের নেতৃত্বে সোভিয়েত ইউনিয়ন এতো সব অর্থনৈতিক, রাজনৈতিক , সামাজিক এবং মতাদর্শগত অনুশীলন আরম্ভ করল যেগুলো স্তালিনের সময়ের সোভিয়েত ইউনিয়নের দ্বারা অনুসৃত নীতিগুলোর থেকে সম্পূর্ণ আলাদা। এতে এমন ধারণা উপস্থিত হল যে যেকোনো ‘সমাজতান্ত্রিক’ দেশে যে নীতি অনুসরণ করে সেটাই সমাজতান্ত্রিক নীতি। অথচ তাতে কৃষি এবং শিল্পকে আংশিক বা সম্পূর্ণভাবে ব্যক্তিমালিকানাধীন করে দেয়া হয় এবং নির্ভরশীল বা আধা ঔপনিবেশিক দেশ হিসাবে বিশ্ব পুঁজিবাদী ব্যবস্থার সঙ্গে সংযুক্তিকরণ হয় এবং এসবের ফল স্বরূপ বৃহৎ আকারের বেকারত্ব, মুদ্রাস্ফীতি এবং নৈতিক অবক্ষয় ঘটতেই থাকে।
এই ধারণাতে সবাই সমাজবাদী; বিশেষ করে মার্কিন, ইউরোপীয় এবং জাপানি পুঁজিপতিরাও। তাদের প্রচার যন্ত্র গর্বাচেভ, দেং জিয়াও পিঙের প্রতিটি শব্দের প্রতিধ্বনি করছে। চিন আর রাশিয়াতে মানব অধিকারের অভাব দেখে তারা আগে যে চিৎকার চেঁচামেচি করত, সেসবও বাতাসে মিলিয়ে গেছে। অথচ, মাও জে দঙের আমলে যারা ‘পুঁজিবাদী পথে’র বিরোধিতা করেছিলেন এবং ‘সর্বহারা একনায়কত্বাধীন বিপ্লব চালিয়ে নিয়ে যাবার’ প্রবক্তা ছিলেন, এমন লাখ লাখ পার্টি সদস্যকে কারাগার বা শ্রমশিবিরে পাঠানো হয়েছে। রাশিয়াতে গর্বাচেভ যে পুনর্বিন্যাস ঘটিয়েছেন সেখানে মুষ্টিমেয় পার্টি আমলার হাতে এতো ক্ষমতা কেন্দ্রীভূত করা হয়েছে যে স্তালিনের তথাকথিত ‘ব্যক্তিপূজা’র দিনেও অকল্পনীয় ছিলগর্বাচেভের ব্যবস্থা অনুসারে সর্বনিম্নের থেকে সর্বোচ্চ সমস্ত সরকারি পদাধিকারী পার্টির দ্বারা মনোনীত হবে। আসলে, পশ্চিমী দুনিয়া আজ বাজারের স্বাধীনতা পেয়ে গেছে, প্রযুক্তি হস্তান্তরের বড় বড় অনুদান তারা পেয়েছে এবং চিন রাশিয়ার বিরাট বাজারকে বিশ্ব পুঁজিবাদী বাজারের সঙ্গে সংযুক্ত করতে পেরেছে।  তাই তাদের আর কীই বা স্বাধীনতা চাই?
এখন র‍্যাগন এবং থ্যাচারের মতো চূড়ান্ত রক্ষণশীলেরাও রাশিয়া চিনের সমাজতন্ত্রের নতুন রূপের প্রশংসাতে পঞ্চমুখ। এই দেশগুলোর মধ্যে যে শত্রুতা ছিল তার স্থান সমাজতান্ত্রিক সহযোদ্ধার সম্পর্ক নিয়েছে (যদিও জাতীয় স্বার্থের জন্যে কিছু পার্থক্য রয়েছে)এই অবস্থাতে কিছু সত্যিকার কম্যুনিস্টরাও সমাজবাদের মতাদর্শগত, রাজনৈতিক এবং অর্থনৈতিক বিষয়বস্তু নিয়ে সমস্যাতে পড়ে গেছেন। ‘সমাজতান্ত্রিক শিবিরে’র নেতাদের কাছে মার্ক্স এতোটাই পুরোনো যুগের লোক ছিলেন যে  তিনি মটর গাড়িতে ওঠেন নি বা এরোপ্লেন চোখেই দেখেন নি। লেনিনের এতো তাড়াতাড়ি মৃত্যু হয়েছিল যে তাঁকে হিসেবেই নেয়া কঠিন।  মাও জে দঙ যখন শেষ বয়সে সবচাইতে বেশি সবার থেকে বেশি অন্তর্দৃষ্টির পরিচয় দিয়েছিলেন সেই সময়কার মাও যে দঙকে তারা এক সামন্ততান্ত্রিক প্রভুর মতো অহংকারী এবং প্রতিহিংসাপরায়ণ ব্যক্তিরূপে চিহ্নিত করেন। বস্তুত, চিন এবং সোভিয়েত ইউনিয়নের নতুন নেতারা সমাজতন্ত্র গঠন সম্পর্কে মার্ক্স, এঙ্গেলস, লেনিন এবং মাও জে দঙের সমস্ত তত্ত্বকে নাকচ করেছেন---যদিও তাঁরা এখনো মার্ক্সবাদ-লেনিনবাদের নামে শপথ নেন।  যদি অভিজ্ঞতা এবং বৈজ্ঞানিক বিশ্লেষণের মধ্যদিয়ে এই তত্ত্বগুলো নাকচ হবার যোগ্য বলে গণ্য হয়, তবে আমাদের বলবার কিছু নেই। কিন্তু অভিজ্ঞতা এবং বৈজ্ঞানিক বিশ্লেষণ কী দেখায়? এই অভিজ্ঞতা সমস্যাসংকুল, কারণ ‘পেরেস্ত্রইকা’, ‘গ্লাসনস্ত’ বা ‘চার আধুনিকীকরণ’এর মাধ্যমে যা করা হয়েছে সেটি রাশিয়ার নতুন আর্থিক নীতি (NEP)-র পরবর্তীকালের আদর্শের জায়গা নিয়েছে। মাও জে দঙের সমর্থকেরা বামপন্থী অবস্থান থেকে এসবের সমালোচনা করেছিলেন এবং এই নীতিগুলো যে সমাজতান্ত্রিক সম্পর্কের বিস্তার ঘটাতে সহায়ক হয় নি সে দাবি করেই বলতে পারি।
তাই অস্পষ্টতা দূর করা এবং সঠিক সমাজতান্ত্রিক দিকটির সন্ধান করবার জন্যেই আমাদের সমাজতন্ত্রের তাত্ত্বিক অবস্থানগুলো পর্যালোচনা করতে হবে এবং বর্তমান সোভিয়েত ইউনিয়ন আর চিনে যে মতৈক্যের অবস্থান দাঁড়িয়েছে সেই অবস্থানের একটি বৈজ্ঞানিক সমালোচনা দাঁড় করাতে হবে।
সমাজতন্ত্র পুঁজিবাদ-পরবর্তী কোনো নতুন উৎপাদন ব্যবস্থা নয়। এ হচ্ছে পুঁজিবাদ এবং সাম্যবাদের মাঝের দীর্ঘ উত্তরণকালীন পর্যায়, যখন পুঁজিবাদী উৎপাদন সম্পর্কগুলোর ক্ষয় হয় এবং সাম্যবাদী উৎপাদন সম্পর্কগুলো বিকশিত হয়। এই পুরোনোর ক্ষয় এবং নতুনের বিকাশ নির্ভর করে সমাজবাদের সমগ্রকাল জুড়ে শ্রেণি সংগ্রাম চালাবার উপর, যখন সর্বহারা একনায়কত্বের রাষ্ট্র একটি ‘শুকিয়ে মরার’ পর্যায়ের ভেতর দিয়ে যায়। অর্থাৎ এ সহযোগী (associated) শ্রমিকের আত্ম-শাসনের একটি যন্ত্রে পরিণত হয়, তার থেকে বিচ্ছিন্ন কোনো রাজনৈতিক অন্তর্বস্তু তাতে থাকে না। এই শ্রেণি সংগ্রাম অত্যন্ত জটিল এবং সে এক অত্যন্ত দীর্ঘ সময় ধরে চলবে। লেনিন যখন বলেছিলেন, “ সর্বহারার একনায়কত্বের যুগে শ্রেণি আছে আর থাকবে” (সর্বহারার একনায়কত্বের যুগে রাজনীতি এবং অর্থনীতি) , তখন তিনি এই কথাই বুঝিয়েছিলেন। তিনি আরো দেখেছিলেন যে সর্বহারার একনায়কত্বের যুগে ‘প্রতিটি শ্রেণির পরিবর্তন ঘটেছে’ এবং চলমান শ্রেণি সংগ্রাম ‘স্বতন্ত্র রূপ নিয়েছে।’  সমাজবাদী রূপান্তর বোঝার জন্যেই এটি অত্যন্ত গুরুত্বপূর্ণ প্রশ্ন এবং একে নিয়ে গভীর চিন্তাভাবনার দরকার। কারণ এই প্রশ্নে তত্ত্বগতভাবে মার্ক্স, এঙ্গেলস , লেনিন এবং মাও জে দঙের সঙ্গে স্তালিন , গর্বাচেভ এবং দেং জিয়াও পিঙের পার্থক্য নজরে পড়ে। অবশ্য গর্বাচেভ এবং দেং জিয়াও পিঙের সঙ্গে স্তালিনের লক্ষ্যের পার্থক্য ছিল।
১৯৩৬ সনে সোভিয়েতগুলোর সপ্তম কংগ্রেসে দাখিল করা রিপোর্টে স্তালিন পরিষ্কার বললেন, ‘শিল্প ক্ষেত্রে পুঁজিপতি শ্রেণির অস্তিত্ব নেই। কৃষিক্ষেত্রে পুঁজিপতি শ্রেণির অস্তিত্ব নেই এবং ব্যবসা বাণিজ্যে ব্যবসায়ী আর মুনাফালোভী শ্রেণির অস্তিত্ব নেই। এভাবে সমস্ত শোষক শ্রেণি বিলুপ্ত হয়েছে।” শোষক শ্রেণি যদি বিলুপ্তই হল তবে শ্রেণি সংগ্রামেরও অবসান হলো। সিপিএসইউ এখনো এই থিসিস মেনে চলছে এবং চিনের মাও-পরবর্তী নেতৃত্ব একে আরো শক্ত সমর্থন জানিয়েছে।
এই বক্তব্যের সমর্থনে স্তালিনের সময় থেকে আজঅব্দি এই মূল যুক্তি দেওয়া হয় যে, বাজেয়াপ্তকরণের মধ্য দিয়ে উৎপাদনের উপকরণগুলোর ব্যক্তিগত মালিকানার অবসান ঘটিয়ে যৌথ মালিকানা প্রতিষ্ঠা করলেই শোষকের অবসান হয়। এই অতি-সরল যুক্তির আরো সরল একটি অনুসিদ্ধান্ত এই যে এখন ‘প্রত্যেকে তাদের কাজ অনুসারে’ মাইনে পায়!! তারথেকে ‘প্রত্যেকে তাদের চাহিদা অনুযায়ী পাবেন’ , সেই অবস্থা পাবার জন্যে প্রয়োজন উৎপাদিকা শক্তির বিকাশ (যা কিনা উন্নত প্রযুক্তির মধ্য দিয়ে মিলবে)  এবং পণ্যাদির অঢেল সরবরাহ।
এই সমগ্র ধারণার ভিত্তি এই যে শ্রেণিগুলোর অস্তিত্ব উৎপাদনের উপকরণের মালিকানার আইনি রূপের উপর নির্ভর করে। কিন্তু লেনিন এই বিষয়ে অত্যন্ত পরিষ্কার ছিলেন যে শ্রেণির অস্তিত্ব শুধুমাত্র মালিকানার আইনি রূপের উপর নির্ভর করবে করে না : “শ্রেণিগুলো হচ্ছে জনগণের বৃহৎ গোষ্ঠী। এরা ঐতিহাসিকভাবে নির্ধারিত সামাজিক উৎপাদনের উপকরণের সঙ্গে তাদের সম্পর্কের (যা অধিকাংশ ক্ষেত্রে আইন দিয়ে স্থিরীকৃত এবং সূত্রবদ্ধ ) দিক থেকে আলাদা। ফলে সামাজিক উৎপন্নের কতটা অংশ এরা ভোগ করে আর কীকরে তারা অর্জন করে সেই দিক থেকেও আলাদা। শ্রেণি হচ্ছে জনগণের ভিন্ন ভিন্ন গোষ্ঠী, যেগুলো নির্দিষ্ট এক একটি সামাজিক অর্থনীতিতে আলাদা আলাদা অবস্থান গ্রহণ করবার ফলে এক গোষ্ঠী অন্যগোষ্ঠীর শ্রমের ফল আত্মসাৎ করে।”( এক মহান সূচনা,সংগৃহীত রচনাবলী ২৯ খণ্ড) ফরাসী মার্ক্সবাদী চার্লস বেথেলহেইম, (যাঁর কাছে আমরা বিভিন্ন দেশের সমাজবাদের ঐতিহাসিক বস্তুবাদী অধ্যয়নের জন্যে ঋণী) এভাবে লেনিনের সংজ্ঞার দিকে আমাদের দৃষ্টি আকর্ষণ করেছিলেন, “ এটি লক্ষ্য করবার বিষয় যে লেনিন সামাজিক শ্রেণিগুলোর দ্বারা অধিকৃত অবস্থানকে ‘আইন দিয়ে স্থিরীকৃত এবং সূত্রবদ্ধ’ হবার অন্যতম সম্ভাবনা হিসাবে দেখেন। শ্রেণির প্রকৃত সংজ্ঞাতে এই ‘আইনি সম্পর্কের অস্তিত্বকে পূর্বশর্ত হিসেবে ধরা হয় নি” (Class Struggle in the USSR, ১ম খণ্ড, পৃঃ:৫০) আসলে, রাষ্ট্রীয় শ্রেণির আধিপত্যাধীন নজরানা আহরণকারী বিভিন্ন উৎপাদন ব্যবস্থাতে (Tributory mode of production ) আমরা আইনি সম্পর্কের অস্তিত্ব দেখিনি। আবার বহুক্ষেত্রে উৎপাদনের উপকরণের মালিকানা সামাজিক শ্রেণিগুলোর অস্তিত্বের সর্তের এক একটা অংশ। সামাজিক শ্রেণিগুলোর অস্তিত্বের অন্যান্য সর্তগুলো আরো মৌলিক। সেগুলো হচ্ছে সেইসমস্ত উৎপাদন সম্পর্ক, যেগুলোর উদ্ভব সামাজিক শ্রমবিভাজনের থেকে ,যেমন মানসিক শ্রম এবং দৈহিক শ্রমের মধ্যেকার সম্পর্ক, স্ত্রী-পুরুষের মধ্যেকার শ্রমবিভাজন, দক্ষ শ্রমিক এবং অদক্ষ শ্রমিকের মধ্যেকার তথা কৃষক এবং শ্রমিকের মধ্যেকার মৌলিক পার্থক্য। সর্বহারার একনায়কত্ব এক খোঁচাতে মালিকানার আইনি রূপের অবসান ঘটাতে পারে, কিন্তু দীর্ঘস্থায়ী এবং সুগভীর গণআন্দোলন না চালিয়ে অর্থাৎ মাও জে দঙের ভাষাতে ‘সর্বহারার একনায়কত্বাধীন অব্যাহতভাবে শ্রেণি-সংগ্রাম চালিয়ে যাবার’ কাজ না করে সামাজিক শ্রেণিগুলোর অস্তিত্বের এই মৌলিক সর্তগুলোর বিলোপ ঘটানো যায় না। ব্যক্তিগত মালিকানার আইনি রূপগুলোর বিলুপ্তি নিঃসন্দেহে শ্রেণি সংগ্রাম চালিয়ে যাবার অণুকুল সর্ত সৃষ্টি করে।
