ইতিহাসের আলোকে সাম্প্রতিক বাংলাদেশের ঘটনা প্রবাহ

অনশনে  রুমী স্কোয়াড
খনই কোন ঘটনা গোটা সমাজকে আন্দোলিত করে তুলে, তখনই ঘটনার তাৎপর্য বোঝার একটা তাগিদ জ্ঞানকর্মী এবং সমাজকর্মীদের চর্চায় অনুভূত হয়। শুধুমাত্র ঘটনার ক্রিয়া-প্রতিক্রিয়ার সাথে যুক্ত হয়েই এই চর্চায় সামিল হওয়া যায় না। এই চর্চা আসলে ঘটনার স্থানিক-আঞ্চলিক চরিত্রকে খাটো না করেও তাকে সামগ্রিকতার অংশ হিসেবে দেখা এবং ইতিহাসের প্রেক্ষিতে বিচার করার প্রয়াস সঞ্জাত। বরাক উপত্যকার বিস্তীর্ণ অঞ্চলের সাংস্কৃতিক-ভূগোল যেহেতু পূববাংলারই সম্প্রসারিত রূপ, তাই  পূব-বাংলা তথা বর্তমান বাংলাদেশের তাৎপর্যপূর্ণ সামাজিক ঘটনা আমাদের এঅঞ্চলকে প্রত্যক্ষভাবে প্রভাবিত করে। তাই শাহবাগের গণবিদ্রোহের মত তাৎপর্যপূর্ণ ঘটনা ও তার প্রভাবের বিষয়কে আমাদেরকে ইতিহাসের প্রেক্ষিতে বিচার করে দেখতে হবে এবং এই ইতিহাসের যেমনি রয়েছে ভাষা-ধর্মের মত সাংস্কৃতিক উপাদান, ঠিক তেমনি রয়েছে রাজনৈতিক প্রেক্ষাপট। কোন কোন পর্যবেক্ষক শাহবাগের মধ্যে একুশের চেতনা অর্থাৎ ভাষা-জাতিয়তাবাদী চেতনা ও শাহবাগ-বিরোধীদের মধ্যে ধর্মীয় চেতনার বিস্ফোট দেখতে পান এবং এদের মধ্যে কেউ কেউ একে ভাষা-জাতিয়তাবাদ বনাম ধর্মীয়-সাম্প্রদায়িকতাবাদের সংঘাত হিসেবে চিহ্নিত করেন। স্বাভাবিকভাবেই এই পর্যবেক্ষকরা সচেতনে বা অবচেতনে এই দুই মতাদর্শের লড়াইয়ের যে যোগসূত্র খোঁজে পান তা হচ্ছে একদিকে পূববাংলার ভাষা-আন্দোলন ও ভাষিক জাতি-রাষ্ট্র বাংলাদেশ ঘটনের জন্য মুক্তিযুদ্ধ এবং অন্যদিকে ধর্মীয় পরিচিতির-অন্দোলন ও ধর্মভিত্তিক জাতি-রাষ্ট্র ঘটনের জন্য দেশ-বিভাজন। এই পর্যবেক্ষণের মধ্যে ইসলামে বিশ্বাসীদের মূলতঃ এক সমসত্তাবিশিষ্ট পরিচিতি হিসেবে দেখার পূর্ব-নির্ধারিত ধারণা ক্রিয়াশীল রয়েছে। এই ধারণা ব্রিটিশ ঔপনিবেশিক শাসকদের খুব সুচতুরভাবে সৃষ্ট একটি ধারণা যা ব্রিটিশ রাজত্বের বাঙালি বর্ণহিন্দু বাবুরা ও মুসলিম এলিট শ্রেণির লোকেরা বহন করেছেন এবং এখনও উপনিবেশ-উত্তর সময়ে এই শ্রেণির লোকেরা তা বহন করে চলেছেন।

স্ত যে ইতিহাসবিদ্যার নির্মাণ হয়েছে ব্রিটিশ শাসকের রাজস্ব আদায়ের কাঠামোর স্বার্থে ও তাগিদে এবং আমাদের দেশের উচ্চবর্গের এলিট ক্লাসের সাথে একটা বোঝাপড়ার মাধ্যমে। স্বাধীনতা আন্দোলনের ইতিহাসও রচিত হয়েছে এই বোঝাপড়ায় ছেদ থেকে উদ্ভূত উচ্চবর্গের প্রচেষ্টায় রচিত জন-বিদ্রোহের ইতিহাস হিসেবে যেখানে নিম্নবর্গের নিজস্ব প্রয়াসের বিদ্রোহের কোন স্থান নেই। সুতরাং ঘটনাপ্রবাহের বিশ্লেষণ করার প্রয়াস নেওয়ার আগে আমাদের সেই ইতিহাসকে চ্যালেঞ্জ জানাতে হবে এবং নির্ভর করতে হবে এক পুনর্নির্মিত ইতিহাসের উপাদানের মধ্যে। সেদিক দিয়ে নিম্নবর্গের ইতিহাস চর্চার উপাদান সামাজিক তাৎপূর্যপূর্ণ ঘটনার বিশ্লেষণে আমাদেরকে ব্যাপক সহায়তা করে। কারণ ভারতবর্ষের নিম্নবর্গের ইতিহাস চর্চার ধারা গ্রামশি-দর্শনের সাব-অলটার্ন হিস্ট্রিকেও খানিকটা ছাড়িয়ে গেছে, কিন্তু এখনও একটি পূর্ণাঙ্গ ইতিহাস চর্চার রূপ পরিগ্রহ করেনি অর্থাৎ উচ্চবর্গের ও নিম্নবর্গের (একইসাথে কাঠামো ও উপরিকাঠামোয় উচ্চবর্ণের আধিপত্যের প্রেক্ষাপটে বিচার করলে বর্গকে বর্ণ বললেও খুব একটা ফারাক হয় না) বিদ্রোহের নিজস্বতা ও পরস্পর সম্পৃক্ততার স্বরূপ উদঘাটনকারী ইতিহাস চর্চা পূর্ণাঙ্গ রূপ পরিগ্রহ করেনি। এই নিবন্ধে পূব-বাংলা তথা বরাক উপত্যকার ভাষিক ও ধর্মীয় ঐতিহ্য নির্মাণের সংক্ষিপ্ত ইতিহাসের প্রেক্ষিতে বর্তমান ঘটনাপ্রবাহ বিচার করার একটি প্রয়াস করা হয়েছে যাতে শাহবাগ ও শাহবাগ-বিরোধী গণ-সমাবেশের স্বরূপকে চেনা যায় এবং এই দুই  গণ-সমাবেশের বৈরিতা কী শাসকশ্রেণি সৃষ্ট না মৌলিক এই প্রশ্নেরও একটা উত্তর খোঁজা যায়। সংখ্যালঘু অধিকারের বিষয়টি নিশ্চিতভাবে গণতন্ত্রের একটি মৌলিক বিষয় এবং এই বিষয়কে এই উপ-মহাদেশের সংখ্যালঘু অধিকারের আলোকে বিচার করলে একটি বিরল তথ্যকে অস্বীকার করার কোন উপায় থাকে না যে যখন নেলি-গোহপুর-মোকালমোয়ায় হাজার হাজার সংখ্যালঘুদের নির্বিচারে হত্যা করা হচ্ছে, নিম্ন অসমে যখন হাজারো লোক গৃহহীন হয়ে মানবেতর জীবন যাপন করছে, যখন বাবরি-মসজিদ ধ্বংসের পর ভারতবর্ষের বিভিন্ন প্রান্তে দাঙ্গার পরিস্থিতি দেখা দিয়েছে, তখনো কিন্তু বাংলাদেশে সাম্প্রদায়িক প্রতিক্রিয়ার নজির খুবই ক্ষীণ এবং তাই পূব-বাংলার ইসলামকে আমাদের আলাদাভাবে চেনার-বোঝার দাবি রাখে।
  
দেশভাগ ও ধর্মীয় ঐতিহ্য

             উত্তর ভারত, পাকিস্তান আর বাংলাদেশের অধিকাংশ মানুষের জীবনে বিংশ শতাব্দীর সবচেয়ে গুরুত্বপূর্ণ ঘটনাই হয়তো দেশভাগ। কিন্তু সাম্প্রতিক একটা গবেষণায় বলা হয় যে ১৯৪৩-এর দুর্ভিক্ষ যেভাবে বাঙালি সাহিত্যকে নাড়া দিয়েছিল, ১৯৪৭-এর দেশভাগ গোটা সমাজকে ওলটপালট করে দেওয়া সত্ত্বেও কিন্তু ১৯৫০-এর দশক বা তার পরবর্তীকালের সাহিত্যে সেভাবে রেখাপাত করেনি। কোমল গান্ধার, মেঘে ঢাকা তারা, সুবর্ণরেখা এই ছবিগুলির স্রষ্টা ঋত্বিক ঘটক একমাত্র ব্যতিক্রম, অনুরূপ ব্যতিক্রম হিন্দু-উর্দু চলচ্চিত্রে এম এস সথ্যুর গরম হাওয়া। বাস্তব চর্চার সময় ধরেই নেওয়া হয় যে আমাদের ঐতিহ্য শান্তি-সম্প্রীতি ও অহিংসার আর ১৯৪৭-এর ১৪ অগাস্ট যেদিন পাকিস্তানের জন্ম হল সেটি একটি অঘটন, ভুল, যার জন্য দায়ী আমরা নই অন্য কেউ।  নিজেদের অতীত সম্পর্কে এমন এক সরল একমুখীন ধারণা হিংস্রতার জন্য অন্য কাউকে দায়ী করার মনস্তত্বের অঙ্গ। হিংস্র কোন অঘটনের জন্য দায়ী এই অপরের উপর স্বাভাবিকভাবেই আরোপ করতে হয় কিছু চরিত্র যা দিয়ে এই অঘটন সাধারণের বোধগম্য হয়ে উঠে। এভাবে ব্রিটিশ ও ভারতীয় এলিট ইতিহাস চর্চা সাধারণের ধারণার সাথে এক জায়গায় এসে দাঁড়ায় যেখানে মুসলিমকে মনে হয় ধাতুগতভাবে হিংস্র, ধর্মোন্মাদ ও অবাধ্য। স্বাধীনতা-উত্তর এই উপমহাদেশে গোষ্ঠীগত বা সম্প্রদায়গত হিংস্রতার যে ভিন্ন ভিন্ন বয়ান উঠে এসেছে তাতে দেখা যায় সব জনগোষ্ঠীই নিজেদের মহত্ত্ব ও অপরের হিংস্রতাকে প্রতিষ্ঠিত করার এক যুক্তিকাঠামো তৈরির প্রয়াস জারি রেখেছে, কিন্তু সেই জনগোষ্ঠীর বয়ানই আধিপত্যাধীন অবস্থানে থেকেছে যার পক্ষে আধিপত্যাধীন আর্থিক ও রাষ্ট্রীয় শক্তি হিংস্রতায় মদত যুগিয়েছে। সুতরাং যে কোন তাৎপর্যপূর্ণ সামাজিক ঘটনার বিশ্লেষণে সাংস্কৃতিক ঐতিহ্য, আর্থিক মুনাফা ও রাজনৈতিক ক্ষমতা দখলের ইতিহাস থেকে বিচার করার প্রয়োজনীয়তা দেখা দেয়। বিচার-বিশ্লেষণের এই পদ্ধতির উপর আশ্রয় না করে মিরাট-ভিওয়ান্দি-ভাগলপুর-নেলি-গোহপুর-মোকালমোয়ার সংখ্যালঘু গণহত্যা এবং সাম্প্রতিক নিম্ন-অসমের জাতি-দাঙ্গা ও আশ্রয় শিবিরে হাজার হাজার মানুষের অমানবিক অবস্থার খবরাখবর নেওয়ার এবং এই মর্মান্তিক ঘটনা-সমূহের ব্যাখ্যা খোঁজার