কিন্তু এই বিলুপ্তিকে একটি অমোঘ পরিবর্তনরূপে ধরে নেয়াটা রাষ্ট্রীয় পুঁজিবাদীশ্রেণিগুলোর একটি ধাপ্পাবাজি, অথবা ইতিহাসের সঠিক উপলব্ধি নাথাকা বিপ্লবীদের একটি ভ্রান্তি। পুঁজিবাদের সমগ্র ইতিহাস দেখায় যে , আগে আমরা যেসব মৌলিক সম্পর্কের কথা উল্লেখ করেছি সেগুলোর অর্থনৈতিক রূপ নিজেকে অর্থ, পণ্য, বাজার এবং মূল্যের সূত্র আকারে প্রকাশ করে। উৎপাদন এবং উপরিকাঠামোর ক্ষেত্রে দীর্ঘস্থায়ী বিপ্লবের মধ্য দিয়ে শ্রেণিগুলোর অস্তিত্বের সর্তগুলোকে বিলুপ্ত করবার আগেঅব্দি এই অর্থনৈতিক রূপগুলোর অস্তিত্ব থাকবে। তথাকথিত যুদ্ধ-কম্যুনিজমের যুগে, দেশের অর্থনীতিকে ভেঙে যাবার থেকে এবং দুর্ভিক্ষের হাত থেকে বাঁচাবার জন্যে সঠিকভাবে হুকুম –অর্থনীতির (command economy) চূড়ান্ত রূপ আরোপ করা হয়েছিল। কিন্তু কিছু মানুষ একেই অর্থ, পণ্য, এবং মূল্যের সূত্রের বিলোপ সাধন, এবং দীর্ঘস্থায়ী শ্রেণি সংগ্রাম নাচালিয়ে সরাসরি সাম্যবাদী ব্যবস্থাতে উত্তরণ বলে ধরে নিয়েছিলেন।  বাস্তব পরিস্থিতির চাপে তাঁরা শেষঅব্দি কোনটা কী বুঝতে পেরেছিলেন এবং ভুল শোধরে নিয়েছিলেন। কিন্তু ইতিমধ্যে বিশাল ক্ষতি হয়ে গেছিল। লেনিনের মতে, কোলচাক, দেনিকিন এবং পিলসুদস্কিরা মিলিতভাবে যে ক্ষতি করেছিলেন সে ছিল সবচাইতে বড় ক্ষতি।
শ্রেণিগুলোর অস্তিত্ব বহু নির্দিষ্ট রূপ পরিগ্রহ করে। যেমন মূল্যের সূত্রের কথা বলা হয়। পরিকল্পিত অর্থনীতির ‘সাফল্যে’র পরে এই সূত্র অন্তর্হিত হয়েছে বলে ধরে নেয়া হয়েছিল। ১৯৫১ সন পর্যন্ত স্তালিন এই ধারণা পোষণ করেছিলেন। কিন্তু বস্তুগত অবস্থাগুলোকে অস্বীকার করবার ফলে যে অর্থনৈতিক সংকট দেখা দিয়েছিল তার মুখোমুখি হয়ে তিনি স্বীকার করতে বাধ্য হয়েছিলেন যে মূল্যের সূত্র এখনো ক্রিয়াশীল (যদিও সেটি অনেক সীমিত ক্ষেত্রে) , এবং সেটি উৎপাদনের উপকরণ এবং ক্ষেত্রের , বিশেষ করে ভোগ্যবস্তু উৎপাদন ক্ষেত্রের মধ্যে কাজ করে। আসলে পণ্য সম্পর্ক এবং মূল্যের সূত্র এমনটা সীমিত ক্ষেত্রে ক্রিয়াশীল থাকতে পারে না। কারণ এসবের সঙ্গে জড়িয়ে থাকে মজুরি-শ্রমর প্রশ্ন, বিভিন্ন সংস্থার মধ্যে সম্পর্কের প্রশ্ন, এবং সংস্থা আর রাজনৈতিক তথা অর্থনৈতিকভাবে কেন্দ্রীভূত রাষ্ট্রের প্রশ্ন। অবশ্য ‘শ্রেণির অস্তিত্ব আর নেই’ এটি ধরে নিয়ে আর উৎপাদিকা তত্ত্ব এবং রাষ্ট্রীয় পরিকল্পনার সর্বব্যাপী ক্ষমতাতে বিশ্বাস করে শ্রেণি অস্তিত্বের এই রূপগুলোকে আর তাদের পুনরুৎপাদনের সর্তগুলোকে বোঝা বড় কঠিন।    
সোভিয়েত ইউনিয়নে এমন বহু ঐতিহাসিক  পরিবর্তন ঘটানো হয়েছিল যেগুলো এই শ্রেণি-রূপগুলোকে ক্ষয় করবার বদলে  শক্তিশালী করেছিল। নেপ (NEP, নতুন অর্থনৈতিক নীতি)এর সময় থেকে এণ্টারপ্রাইজগুলোর যে আর্থিক স্বাধিকারের নীতি গ্রহণ করা হয়েছিল তার কথাও বলতে পারি। সঠিক অর্থনৈতিক হিসাব নিকাশের জন্যে এই স্বাধিকার খুবই দরকারি ছিল। কিন্তু এখন এন্টারপ্রাইজের হাতে সমস্ত ক্ষমতা (কর্মচারী নিয়োগ এবং ছাটাই, উৎপাদনের উপকরণগুলোর বণ্টন, সংরক্ষিত তহবিল ইত্যাদি) কেন্দ্রীভূত হয়ে প্রকৃতপক্ষে ম্যানেজারদের হাতেই ক্ষমতার কেন্দ্রীভবন ঘটিয়ে তখন উৎপাদন সম্পর্কের, পরিবর্তনের বেলা এটিই এক শৃঙ্খল হয়ে পড়ে। এই ম্যানেজারেরা দায়বদ্ধ ছিল শুধু উপরওয়ালা ম্যানেজারদের কাছে। কারিগরি বিশেষজ্ঞ, পরিচালক, পরিকল্পক আদি পার্টির ভেতর বাইরের লোকেরা মিলে এই ম্যানেজমেন্ট গঠন করেছিল। যৌথ উৎপাদকের হাত থেকে সমস্ত উদ্যোগ এবং ক্ষমতা কেড়ে নেয়া হয়েছিলকিন্তু শ্রেণির অস্তিত্ব এবং পুনরুৎপাদন বাস্তবতা এতো কঠোর যে সেটি কখনো কখনো অন্ধ এবং হিংস্ররূপে আত্মপ্রকাশ করেছিল। সিপি এস ইউ এই পরিস্থিতি সামাল দিয়েছিল এক দমনমূলক রাষ্ট্রযন্ত্রের সাহায্যে। এই রাষ্ট্র প্রথমেই সমগ্র কৃষক সমাজকে (বলপূর্বক যৌথকরণ অভিযানের সময়) বিচ্ছিন্ন করে শ্রমিক –কৃষক মৈত্রীকে ধ্বংস করেছিল এবং পরের কালে বাইরের থেকে চাপিয়ে দেয়া শ্রম-শৃঙ্খলা এবং অন্যান্য বুর্জোয়া পদ্ধতির মাধ্যমে শ্রমিক শ্রেণিকে বিচ্ছিন্ন করেছিল।
বলপূর্বক কৃষির সমবায়করণের সময় প্রশ্নটি ছিল কৃষির থেকে শিল্পতে অধিক সম্পদ স্থানান্তরিত করবার। একদিক দিয়ে এটা ভুল করে ধরে নেয়া হয়েছিল যে---উৎপাদন সম্পর্ক বদলের জন্যে কৃষকদের, বিশেষ করে গরীব কৃষকের আন্দোলনের ফল হিসেবে আসা যান্ত্রিকীকরণ নয়, বরং উপর থেকে চাপিয়ে দেয়া যান্ত্রিকীকরণ কৃষিতে বহু বেশি উদ্বৃত্ত সৃষ্টি করবে। তারউপর ভারি শিল্পের উপর একতরফা বেশি জোর দেয়া হয়েছিল কৃষি আর শিল্প তথা ভারি এবং ছোট শিল্পের মধ্যেকার সমন্বয় সাধনের বিষয়টি অবহেলিত হয়েছিল। এই সমন্বিত বিকাশের প্রশ্নটি শুধু একটি অর্থনৈতিক প্রশ্ন নয়, বরং এটি গ্রাম এবং শহরের মধ্যে, শ্রমিক এবং কৃষকের মধ্যে পার্থক্যের প্রশ্ন। এই পার্থক্যগুলো অবিরাম শ্রেণি সম্পর্ক সৃষ্টি করে যায়। কৃষির যান্ত্রিকীকরণ এবং ভারি শিল্পের উপর একতরফা জোর---এই দুটোরই উৎস হচ্ছে উৎপাদিকা শক্তির তত্ত্ব। শেষে গিয়ে বলপূর্বক সমবায়করণের ফলে এতো বিশাল দমন যন্ত্রের দরকার হল যে সোভিয়েত জীবনের সমস্ত গণতান্ত্রিক রীতিনীতি (পার্টির ভেতরের গণতন্ত্র সহ)  দুমরে ফেলা হল। সোভিয়েত রাষ্ট্রযন্ত্র পার্টি সদস্য এবং জনগণের উপর যে অবর্ণনীয় হিংসা চাপিয়ে দিয়েছিল, ‘দমন পীড়ন ‘ জাতীয় শব্দ দিয়ে তাকে ব্যাখ্যা করে শেষ করতে পারব না।
এক চূড়ান্ত কেন্দ্রীভূত , হিংস্র এবং কোনো আইন নামানা রাষ্ট্র যন্ত্রের দরকারটি স্তালিনের সামনে কিছু তাত্ত্বিক সমস্যা হাজির করেছিল। একদিক দিয়ে দাবি করা হয়েছিল যে সোভিয়েত ইউনিয়নে শ্রেণি সংগ্রাম শেষ হয়ে গেছে। তাই যদি হবে শ্রেণি সংগ্রামের থেকে যার উদ্ভব, সমাজের উপরে বসে থাকা সেই বহিরঙ্গ (excrescence ) অর্থাৎ রাষ্ট্রের কেন প্রয়োজন হল? স্তালিন ব্যাখ্যা দেবার চেষ্টা করেছিলেন যে এ ছিল বাহ্যিক শ্রেণি সংগ্রামের ফল, কারণ সোভিয়েত ইউনিয়নকে সাম্রাজ্যবাদী ঘেরাও, বিদেশী গুপ্তচর, এবং অন্তর্ঘাত সৃষ্টিকারীদের মোকাবেলা করবার দরকার পড়ছিল। এই বক্তব্য এতোটাই দ্বন্দ্বতত্ত্ব বিরোধী যে এ নিয়ে বেশি বলবার দরকার নেই। মূল কথা হল এই যে , দমন চলছিল দেশের ভেতরে লক্ষ লক্ষ মানুষের উপর অথচ বলা হচ্ছিল যে বাহ্যিক শত্রুর মোকাবেলা করা হচ্ছে। সোভিয়েত ইউনিয়ন যদি শ্রেণিহীন সমাজে রূপান্তরিত হয়েইছিল তবে শ্রেণিহীন সমাজের কোটি কোটি মানুষকে গণ মিলিশিয়াতে সংগঠিত করে জনগণের সেই শক্তির দ্বারা বাহ্যিক শত্রুর মোকাবিলা করা হলো না কেন? স্তালিন এই প্রশ্নটি তুললেন না। মার্ক্স, এঙ্গেলস এবং লেনিন সর্বহারার একনায়ত্বাধীন রাষ্ট্রকে আর প্রচলিত রাষ্ট্র হিসেবে দেখেন নি। বরং দেখেছিলেন এমন এক রাষ্ট্র হিসেবে যা শুরু থেকেই ক্ষয় হবার প্রক্রিয়ার মধ্য দিয়ে যাবে এবং ‘কম্যুন’-এর রূপ নেবে। সে ক্ষেত্রে স্তালিন এক বিপরীত প্রক্রিয়াকে সমর্থন করলেন। আসলে রাষ্ট্র শুকিয়ে যাবার প্রক্রিয়া আরেকটি প্রক্রিয়ার সঙ্গে যুক্ত। সেটি হল শ্রমিক এবং কৃষকদের দ্বারা সমাজকে আত্মসাৎ করবার এক গণ আন্দোলন। এর জন্য প্রয়োজন বিকেন্দ্রীকরণ এবং সমন্বয় সাধন। কিন্তু সোভিয়েত অনুশীলন ছিল এর বিপরীত। 
উৎপাদিকা শক্তির তত্ত্ব, শ্রেণির অস্তিত্ব অস্বীকার আর রাষ্ট্রের সর্বশক্তিমানতে বিশ্বাস রেখে করা এই অনুশীলনের ফল হিসেবে একটি রাষ্ট্রীয় শ্রেণির জন্ম হল, যে নতুন বুর্জুয়া রূপে নিজের উৎপাদন এবং পুনরুৎপাদন করতে শুরু করল। কিন্তু এই বুর্জুয়াদের আত্মপ্রতিষ্ঠার প্রক্রিয়াতে কিছু সময় লাগল। তার কারণ, যে কোনো বুর্জুয়ার প্রতিই মার্ক্সবাদ লেনিনবাদের শত্রুতামূলক মনোভাব, এই নতুন শ্রেণির শ্রেণিগত উৎস (যাদের বেশিরভাগই এসেছিলেন শ্রমিক শ্রেণির থেকে) এবং স্তালিনের কর্তৃত্বমূলক ক্ষমতা। তাঁর অর্থনীতিবাদ, রাষ্ট্রবাদ  এবং কর্তৃত্ববাদ সত্ত্বেও স্তালিনের মৌলিক আনুগত্য ছিল শ্রমিক শ্রেণির প্রতি। কিন্তু পেরিসে দেশান্তরিত রুশ বুর্জুয়াদের বিচক্ষণ এবং দূরদর্শী অংশটি ১৯২০এর দশকে সিপিএসইউ-র প্রশংসা করেছিল। তাঁরা বুঝেছিলেন যে এই নীতিগুলো তাঁদের দীর্ঘস্থায়ী স্বার্থের সঙ্গে মেলে। বুর্জুয়া অনুশীলন শ্রেণি সম্পর্কগুলোকে সুদৃঢ় করেছিল। এই অবস্থাতে স্তালিনের মৃত্যু এই শ্রেণির দ্বারা বুর্জুয়া একনায়কত্বকে শক্তিশালী করার উপযুক্ত সর্ত তৈরি করল। ক্রুশ্চেভ থেকে গর্বাচেভ পর্যন্ত যাত্রা পথ হচ্ছে এই বুর্জুয়া একনায়কত্বকে শক্তিশালী করার কিছু পদক্ষেপের ক্রম। এই শ্রেণির সদস্যরা ক্রমে বেশি বেশি করে উৎপাদনের ফল আত্মসাৎ করতে থাকল যার ভিত্তি হল বেসরকারিকরণ এবং বাজারের ভিত্তিতে অর্থনীতির বিকেন্দ্রীকরণ। অন্যদিক দিয়ে দমনমূলক রাষ্ট্রকেও বাঁচিয়ে রাখা হল।
লেনিনের মৃত্যুর পর থেকে, বা বলা ভালো তিনি যখন রোগশয্যাতে সেই সময় থেকে, সিপিএস ইউ যতই উৎপাদিকা শক্তির তত্ত্বের দিকে আকর্ষিত হতে শুরু করল ততই অনা-রুশি জাতিসত্তার  উপর দমন পীড়ন বাড়তে শুরু করল। শ্রেণি সংগ্রামের দরকারই যদি না থাকে তবে জনগণের আত্মপরিচিতি এবং যেকোনো বৈচিত্র্যকেই উৎপাদিকা শক্তির বিকাশের জন্যে বাধা হিসেবে দেখা হয়। তারউপর আত্মকেন্দ্রীভূত রাষ্ট্রকে দুর্বল করে। এই জাতীয় দ্বন্দ্বগুলো এখন বিস্ফোরণের আকার নিতে শুরু করেছে।
চিনে কম্যুনিস্ট পার্টির অনুশীলনের মধ্যে প্রথম থেকেই এক দ্বন্দ্ব ছিল। এই দ্বন্দ্বে একদিকে ছিল সোভিয়েত নমুনা। ভ্রাতৃপ্রতিম সাহায্যের মাধ্যমে চিনারা এই নমুনাকে গ্রহণ করতে বাধ্য হয়েছিল। আর ছিল এক দমনমূলক রাষ্ট্রযন্ত্র। অন্যদিকে মাও জে দঙ সোভিয়েতের এই নমুনাকে নিয়ে প্রশ্ন তুলেছিলেন। দুই লাইনের সংগ্রাম অনেক আঁকাবাঁকা পথে এগোতে শুরু করেছিল যদিও অবশেষে চারচক্রীকে চূর্ণ করা এবং মাও জে দঙের সমর্থকদের পার্টির থেকে বহিষ্কার করবার মধ্য দিয়ে রাষ্ট্রীয় বুর্জুয়া নিজের ক্ষমতা সংহত করতে শুরু করেছিল বলেই মনে হয়। এই প্রসঙ্গে মহান সর্বহারা বিপ্লবের বিষয়ে দুই একটা কথা বলা ভাল। সাংস্কৃতিক বিপ্লবের মূল দিশা সঠিক ছিল। কিন্তু সম্ভবত: কিছু কিছু পদক্ষেপ বাস্তব অবস্থার থেকে সীমা অতিক্রম করে গেছিল। উদাহরণ স্বরূপে, রাষ্ট্রীয় বুর্জুয়ার  দ্বারা সামাজিক উৎপন্ন আত্মসাৎ করা রোধ করতে গেলে শ্রমিক কৃষকদের স্ব-ব্যবস্থাপনার এক সযত্ন এবং দীর্ঘস্থায়ী প্রক্রিয়ার মধ্য দিয়ে যেতে হয়।   
এর মধ্যে পড়ে নানাধরনের সমবায়করণ, যৌথকরণ এবং দেশব্যাপী ক্ষেত্রউৎপাদন পরিচালনার সংগঠন। এই দীর্ঘস্থায়ী প্রক্রিয়ার সময়কাল জুড়ে কারিগরি এবং ম্যানেজমেন্ট বিশেষজ্ঞদের দরকার হয়। অবশ্য এঁদের নিয়ন্ত্রণ করতে হয় এবং এদের কাজকে  শ্রমিক কৃষকের গণআন্দোলনের অধীন করে ফেলতে হয়। এই অন্তর্ভুক্তি বা অধীন করবার প্রক্রিয়ার গতির উপর নির্ভর করে রূপান্তর সাধন এবং বিপ্লবীকরণের বস্তুগত ভিত্তি। চিনা সাংস্কৃতিক বিপ্লবে সম্ভবত: এই সাংস্কৃতিক বিপ্লবের সম্ভবত এটাই কাজ ছিল। কিন্তু এই বুর্জুয়ার সবচাইতে বড় হাতিয়ার যে সুবিশাল স্থায়ী  সৈন্যবাহিনী, যারা কিনা মহান সাংস্কৃতিক বিপ্লবে অংশগ্রহণ করলেও করেছিল উপর থেকে এবং বিপ্লবী লক্ষ্য নিয়ে অংশ নিলেও সে রাষ্ট্রবাদকে শক্তিশালী করেছিল। আসল কারণ যাই হোক, (এ নিয়ে গভীর অধ্যয়ন এবং বিশ্লেষণের প্রয়োজন আছে) সাংস্কৃতিক বিপ্লবের ব্যর্থতার পর রাষ্ট্রীয় বুর্জুয়া ক্ষমতাসীন হয়েছে এবং বিরাট বিপরীত যাত্রা আরম্ভ করেছে।
দ্বিতীয়ত, চিনে রাষ্ট্রীয় বুর্জুয়া ক্ষমতা সংহত করবার পরে এরা বিশ্বজুড়ে পূর্ণ পুঁজিবাদ পুনঃপ্রতিষ্ঠা করবার কাজে নেতৃত্ব দিচ্ছে। ওদের পেছনে আছে রুশিরা। উদাহরণ স্বরূপ তথাকথিত ‘দায়িত্বশীল প্রথার’ মাধ্যমে তারা কৃষিতে সমবায় এবং যৌথপামগুলোকে ভেঙে দিয়েছে। চিনে ব্যক্তিগতকরণের এই প্রক্রিয়া শুরু হয়েছে সাত-আটবছর আগেই। এখন গর্বাচেভ তাদের পথ অনুসরণ করছেন। ‘পেরেস্ত্রইকা’ ‘চার আধুনিকীকরণ’এর থেকে বহু পেছনে পড়ে আছে। আর চিনারা ‘তাঁদের মনকে সমস্ত অন্ধবিশ্বাসের থেকে মুক্ত করেছেন।’, অর্থাৎ সর্বহারা শ্রেণির রাজনীতি বর্জন করেছে। ‘গ্লাসনস্ত’ আবির্ভূত হবার আগেই এটা ঘটেছে।
বিশ্বজুড়ে বুর্জুয়ারা চিন রাশিয়ার ‘নতুন গণতান্ত্রিক বাতাস’কে অভিনন্দন জানিয়েছে, বিশেষ করে রাশিয়ার পরিবর্তনকে। আমরা গণতন্ত্রের অভিমুখে যে কোনো পদক্ষেপকে স্বাগত জানাই। কিন্তু এটা খেয়াল রাখা দরকার যে সোভিয়েত ইউনিয়ন এবং চিনে বুর্জুয়াশ্রেণিকে যেটি দেওয়া হয়েছে সেটি সাংস্কৃতিক, রাজনৈতিক এবং সামাজিক ক্ষেত্রে অধিক আত্মপ্রকাশের অধিকার।  এই অধিকার আর কাউকে দেয়া হয় নি। ব্যক্তিগত মালিকানা এবং সম্পত্তির উদ্ভবের পরে বুর্জুয়াদের যেসব আইনি ধরণের আইনি এবং প্রশাসনিক কাঠামো দরকার---সেসবের সুবন্দোবস্ত করা হয়েছে।