তাগিদ আমরা হারিয়ে ফেলি, কারণ আমরা ধরে নেই ধর্মীয়ভাবে আমাদের কাছে যারা অপর তাদের আগ্রাসী ধর্মীয়-সাংস্কৃতিক ঐতিহ্যের প্রতিক্রিয়া তারা ভোগ করছে। এই একই ধারণা থেকে দেশভাগের  দায় অন্যের উপর চাপিয়ে দিয়ে শান্তি-সম্প্রীতি-অহিংসার ঐতিহ্যের মহিমায় নিজ-জনগোষ্ঠী বা সম্প্রদায়কে মহিমান্বিত করার প্রবণতা দেখা দেয়। এই প্রবণতা হিন্দু অহিংস ঐতিহ্যের অন্তর্বস্তু ব্রাহ্মণ্যবাদী আধিপত্যের কাছে আত্মসমর্পণের অন্তরালে থাকা হিংস্রতার কথা নিজের অজান্তেই আড়াল করে চলে। সুতরাং দেশভাগের সাম্প্রদায়িক প্রভাবের বিষয় নিয়ে আলোচনা করার জন্য আমাদেরকে রাজনৈতিক, সামাজিক ও সাংস্কৃতিক ইতিহাসের দিকে দৃষ্টি নিক্ষেপ করতেই হয়। বাংলার রাজনীতিতে দেশবন্ধু চিত্তরঞ্জনের স্বরাজ্য পার্টির সেক্যুলার পলিটিক্স এবং সংখ্যানুপাতিক অংশীদারির মাধ্যমে হিন্দু-মুসলিম ঐক্যের ভিত্তিতে বাংলাকে ঐক্যবদ্ধ রাখার প্রয়াস বা পরবর্তীতে সুভাষ বসুর দাদা শরৎ বসু ও আবুল হাসিমের অনুরূপ প্রয়াস যদি অবিভক্ত বাংলার হিন্দু রাজনীতি মেনে নিত তাহলে হয়ত দেশভাগের অভিশাপ থেকে বাংলাকে রক্ষা করা যেত। ১৯০৫ সালে বাংলা বিভাজনের সময় পূববাংলার মুসলমান ও নিম্নবর্গের হিন্দুরা তার সমর্থনে ছিল, কিন্তু কলকাতার বাবুরা ও বর্ণহিন্দু মধ্যবিত্ত সমাজ তার বিরুদ্ধে মুখর হলেন। এর পেছনে সামাজিক রসায়ন কী ছিল? পশিমবাংলার বর্ণহিন্দু বাবুদের জমিদারি ছিল পূব-বাংলায় এবং তাদের জমি থেকে আয়ের জন্য প্রয়োজনীয় শ্রমশক্তির যোগান আসত মুসলমান ও নিম্নবর্গের মানুষদের কাছ থেকে। এই বাবুদের সন্তুষ্ট রাখার জন্যই ব্রিটিশ রাজশক্তি ১৯১১ সালে বঙ্গভঙ্গ রদ করে, কিন্তু একই সাথে ব্রিটিশ রাজশক্তি তাদের শাসনের রাজধানী কলকাতা থেকে স্থানান্তরিত করে দিল্লিতে নিয়ে গিয়ে বাংলার আর্থিক-রাজনৈতিক বিকাশের ক্ষমতাকে পঙ্গু করে দেয়। বাঙালি ভদ্রলোক বর্ণহিন্দু বাবুদের আশু সংকীর্ণ স্বার্থ এবং সামাজিক পরিচিতির গর্ব থেকে উদ্ভূত মুসলমান ও নিম্নবর্গের হিন্দুদের প্রতি অবজ্ঞা এতোই তীব্র ছিল যে বাঙালি জাতির মেরুদণ্ড ভেঙে দিতে রাজধানী স্থানান্তরিত করার ব্রিটিশ সিদ্ধান্তকে বিরোধিতা করার অবকাশ তাঁরা পাননি, বরঞ্চ বঙ্গভঙ্গ রদের সিদ্ধান্তে ব্রিটিশের প্রতি তাদের আনুগত্য প্রদর্শনের কোন সুযোগই তাঁরা হাতছাড়া করেননি। তাদের এই গোষ্ঠীগত অবজ্ঞা যে ব্রিটিশ ভক্তির হাত ধরেই ডালপালা মেলছিল তার প্রমাণ মেলে স্বাধীনতার পূর্বে বঙ্গ-বিভাজনে ব্রিটিশ প্রস্তাবের প্রতি তাদের সায় থেকে, কারণ তখন অবিভক্ত বাংলার রাজনৈতিক ক্ষমতার ভারসাম্যে দলিত-মুসলিমরা সংরক্ষণের নীতিকে ব্যবহার করে এক প্রভাবশালী ভূমিকায় অবতীর্ণ হয়েছে এবং ফলে দলিত-মুসলিমরা বিভাজনের বিরুদ্ধে অবস্থান নেয় এবং যাকে বলা যায় দুই সামাজিক মেরুর রোল-রিভার্সেল ঘটে। সাধারণভাবে ব্রিটিশের বিভাজনের রাজনীতিতে এভাবেই সামাজিক গোষ্ঠীগুলির ভূমিকা থাকলেও দুই পক্ষেই কিছু ব্যতিক্রমী ব্যক্তিত্ব ছিলেন যারা ব্রিটিশ রাজনীতির বিরোধিতা করতে গিয়ে এবং বাঙালি জাতির স্বার্থে সবসময়ই বঙ্গভঙ্গের বিরুদ্ধে ছিলেন।  