‘গ্লাসনস্ত’ আর ‘পেরেস্ত্রইকা’ নিয়ে কিছু মোহ সৃষ্টি করা হয়েছে। কারণ এগুলোর সঙ্গে শান্তির কথা বলা হয়েছে এবং বিশ্বজুড়ে, বিশেষ করে দুই অতি বৃহৎ শক্তির মাঝে উত্তেজনা প্রশমনের জন্যে কিছু পদেক্ষেপ নেওয়া হয়েছে। এই দুই সংস্কার এবং আন্তর্জাতিক উত্তেজনা প্রশমন একই সময়ে ঘটবার ফলে কিছু মানুষের মধ্যে এই ধারণার সৃষ্টি হয়েছে যে এই ‘সংস্কার’ প্রক্রিয়ার থেকেই শান্তি প্রক্রিয়ার উদ্ভব হয়েছে। কিন্তু উত্তেজনা প্রশমনের ধরণ দেখলে বোঝা যায় যে এই ধরণের কোনো যোগসূত্র নেই।
কিছু অকেজো পুরোনো অস্ত্র নষ্ট করে ফেললে অস্ত্র প্রতিযোগিতা কমে না। সমগ্র বিশ্বকে বেশ কয়েকবার ধ্বংস করে ফেলবার মতো অস্ত্র শস্ত্র এবং ক্ষেপণাস্ত্র দুই বৃহৎ শক্তির হাতে মজুত আছে। তারউপরে তারা নতুন নতুন অস্ত্র তৈরি করেছে। কিন্তু আগের জমানার থেকে একটি পরিবর্তন হয়েছে। এখনে এরা পরস্পরের সঙ্গে আলোচনা করে প্রতিযোগিতা একটি সীমার ভেতরে ধরে রেখেছে। সোভিয়েত ইউনিয়ন ইউরোপে চিরাচরিত ধরনের সশস্ত্র বাহিনী কমাবার প্রস্তাব দিয়েছে। একে শান্তির প্রস্তাব বলে মনে হতে পারে। কিন্তু এই হ্রাসের পরেও সোভিয়েতের শক্তি পশ্চিমের শক্তির দ্বিগুণ থাকবে।কিন্তু প্রশমনের সবার থেকে বড় সাক্ষ্য এই যে দুই অতি বড় শক্তি নিজেদের মধ্যে দুনিয়া ভাগ করে নেবার জন্যে একটি মোটামুটি স্থিতিশীল সূত্রে এসে পৌঁছেছে। গেল দেড় শতকের তীব্র সংঘাতের ফলাফলের উপরে উপর ভিত্তি করে তারা এই সূত্রে উপনীত হয়েছে। এই দলিলে আমরা সেই ভাগাভাগির খুঁটিনাটিতে যাচ্ছি না।  কিন্তু এটি বলা দরকার যে এই বিভাজন হবে অস্থির চরিত্রের। তৃতীয় বিশ্বের চলমান  সংঘর্ষ এবং অভ্যুত্থানগুলো, দ্বিতীয় বিশ্বের সঙ্গে সংঘাত এবং দুই অতিবৃহৎ শক্তির মধ্যে মৌলিক দ্বন্দ্ব ---এগুলোর ফলে অস্থিরতার সৃষ্টি হবে।
তবুও সাময়িক বিভাজন দুই অতি বড় শক্তির জনে দরকারিজাপান এবং ইউরোপ এই দুই শক্তির সামনে বিপদ হয়ে উঠেছে। বিশেষ করে দুই শক্তিরই বিশ্বআধিপত্যের পথে অর্থনৈতিক ক্ষেত্রে জাপান এবং ইউরোপ বিপদের উৎস। ফলে সোভিয়েত ইউনিয়নের যেমন অর্থনীতির পুনর্বিন্যাস দরকার, তেমনি মার্কিন যুক্তরাষ্ট্রেরও তার প্রয়োজন যাতে তাদের উন্নতর প্রযুক্তিকে ভোগ্যপণ্য উৎপাদনে নিয়োগ করতে পারে। সোভিয়েত ইউনিয়নকে ভয়ংকর সংকট থেকে বাঁচাতে হলে গর্বাচেভেরও এই সব প্রয়োজন। এই পুনর্বিন্যাস না করতে পারলে তারা পরস্পরের মধ্যে বিশ্ব আধিপত্যের জন্যে প্রতিদ্বন্দ্বিতা করতে পারে।  কিন্তু ফল হতে পারে দ্বিতীয় বিশ্বযুদ্ধের মতো। অর্থাৎ তার থেকে লাভবান হতে পারে জাপান বা ইউরোপীয় ফেডারেশন গঠন প্রক্রিয়াতে জড়িতরাই। অন্যদিকে এখন প্রশমনের অর্থ ভবিষ্যতে আরো বড় যুদ্ধের জন্যে প্রস্তুত হওয়া। সুতরাং ‘পুনর্বিন্যাস’এর থেকে সোভিয়েত ইউনিয়নের সাম্রাজ্যবাদী চরিত্র বদল হয়েছে বলে ভাবার কারণ নেই।
চিন এবং রাশিয়া দুই দেশেই পুঁজিবাদ পুনঃপ্রতিষ্ঠার ফলে রাষ্ট্রীয় একচেটিয়া পুঁজিবাদের শাসন প্রবর্তিত হয়েছে। ব্যক্তিগতকরণকে যদি চরমে নিয়ে যাওয়া হয় তবে সেই দেশগুলোতে কতকগুলো শক্তিশালী ‘কার্টেল’ গঠন হতে পারে। সেগুলোর একচেটিয়া চরিত্রের জন্যে সম্প্রসারণবাদের উদ্ভব হবে এবং বিশ্বআধিপত্যের আকাঙ্ক্ষার জন্ম দেবে। কিন্তু চিনা অর্থনীতি এখনো দুর্বল, তৃতীয় বিশ্বের অর্থনীতি---যে অর্থনীতি নির্ভরশীল অবস্থার থেকে বিশ্বপুঁজিবাদী ব্যবস্থার সঙ্গে একীভূত হয়েছে। ফলে চিনা শাসকেরা এখনি বিশ্ব জয়ের উচ্চাকাঙ্ক্ষা পোষণ করছেন না।