             “মোট কথা, এ আমাদের মূল স্রোতের জাতিয়তাবাদী রাজনীতির অত্যন্ত দঃখজনক ব্যর্থতা সে প্রায় কখনোই ঠিক-ঠিকমতো বাঙালি মুসলিমদের বক্তব্য বা বিক্ষোভগুলিকে সম্মানসহকারে বিবেচনা করেনি। এবং ফলত, - যদিও ১৯৪৭ সাল পর্যন্তই বাঙালি মুসলমানের একটা বিরাট অংশ স্পষ্টভাবে নিজেদের স্থানিক বা সাংস্কৃতিক চরিত্রের উপর জোর দিয়ে গেছেন, মুসলমান হিসেবে নিজেদেরকে না দেখে বাঙালি মুসলমানহিসেবে নিজেদের অস্তিত্ব প্রকাশ করেছেন, - তাঁরা-ই কিন্তু ক্রমশ কংগ্রেসি ঘরানার ভারতীয় অস্তিত্বের বিষয়ে প্রশ্নাকুল হয়ে পড়েছিলেন......। কঠিন পথে হাঁটছিলেন তাঁরা। বিশেষত এই সমাজ যেহেতু সামগ্রিকভাবে অনগ্রসর, অর্থনৈতিকভাবে পশ্চাৎপর এবং রাজনৈতিকভাবে অপরিণত ছিল, সে কারণেই বাঙালি মুসলমানের জাতীয়তা উন্মেষের পথটি ছিল বিশেষভাবে কঠিন। হয়তো আরও একটু সহমর্মিতা এবং সহযোগিতা তাঁদের প্রাপ্য ছিল এই হাঁটার পথে। হয়তো বা বঙ্গভঙ্গের মতো প্রশাসনিক সিদ্ধান্ত কেন এতখানি তাঁদের নাড়িয়ে দিয়ে গিয়েছিল, সে বিষয়ে কিছুটা খোলাখুলি কথা হতেও পারত তাঁদের মূলস্রোতের রাজনীতিক গোষ্ঠীর সঙ্গে। বদলে, তাঁরা কেবল প্রান্তেই থেকে গেলেন। আর বিচ্ছিন্নতাবাদহিসেবে ভুল পরিচয়ে হয়ে গেল তাঁদের সামাজিক স্বাতন্ত্র্য’-র ভাবনা  প্রাথমিক পর্যায়ে ধর্মীয় পরিচিতির ভিত্তিতে আলিগর-বিশ্ববিদ্যালয় কেন্দ্রিক এলিট-মুসলমানদের দ্বারা নির্মিত দ্বিজাতি তত্ব যে বাংলার মুসলমানদের প্রভাবিত করতে পারেনি তার রহস্য লুকিয়ে রয়েছে বাংলার জল-বায়ু-মাটিতে রচিত ইসলামের সামাজিক ইতিহাসে। বাংলাদেশের আজকের সামাজিক-রাজনৈতিক সংঘাতপূর্ণ পরিস্থিতিতে যারা বাঙালি জাতিয়তাবাদ ও দ্বিজাতি তত্বের সংঘাত দেখতে পান তাদেরকে আজকের পরিস্থিতির মূল্যায়ন করার আগে সেই ইতিহাসের দিকে ফিরে তাকাতে হবে। ব্রিটিশ রাজত্বের শেষ পর্যায়ে কলকাতায় ইস্পাহানির মত অ-বাঙালি এলিট মুসলিমের মদতে মুসলিম লিগ গড়ে উঠলেও মুসলমান কৃষক-মেহনতি আম-জনতার দল হিসেবে আত্মপ্রকাশ করে ফজলুল হকের প্রজা কৃষক পার্টি যারা গ্রামীণ মানুষের ভাষায় মুসলিম কৃষকদের হকের কথা বলত, অন্যদিকে কংগ্রেসের মুসলমানদের মধ্যে তেমন কোন গণ-ভিত্তি ছিল না। চিত্ত রঞ্জন দাশ এবং পরবর্তীতে শরৎ বসুদের মতামত কংগ্রেসি এলিট নেতৃত্বের কাছে গ্রহণযোগ্য হয়নি, বর্ণহিন্দু বাবুদের একাধিপত্য সুনিশ্চিত করতে বাংলার কংগ্রেসি নেতৃত্ব বঙ্গভঙ্গের পক্ষেই ছিল এবং এজন্যই ঐক্যবদ্ধ বাংলার স্বার্থে হিন্দু-মুসলিম কোন সমঝোতার প্রশ্নকেই বর্ণহিন্দু নেতৃত্ব এড়িয়ে চলে বাংলার মুসলিমদেরকে দ্বিজাতি-তত্বের পরিণতির দিকে ঠেলে দেয়। আসাম-পূববাংলার বিস্তীর্ণ অঞ্চলে এলিট মুসলমানদের তেমন প্রভাব না থাকায় এখানকার মুসলিম লিগ নিজেই কৃষক স্বার্থে পরিচালিত হয়। পূববাংলার টাঙ্গাইল অঞ্চলের বাসিন্দা আসামের ধুবরির ভাসান চরের সুফি পির মৌলানা আব্দূল হামিদ খান ভাসানি আসামের চর অঞ্চল, পূববাংলার বিস্তৃত অঞ্চল ও উত্তরবঙ্গের ব্যাপক কৃষকদের অধিকারের দাবিতে কৃষক সংগঠন গড়ে তোলেন, আসামের সংখ্যালঘু কৃষকদের নাগরিক অধিকার ও ভাষিক অধিকারের দাবিতে আন্দোলনে নেতৃত্ব দেন। মৌলানা ভাসানি তার রাজনৈতিক জীবন শুরু করেন চিত্ত রঞ্জন দাশের স্বরাজ্য পার্টির ফুট-সোলজার হয়ে গ্রামে গ্রামে হিন্দু-মুসলিম ঐক্যের রাজনীতির সংগঠক হিসেবে। সি আর দাশের অকাল মৃত্যুর পর কংগ্রেস-বিরোধী এই নেতা মুসলিম লিগের নেতৃত্ব গ্রহণ করেন এবং পরবর্তীতে আসাম মন্ত্রীসভায় তাঁর নেতৃত্বে নির্বাচিত প্রতিনিধিদের গ্রুপ গোপীনাথ বরদলৈর বিরুদ্ধে সৈয়দ সাদুল্লা মন্ত্রীসভা গঠনে গুরুত্বপূর্ণ ভূমিকা নিলেও কৃষক প্রশ্নে সৈয়দ সাদুল্লা ও গোপীনাথ বরদলৈর মধ্যে যে কোন ব্যবধান নেই তা বিধৃত করতে গিয়ে তিনি বলেছিলেন এদের দুজনের মধ্যে ফারাক শুধু টুপি আর টিঁকির। তাঁর কাছে সবধরনের নিপীড়ণ ও বঞ্চনার বিরুদ্ধে সংগ্রাম করা ছিল ধর্মীয় কর্তব্য। তিনি রুবুবিয়াহ (Rubu’biyah, anti-communalism) ও জিহাদের (Jihad) মত ধর্মীয় ধারণাকে নিপীড়ণ, বঞ্চনা এবং সাম্রাজ্যবাদের বিরুদ্ধে ব্যবহার করেছিলেন। দেশভাগের পূর্বে ডিরেক্ট অ্যাকশন ডের সময়ে এবং আগে-পরে ব্যাপক হিন্দু-মুসলিম সংঘাতের শঙ্কা ও অম্বিকাচরণ রায় চৌধুরীর নেতৃত্বে আসাম হিন্দু মহাসভার ব্যাপক উস্কানি সত্বেও আসামে কোনধরনের সাম্প্রদায়িক দাঙ্গা না হওয়ার কৃতিত্ব মৌলানা ভাসানির নিরলস ঐক্যের প্রয়াস। ঐক্যবদ্ধ আসাম-বাংলার স্বপ্ন এবং শেষ জীবনে বাংলাদেশ ও উত্তর-পূর্ব ভারত নিয়ে কনফেডারেশন গড়ার স্বপ্ন দ্বিজাতি তত্বের ধারণার বিরোধী। তাঁর বাঙালি-মুসলমান চেতনা এতই প্রকট ছিল যে দেশভাগের সময় কংগ্রেসি নেতৃত্ব পশিম-পাকিস্তানের মুসলিম লিগ নেতৃত্বকে এই বলে সতর্ক করে দিয়েছিল যে পাকিস্তানকে দ্বিখণ্ডিত করার জন্য একজন মৌলানাই যথেষ্ট। সাধারণ মুসলিম মানুষের কাছের মানুষ অবিসংবিদিত কৃষক নেতা আওয়ামি পার্টি গড়ে বাঙালি জাতিয়তাবাদী সংগ্রাম গড়ে তুলতে সচেষ্ট হয়েছিলেন সেই কৃষক মেহনতি মানুষের শ্রেণি দৃষ্টিভঙ্গি থেকে এবং তাই তিনি চাইছিলেন বাঙালি জাতি তার নিজের পায়ে তার জাতির লড়াই লড়ুক তাতে যদি গেরিলা-যুদ্ধ দীর্ঘায়িত হয় তাতেও আপত্তি নেই, একই সাথে ভারত-পূবপাকিস্তানের বিস্তৃত অঞ্চলে ঐক্যবদ্ধ কৃষক সংগঠন গড়ে তোলার পক্ষেও ওকালতি করেছিলেন তিনি। তাঁর এই ভূমিকা প্রয়াত প্রধানমন্ত্রী ইন্দিরা গান্ধীকে রুষ্ট করে এবং ফলে মৌলানা ভাসানিকে ভারতে কার্যত গৃহবন্দী করে রাখা হয় এবং ১৯৭২ সালে বাংলাদেশে ফেরত পাঠানো হয়। ইতিহাসের এই তথ্য এখানে উল্লেখ করা হল এই ধারণাকে খণ্ডন করতে যে মুসলিম পরিচিতির প্রবক্তা এবং মুসলিম লিগ মানেই দ্বিজাতি-তত্বের ধারক-বাহক এধরনের অতি-সরলীকরণ যারা করেন তাঁরা শ্রেণি-দৃষ্টিভঙ্গি থেকে ইতিহাসের বিচার করতে অপারগ।   
             অবিভক্ত ব্রিটিশ বাংলায় বাঙালি বর্ণহিন্দু এলিটদের ভূমিকা আর পশ্চিম ভারতের মুসলমান এলিটদের ভূমিকার মধ্যে একটা সাদৃশ্য রয়েছে। স্যার সৈয়দ আহমদ খান যেমনি সিপাহী বিদ্রোহের বিরোধী অবস্থান নিয়ে স্ব-সম্প্রদায়ের মধ্যে যে সংস্কার আন্দোলন করেন তার মূলকথা ছিল শাসকশ্রেণির সাথে সক্রিয় সহযোগিতার মাধ্যমে পাশ্চাত্য শিক্ষার আলোকপাত করা এবং দেশের শাসন-ব্যবস্থায় অধিকার লাভ করা। তিনি মুসলিম স্বার্থকে হিন্দু স্বার্থ থেকে আলাদা হিসেবে দেখাতেন এবং তাঁর প্রচেষ্টায়ই গড়ে উঠে মুসলিম আলিগড় অ্যাংলো-ওরিয়েন্টাল কলেজ। ঠিক অনুরূপভাবে বাংলার রাজা রামমোহন রায় নীলচাষীদের বিদ্রোহের বিরুদ্ধে নীলকরদের সপক্ষে দাঁড়িয়ে ভারতীয় জনসাধারণকে রাজভক্ত বলে প্রমাণ করতে চেয়েছিলেন। দুজনেই ধর্মের যুক্তিবাদী ব্যাখ্যায় বৃত ছিলেন। রাজা রামমোহন রায়ের রাজভক্তির ধারা যদিও বাঙালি বর্ণহিন্দু নেতৃত্বের মধ্যে অব্যাহত থাকেনি, কিন্তু পৃথক উচ্চবর্গীয় হিন্দু স্বার্থের ধারা সুপ্তভাবে হলেও অব্যাহত রাখতে সক্ষম হয় বাংলার কংগ্রেসি নেতৃত্ব। কিন্তু বাংলার মুসলমানদের মধ্যে আলিগড় কলেজের ধারা নয়, বরঞ্চ প্রথম পর্বে সুফি-পীরদের মাধ্যমে ইসলামের জনমুখী ধর্মীয় ভাবধারার মাধ্যমে মুসলমান কৃষি-সমাজ গড়ে উঠা ও পরবর্তীতে দেওবন্দ স্কুলের ভাবধারার প্রভাব সুস্পষ্ট।

সামজিক ও ধর্মীয় সংগঠন

            হিন্দু সমাজ-সংগঠন গড়ে ওঠে হিন্দু ব্রাহ্মণ্যবাদী ধারাকে কেন্দ্র করে যেখানে ব্রাহ্মণ্যবাদী মতাদর্শ ও জাত-বর্ণের ভিত্তিতে অলঙ্ঘণীয় পেশাগত বিভাজনের রাজনীতি ও সমাজ-আন্দোলনে উচ্চবর্গের আধিপত্যাধীনে খাড়াখাড়ি (vertical) সমাবেশই প্রাধাণ্য পেয়েছে। তবে বাংলা কখনোই ব্রাহ্মণ্যবাদী হিন্দুত্বের শক্তিশালী ঘাঁটি ছিল না, বরঞ্চ অনার্য ঐতিহ্য সবসময়ই বাংলার গ্রামীণ সমাজ-জীবনে গতিশীল উপস্থিতি সাব্যস্ত করেছে এবং ফলে হিন্দু-মুসলিম সাংস্কৃতিক সমন্বয়ের ধারা সবসময়ই অব্যাহত থেকেছে এবং এরজন্যই মোগল শাসকরাও লোকায়ত সাংস্কৃতিক উৎসবে অংশগ্রহণ ও উৎসাহিত করতেন। একটি হিসাবে দেখা গেছে যে নবাবী আমলে বাংলার বৃহত্তর পনেরোটি জমিদারির মধ্যে দুটি এবং একুশটি ছোট জমিদারীর মধ্যেও মাত্র দুটি মুসলমানের অধীনে ছিল। সুতরাং বাংলার জমিদারি ব্যবস্থায় কখনোই মুসলমানদের প্রাধাণ্য ছিল না, ব্রিটিশের চিরস্থায়ী বন্দোবস্তের ফলে হিন্দু সাবেকী জমিদারদের কাছ থেকে অর্থবান বর্ণহিন্দুদের কাছে জমিদারী চলে গিয়েছিলো, মুসলমানরা সেখানেও অর্থাভাবে জমিদার শ্রেণির বড় অংশ হতে পারেনি। অন্যদিকে বাংলায় বিশেষ করে পূববাংলায় ইসলাম বিকশিত হয়েছে মুসলিম পীর ও পীরানীদের মাধ্যমে - মানুষের প্রাচীন ধর্মীয় রীতি ও আচার-আচরণের সাথে সমন্বয় সাধন করে, নদী অববাহিকা অঞ্চলে জঙ্গল সাফাই করে ব্যাপক স্থায়ী বসতি গড়ে তুলে এবং ইসলামের ধর্মীয় আচার-আচরণের ক্ষেত্রে সাম্যের নীতির ভিত্তিতে যেখানে আল্লাহর কাছে সবাই সমান এবং মানুষের মধ্যেই আল্লাহর উপস্থিতি অনুভূত।  হিন্দু বর্ণ-ব্যবস্থার নিস্পেষণ থেকে বাঁচতেও অনেকে ইসলাম ধর্ম গ্রহণ করে, কিন্তু বর্ণ-বিভাজন যেহেতু শুধুমাত্র উপরিকাঠামোর বিষয়     নয় কর্মের কাঠামোগত বিভাজন তাই ধর্মান্তরিত হয়েও এই সামাজিক বৈষম্য থেকে মুক্ত হওয়া যায়নি। তথাপি পূববাংলার মুসলিম সমাজে আশরফ ও আজলফ মুসলিমদের যে কট্টর-বিভাজন উত্তর-ভারতে পরিলক্ষিত হয় তার ব্যাপক উপস্থিতি না থাকায় রাজনীতি ও সামাজিক আন্দোলনে মুসলিম সাধারণ মানুষের আড়াআড়ি (Horizontal) সমাবেশই প্রাধাণ্য পেয়েছে। কিন্তু বাংলাদেশ গঠন পরবর্তী সুদীর্ঘ সময়ে সমাবেশের এই পরিস্থিতির অনেকখানি পরিবর্তন ঘটেছে এই দিক নিয়ে আলোচনায় পরে আসছি। আগে বাংলাদেশ গঠনের পর্যায়টা দেখে নেওয়া যাক।

বাংলাদেশের আবির্ভাব

           পশ্চিম পাকিস্তানের কেন্দ্রীয় নেতৃত্বে পূর্ব-পাকিস্তানের গুরুত্ত্বপূর্ণ নেতা ছিলেন এইচ.এস.সুরাবর্দী যিনি বুর্জোয়া রাজনৈতিক নেতা হওয়া সত্বেও পশ্চিম পাকিস্তানের সামন্তশ্রেণির স্বার্থের সাথে আপস করেই, পূব-পাকিস্তানের নেতাদের বিরাগভাজন হওয়ার ঝুঁকি নিয়েও, কেন্দ্রীয় রাজনীতিতে টিঁকে থাকেন। পশ্চিম পাকিস্তানের বুর্জোয়াপন্থী সামরিক ও মুসলিম লিগ নেতা আয়ুব খান ক্যুর মাধ্যমে ক্ষমতা দখল করে রাজনীতিতে তাঁর শ্রেণি আধিপত্য প্রতিষ্ঠা করতে ভূমি-সংস্কার কর্মসূচীর মাধ্যমে এমন এক আঘাত হানলেন যা সামন্ত জমিদারশ্রেণির অর্থনৈতিক অবস্থান খর্ব করে না, কিন্তু রাজনৈতিক অবস্থানকে দুর্বল করে। শাসন ব্যবস্থাকে