একসময় দুনিয়া জুড়েই কম্যুনিস্টরা সোভিয়েত ইউনিয়ন এবং চিনকে সমাজতান্ত্রিক পথের আদল রূপে গ্রহণ করেছিলেন। তার থেকেই আমরা আলোচনা শুরু করেছিলাম।  এখন এই দুই দেশ ক্রমবর্ধমান সমালোচনার মুখোমুখি হয়েছে এবং আমাদের দল সোভিয়েত ইউনিয়ন এবং চিনা ব্যবস্থাকে পুঁজিবাদী ব্যবস্থা বলে চিহ্নিত করেছে। এই অবস্থাতে কম্যুনিস্ট দলগুলোর (বিশেষ করে মার্ক্সবাদী –লেনিনবাদী পার্টির, যারা সোভিয়েত ইউনিয়ন এবং চিনকে পুঁজিবাদী বলে গণ্য করেন) কর্মসূচীতে একটি সংকট তৈরি হয়েছে। সোভিয়েত এবং চিনা রাষ্ট্রের অগণতান্ত্রিক হিংস্র দমনমূলক এবং শ্রমিক বিরোধী চরিত্র দেখে বহু পার্টি, বিশেষ করে ইউরোপের বহু দল এবং ব্যক্তিরা সর্বহারা একনায়কত্বের ধারণাকেই বর্জন করেছেন। আমরা যদি সর্বহারার একনায়কত্বকে প্রকৃতার্থে তুলে ধরতে চাই এবং যেসব কর্মসূচী বা কর্মনীতির জন্যে পুঁজিবাদের পুনঃপ্রতিষ্ঠা হয়েছে সেগুলো পরিত্যাগ করতে চাই তবে আমাদের কর্মসূচীকে এমনভাবে সূত্রায়িত করতে হবে যেন সে সমাজবাদের প্রতি জনগণের আস্থা ঘুরিয়ে আনতে পারে এবং নতুন গণতান্ত্রিক ভারতবর্ষ গড়ার জন্যে তাদের সৃজনশীল ক্ষমতাকে উন্মুক্ত করতে পারে। এক ধারাবাহিক আন্দোলনের মধ্যদিয়েই এই গণতান্ত্রিক ভারত সমাজতন্ত্রে উপনীত হবে গিয়ে।
এখানে আমরা নতুন গণতান্ত্রিক ভারত বা সমাজবাদী ভারতের কর্মসূচীর খুঁটিনাটি আলোচনা করছি না। বরং এক সাধারণ লাইন আলোচনা করব, যে সাধারণ লাইন অনুসরণ করে আমরা সমাজবাদে গিয়ে পৌঁছুতে পারব।
অর্থনৈতিক ক্ষেত্রে কম্যুনিস্ট পার্টি শ্রেণিগুলোর অস্তিত্বের বাস্তব ভিত্তি অর্থাৎ অর্থ, মূল্যের সূত্র ইত্যাদির বস্তুগত অস্তিত্বকে স্বীকৃতি দেবে।  সুতরাং পার্টি এই রূপগুলোকে বর্জন করবার জন্যে কোনো মনগড়া স্বেচ্ছাচারী পদক্ষেপ নেবে না। বিপরীতে পার্টি এগুলোকে স্বীকার এবং ব্যবহার করবে । উৎপাদন সম্পর্কের মধ্যে এদের অস্তিত্বের সর্তকে আক্রমণ করবে তথা সমগ্র উপরিকাঠামোর বিরুদ্ধে দীর্ঘস্থায়ী সংগ্রামের জন্যে জনগণকে প্রস্তুত করবে। এর অর্থ এই যে সংস্থাগুলোর আর্থিক স্বাধিকার থাকবে। কিন্তু একজনের ম্যানেজমেন্ট এবং প্রযুক্তিবিদ ম্যানেজার শ্রেণির একাধিপত্যকে ক্রমাগত শক্তিশালী করা হবে না। পার্টি চেষ্টা করবে শ্রমিক কৃষকেরা যাতে অর্থনৈতিক হিসাব নিকাশ এবং ম্যানেজমেন্টের কাজ শিখে নিতে পারেন, তার জন্যে তাদের সাহায্য এবং উদ্বুদ্ধ করতে পারবে। প্রথমত এরা এইসব সংস্থার স্তরে শিখে নেবেন। তারপর বৃহত্তর পরিধিতে শিখবেন এবং অবশেষে দেশব্যাপী স্তরে তাঁরা এটা শিখবেন। এ হবে দীর্ঘস্থায়ী সংগ্রাম, যার পথ হবে আঁকাবাঁকা এবং যার মধ্যে প্রচুর ভুল ভ্রান্তি হবে। কারণ মানসিক শ্রম এবং দৈহিক শ্রমের বিভাজনের ভিত্তিতে, নারী এবং পুরুষের মধ্যে বিভাজনের ভিত্তিতে যে শ্রমবিভাজন সেসব এমনিতেই অত্যন্ত জটিল। যখন এই প্রক্রিয়াটির ভেতরে একটি শেখার প্রক্রিয়া থাকে এবং শিক্ষক অর্থাৎ কম্যুনিস্ট পার্টিকেও শিখতে হয় তখন এই প্রক্রিয়াটি আরো জটিল হয়ে পড়ে। এই প্রক্রিয়াতে রাষ্ট্রীয় পরিকল্পনার দরকার পড়বে, তেমনি প্রয়োজন হবে বিশেষজ্ঞের, প্রযুক্তিবিদ এবং ম্যানেজারদের। কিন্তু তাদেরকে থাকতে হবে কম্যুনিস্ট পার্টির নেতৃত্বে পরিচালিত জনগণের গণআন্দোলনের অধীনেপরিকল্পনাও রাষ্ট্রবাদী এবং প্রশাসনিক ধরণের হবে না, বরং এমন এক অর্থনৈতিক পদ্ধতির প্রচলন করা হবে যাতে ভারি শিল্প, ছোট শিল্প এবং কৃষির সঠিক মাত্রার ভারসাম্যের মধ্যে বিকাশ সম্ভব হয়। এর মধ্য দিয়ে প্রত্যক্ষ উৎপাদকের মধ্যে আরো বৃহত্তর সহযোগিতা সম্ভব হবে। সর্বহারার একনায়কত্বের অধীনে উৎপাদন এবং বণ্টনের ক্ষেত্রে এই শ্রেণি সংগ্রাম একই সঙ্গে উৎপাদিকা শক্তিরও বিকাশ ঘটাবে এবং শেষপর্যন্ত এমন আসল সম্পদ সৃষ্টি হবে যে শ্রেণিগুলোর বিলুপ্তির সঙ্গে মিলে যাবে।
জনগণের গণতান্ত্রিক একনায়কত্বের প্রথম জেকবিন কর্তব্য হল দালাল বৃহৎ বুর্জুয়া এবং  জমিদারদের রাষ্ট্রক্ষমতার থেকে এবং উৎপাদনের উপকরণের মালিকানার থেকে বলপূর্বক উচ্ছেদ করা। জাতীয় বুর্জুয়া সহ অন্যান্য সমস্ত শ্রেণির সঙ্গে ব্যবহার হবে ভিন্ন। স্বেচ্ছামূলক প্রক্রিয়াতে, নানা ধরণের সহযোগিতা, যৌথকরণ এবং সমগ্র জনগণের মালিকানার প্রক্রিয়ার ভেতরে এদের আনা হবে। বিপ্লবের এই স্তরে শোষক শ্রেণির যে অংশ আমাদের মিত্র, তাদের সঙ্গে ঐক্য-সংগ্রামের ক্ষেত্রে গণ-সংগ্রামের বিকাশের মাত্রা বিচার করা হবে। যখন শ্রেণি সংগ্রামের মধ্য দিয়ে এই শোষক শ্রেণিকে উৎপাদনের উপকরণের থেকে বঞ্চিত করা হবে তখনো সর্বহারার একনায়কত্বাধীন রাষ্ট্র কেড়ে নেয়া পুঁজির সুদ দিয়ে যাবে। দীর্ঘদিন ধরে উৎপাদনের উপকরণের উপরে রাষ্ট্রীয় মালিকানা থাকবে, একে কেউ যেন সমগ্র জনগণের মালিকানা বলে ভুল না করেন। সমগ্র জনতার মালিকানা তখনি প্রতিষ্ঠিত হবে যখন প্রত্যক্ষ উৎপাদকেরা জাতীয় স্তরের সহযোগিতার সর্বোচ্চ স্তরে গিয়ে পৌঁছুবেন।