সুদৃঢ় করার ক্ষেত্রে পূব-পাকিস্তান নিয়ে আয়ুব খানের তেমন কোন সমস্যা ছিল না, কারণ পূব পাকিস্তান ছিল শাসন-কেন্দ্রের হিন্টারল্যাণ্ড এবং সেখানকার রাজনৈতিক দলগুলি ছিল দিশেহারা। আয়ুব খান পূব-পাকিস্তানে তাঁর ওয়ার্ক প্রোগ্রামের মাধ্যমে কমার্শিয়্যাল স্বার্থকে এবং মালিকানার ক্ষেত্রে জমির উর্ধসীমা বৃদ্ধি করে গ্রামীণ মধ্যশ্রেণিকে তাদের অর্থ জমি কেনার জন্য ব্যয় করতে উৎসাহিত করলেন যাতে পূব-পাকিস্তানে নিজস্ব বাঙালি-পুঁজির শিল্পোদ্যোগ গড়ে না উঠে পশ্চিম পাকিস্তানি ও বিদেশি পুঁজির বিনিয়োগের ক্ষেত্র ও বাজার হিসেবে বিকশিত হয়। ফলে পূব-পাকিস্তানের গ্রামীণ আধিপত্যকারী শ্রেণি গড়ে তুলে নতুন মুসলমান  সামন্ত-শ্রেণি, কারণ পুরোনো সিলিং আইনে হিন্দু জমিদাররা জমি মালিকানা খুইয়েছে এবং দেশভাগের আগে-পরে তাদের বড় অংশটিই এপারে চলে এসেছে। আয়ুব খানের পলিসিতে পশ্চিম পাকিস্তানের গ্রামাঞ্চলে যখন নতুন বুর্জোয়া শ্রেণির উত্থানের সুযোগ করে দিচ্ছে, তখন পূব-পাকিস্তানে জমিদার-জোতদারমহাজন শ্রেণির হাত শক্ত করছে। পশিম-পাকিস্তানে পাকিস্তানী পুঁজির বিকাশের জায়গা তৈরি করা এবং পূব-পাকিস্তানে সামন্ত-শ্রেণির হাত শক্ত করে শাসনের পক্ষে সামাজিক সমর্থন আদায় করা আয়ুবের এই নীতি যে প্রাথমিক সফলতা লাভ করতে সমর্থ হয়েছিল তারও নিদর্শন পাওয়া যায়। ১৯৫৬ সালে মার্শাল আইন বলবৎ হয় এবং পূব-পাকিস্তানে মার্শাল আইনের মাধ্যমে হয়রানির বিরুদ্ধে প্রাথমিক পর্যায়ে তেমন কোন প্রতিরোধ গড়ে উঠেনি, বরঞ্চ মধ্যশ্রেণি পূব-পাকিস্তানের সংসদীয় দলগুলির খেয়োখেয়িতে সৃষ্ট নৈরাজ্যের বিরুদ্ধে যে আয়ুব খানের সমর্থনে এগিয়ে এসেছিল তার প্রমাণ পাওয়া যায় ২৪ অক্টোবর, ১৯৫৮ সালের ঢাকার পল্টন ময়দানে আয়ুব খানের প্রথম জনসমাবেশে লাখো লোকের স্বতঃস্ফূর্ত উপস্থিতির মধ্য দিয়ে। আয়ুব খান মার্শাল আইনের বিরুদ্ধে প্রতিরোধের একমাত্র সম্ভাবনা ছিল মৌলানা ভাসানির আওয়ামি পার্টির দিক থেকে কারণ মৌলানা ভাসানির গ্রামীণ কৃষক জনতাকে সমাবেশিত করার ক্ষমতা ছিল এবং কম্যুনিস্টদের সাথে ছিল তাঁর সম্পর্ক এবং তাই মৌলানা ভাসানিকে শান্তিভঙ্গের অভিযোগে সামরিক আইনে গ্রেপ্তার করা হয়।
              সামরিক আইনে অত্যাচারের বিরুদ্ধে প্রথম সংঘবদ্ধ প্রতিবাদ সাব্যস্ত হয় ১৯৬৪ সালের নির্বাচনকে কেন্দ্র করে। নির্বাচনী বিধি ও সামরিক শাসনকে কেন্দ্র করে শেখ মুজিবুর রহমানের বিবৃতিতে  শ্রমিক-কৃষকের দূরবস্থা এবং সাম্রাজ্যবাদ সম্পর্কে প্রায় কোন উল্লেখ করা হয়নি, অথচ মৌলানা ভাসানির পার্টি আওয়ামি পার্টির পক্ষে হাজি দীনেশ যে বিবৃতি জারি করেন তাতে তিনি সাম্রাজ্যবাদ বিরোধিতা ও কৃষকের অধিকারের প্রশ্নে অধিক গুরুত্ত্ব আরোপ করেন এবং আয়ুব খানের আর্থিক নীতির বিরোধিতা করে এই রিজিমের শাসনকে জনগণের নিপীড়ক হিসেবে চিহ্নিত করেন। আয়ুব খান ও পরবর্তীতে ইয়াইয়া খানের মিলিটারী রিজিমের বিরুদ্ধে শ্রমিক-কৃষক ও ছাত্র আন্দোলন তীব্র থেকে তীব্রতর হতে শুরু করে, কম্যুনিস্ট পার্টিদের ভূমিকাও বাড়তে থাকে। ১৯৭১-এর মার্চে স্বাধীন বাংলাদেশ গঠনের ও সশস্ত্র সংগ্রামের ডাক দেওয়া হয়। কিন্তু কম্যুনিস্টদের ভুল মূল্যায়ন, চীন ও রাশিয়ানপন্থী হিসেবে বিভাজন, সাম্রাজ্যবাদকে অভ্যন্তরিণ শ্রেণি বিভাজনের সাথে সম্পর্কিত হিসেবে না দেখে পশ্চিম পাকিস্তানের