রাজনৈতিক ক্ষেত্রে , কম্যুনিস্ট পার্টির সাধারণ লাইন আরম্ভ হওয়া উচিত ‘বহুস্তরীয় স্বায়ত্ত শাসনে’র মধ্য দিয়ে। এই স্বায়ত্তশাসন হবে এমন এক প্রক্রিয়ার অংশ যারা দ্বারা রাষ্ট্র শুরু থেকেই কম্যুনের রূপ নিতে শুরু করে। মৌলিকভাবে এই প্রক্রিয়ার ভিত্তি হবে গণতান্ত্রিক কেন্দ্রীকতা (প্রকৃত অর্থে, শুধু মুখের কথার জন্যে নয়) যেখানে সংগঠনের প্রধান ভিত্তি হবে গণতন্ত্র। এই বহুস্তরীয় স্বায়ত্তশাসন প্রতিটি ভৌগোলিক স্তরে কেন্দ্রীকতার দরকার পড়বে। শুরুর দিকে, জনগণের অশিক্ষা, দারিদ্র্য এবং অন্যান্য প্রতিবন্ধকতার জন্যে এক কেন্দ্রীকতাতে বুর্জুয়া এবং পেটিবুর্জুয়া উৎসের অগ্রগামী বাহিনী এবং বুদ্ধিজীবীদের প্রাধান্য থাকবে। অগ্রগামী বাহিনীর মধ্যে পুরোনো শোষক শ্রেণির থেকে উঠে আসা এই অংশটির অংশগ্রহণ বহু সমস্যা সৃষ্টি করে। এদের ভাবাদর্শের ভেতরে গভীরভাবে প্রোথিত বুর্জুয়া ধ্যান-ধারণা এদেরকে এক রাষ্ট্রীয় শ্রেণিতে পরিণত করে এবং রাষ্ট্রবাদ, অর্থনীতিবাদ এবং উৎপাদিকা শক্তির মতো বুর্জুয়া মতাদর্শের ধারক-বাহক হয়ে উঠে। নিচের থেকে গণআন্দোলনের মধ্য দিয়ে একে নিয়ন্ত্রণ করাটা জারি রাখতে হবে। এই মধ্য দিয়ে এমন এক রাজনৈতিক কাঠামো তৈরি করতে হবে, যে বিভিন্ন দলের অংশগ্রহণের ভিত্তিতে ‘সার্বজনীন ভোটাধিকারে’র প্রশ্নে কোনো আপোস করবে না। এমন কি যে দলগুলো শোষক শ্রেণির স্বার্থের প্রতিনিধিত্ব করে তাদেরকেও নির্বাচনে অংশ গ্রহণ করতে দিতে হবে। এই সার্বজনীন ভোটাধিকারের সুযোগ নিয়ে শত্রুশ্রেণির দলগুলো যদি শক্তিশালী হয়ে পড়ে তবে এটাই বুঝতে হবে যে শ্রমিক-কৃষকদের রাজনৈতিক শিক্ষা এতোটা বিকশিত হয় নি যে তারা শত্রুর প্যাঁচ-পয়জার বুঝতে পারেন। এতে কম্যুনিস্ট পার্টি নেতৃত্বে শ্রেণি সংগ্রাম কীভাবে পরিচালিত হবে সেটি আরো স্পষ্ট হবে। কম্যুনিস্ট পার্টি ক্ষমতাতে থাকার অর্থই হল শ্রমিক শ্রেণির ক্ষমতাতে থাকা –এই ভ্রান্তির বশবর্তী হয়ে যদি পার্টি এককভাবে ক্ষমতা দখল করে তবে তা শ্রেণি সংগ্রামকে ব্যাহত করবে এবং গণচেতনার বিকাশ তথা রূপান্তরের গণলাইনের মধ্য দিয়ে যাবে না।  প্রকৃতপক্ষে কম্যুনিস্ট পার্টির একচেটিয়া ক্ষমতার ক্ষমতার লাইন পরিত্যাগ করলে বড়সড় ভুল ভ্রান্তি করবার পরে পার্টির ভোটে হেরে যাবারও সম্ভাবনা থাকবে। তার অর্থ আঁকাবাঁকা সংগ্রাম। এমনও হতে পারে যে কম্যুনিস্ট পার্টির ভুল-ভ্রান্তিগুলো খুব বড় হলে বুর্জুয়ারা সর্বহারা একনায়কত্বকে উচ্ছেদ করে বুর্জুয়া একনায়কত্ব কায়েম করবে এবং জনগণকে আরেকবার দীর্ঘস্থায়ী সশস্ত্র সংগ্রামের পথ গ্রহণ করতে হবে। কম্যুনিস্ট পার্টির এসবকে ভয় করা উচিত নয়, বরং একে এক ঐতিহাসিক প্রয়োজন হিসাবে নিজে নিজেকে আরো শিক্ষিত করে তোলার জন্যে এর মধ্যে দিয়েই যেতে হবে।
রাষ্ট্রীয় বুর্জুয়ারা যেখানেই ক্ষমতাতে বসেছে, সেখানেই তারা মানব ইতিহাসের সবচাইতে বেশি (হিটলার বাদী রাষ্ট্রবাদ অবশ্য এই তুলনার বাইরে) অত্যাচারী এবং দমনমূলক রাষ্ট্রযন্ত্র বসিয়েছে। মাও জে দঙ এবং স্তালিনের সমর্থক এবং সহযোগীদের যেভাবে হত্যা এবং দেশান্তরী করা হয়েছে তার থেকেই এই রাষ্ট্রযন্ত্র কতটা দমনমূলক , সেটি বোঝা যায়। ফলে ক্ষমতা দখলের সঙ্গে সঙ্গে সেই রাষ্ট্রযন্ত্রকে চূর্ণ করতে হবে এবং অবসান ঘটাতে হবে স্থায়ী সেনাবাহিনী এবং আধা সামরিক বাহিনীরও। জনগণের গণতান্ত্রিক একনায়কত্বের হাতে দমনের হাতিয়ার হবে সশস্ত্র শ্রমিক-কৃষক এবং তাদের মিলিশিয়া। এই গণ-মিলিশিয়াগুলোর মধ্যে গণতান্ত্রিক পদ্ধতিতে জাতীয় স্তরের সমন্বয় থাকবে। কম্যুনিস্ট পার্টি যেন কখনো তার নিজের ক্ষমতার উৎস ভুলে না যায় এবং যে কোনো আক্রমণকারীকে পরাজিত করবার জন্যে জনযুদ্ধের অপরিসীম ক্ষমতার কথা ভুলে না যায়।
এভাবে জনগণের একনায়কত্বের শুরুটা হবে এক স্থায়ী সৈন্যবাহিনী ছাড়াই। এর অঙ্গ হবে এক বিকেন্দ্রীভূত রাজনৈতিক এবং অর্থনৈতিক যন্ত্র যে শুরু থেকেই ক্ষয় পাবার মধ্য দিয়ে যাবে। উৎপাদন এবং রাজনীতিতে শ্রমিক কৃষকদের ক্ষমতা যে পরিমাণে বাড়বে, রাষ্ট্রযন্ত্রের ক্ষয়প্রাপ্তি তার সমানুপাতিক হবে। জনগণের ইচ্ছের প্রতিনিধিত্বকারী বিকেন্দ্রীভূত ক্ষমতা রাষ্ট্র ক্ষয় পাবার সঙ্গে সঙ্গে আরো বেশি বেশি ক্ষেত্রে প্রসারিত হবে। অবশেষে সহযোগিতা এবং সমন্বয় এমন এক জাতীয় স্তরের গিয়ে পৌঁছুবে যেখানে রাষ্ট্র বিলুপ্ত হবে এবং জন্ম নেবে কম্যুনিস্ট সমাজ।