শাসক শ্রেণি আমেরিকা না রাশিয়ান সামাজিক-সাম্রাজ্যবাদের স্বার্থ দেখছে তার উপর ভিত্তি করে নিজস্ব রণনীতি নির্ধারণ করার ফলে পূব-বাংলার দুই প্রধান বুর্জোয়া দল আওয়ামী লিগ ও আওয়ামী পার্টির মধ্যে আপসপন্থী শেখ মুজিবুরের আওয়ামী লিগকেই ক্ষমতায় বসতে সাহায্য করে। শেখ মুজিবুরের স্বাধীন বাংলাদেশের ক্ষমতায় অধিষ্ঠিত হওয়াকে সুনিশ্চিত করে পূব-পাকিস্তানের সামন্ত শ্রেণি যাদের পশ্চিম পাকিস্তানের বুর্জোয়া শাসকদের সাথে শ্রেণি মৈত্রী ছিল এবং সোভিয়েত সামাজিক-সাম্রাজ্যবাদীরা যাদের সাম্রাজ্যবাদী শীতল যুদ্ধের পরিস্থিতিতে আমেরিকানদের বিরুদ্ধে আধিপত্যাধীন এলাকা গড়ে তোলার লক্ষ্য ছিল। সুতরাং স্বাধীন বাংলায় বাঙালি জাতির প্রতিনিধিত্বকারী শ্রমিক-কৃষক ও স্বাধীন বুর্জোয়া শ্রেণি ক্ষমতায় আসল না, বুর্জোয়া শ্রেণির একাংশ ক্ষমতায় আসল গ্রামীণ সামন্ত শ্রেণির সাথে আপস রফা করে।  বাংলাদেশের বর্তমান ঘটনা প্রবাহ বোঝার জন্য পূব-পাকিস্তান থেকে বাংলাদেশে রূপান্তরের এই ইতিহাসটা বোঝা অত্যন্ত জরুরি। পশ্চিম-পাকিস্তানী ও বিদেশি পুঁজির অনগ্রসর পশ্চাদভূমি থেকে বাংলাদেশী ও বিদেশি পুঁজির অধিনস্ত দেশে রূপান্তরণ ঘটল। অর্থাৎ স্বাধীন বাংলাদেশ গঠনের জন্য যে কাজটি বাকি রইল তা হলো শ্রমিক-কৃষকের নেতৃত্বে দুর্বল সামন্ত শ্রেণি ও তাদের সবল মদতদাতা বিদেশি পুঁজি মালিকদের ঝেঁটিয়ে বিদেয় করা। যেহেতু ব্যাপক কৃষকরা রয়েছে ইসলামের মতাদর্শগত ও মসজিদ-কেন্দ্রিক সাংগঠনিক ছত্রছায়ায়, তাই ধর্মকে বিরোধিতা করে একাজটি হাসিল করা ও বাঙালি জাতিগঠনের রুদ্ধদ্বারের আগলমুক্ত করা অলীক কল্পনা। শাহবাগের খাড়াখাড়ি সমাবেশ দিয়ে এলক্ষ্যে পৌঁছনো অসম্ভব, প্রয়োজন আড়াআড়ি সমাবেশের সাথে যুক্ত হওয়া যেখানে ধর্ম-লোকায়ত সংস্কৃতি সব থাকবে আবার একইসাথে ভাল-খারাপের গ্রহণ বর্জন চলতে থাকবে। শাসক শ্রেণি এই খারাপটাকে চাগিয়ে দিতেই আশ্রয় নেয় বিবদমান জনগোষ্ঠীগত দ্বন্দ্বের মধ্যে। তাই এই দ্বন্দ্ব নিরসনে ভাষিক-ধর্মীয় সংখ্যালঘু অধিকারের প্রশ্নটি গুরুত্বপূর্ণ হয়ে ওঠে। শাহবাগ ও শাহবাগ পরবর্তী ঘটনাপ্রবাহের       গতি-প্রকৃতি নিয়ে আলোচনা করার আগে, বিদেশি পুঁজির মধ্যেকার সংঘাতের দিকটা একটু যাচাই করে দেখা যাক।

সাম্রাজ্যবাদী সংঘাত ও পূর্বে-তাকাও নীতি

       এই বিষয়ে ২০০৮ সালের জুলাই মাসে অরূপা মহাজনের লেখা এক প্রবন্ধ থেকে কিছু কথা প্রাসঙ্গিক বিবেচনায় এখানে তুলে ধরছি। ভারত সরকারের পূর্বে-তাকাও-নীতি এবং চীন-ভারত ও আশিয়ান দেশগুলির বাণিজ্যিক-আর্থিক নৈকট্য স্থাপনের ক্ষেত্রে মায়ান্মার হচ্ছে গুরুত্বপূর্ণ অঞ্চল এবং উত্তর-পূর্ব ভারত ও বাংলাদেশ গুরুত্বপূর্ণ করিডর। মায়ান্মার-বাংলাদেশের প্রাকৃতিক গ্যাস ভাণ্ডারের দিকেও রয়েছে সাম্রাজ্যবাদী শ্যেনদৃষ্টি। অন্যদিকে গ্যাস রিজার্ভকে কেন্দ্র করে আমেরিকান তৎপরতা এবং বাংলাদেশ সনুদ্রবন্দরে সামরিক ঘাঁটি গড়ে তোলার জন্য আমেরিকার প্রচেষ্টার বিরুদ্ধে বাংলাদেশে ব্যাপক আমেরিকান সান্রাজ্যবাদ বিরোধী গণচেতনার উন্মেষ ঘটেছে। এই গণচেতনার ভয়েই বাংলাদেশের তদারকি সরকার এমনকী টাটাদের সাথেও চুক্তি করা থেকেও বিরত থাকে এবং সম্প্রতি টাটারা বাংলাদেশের বিনিয়োগ সম্প্রসারণের পরিকল্পনা বাতিল করতে বাধ্য হয়। ... মায়ান্মারের আর্থিক-সামরিক ক্ষেত্রে ও জুন্টা সরকারের উপর রয়েছে চীনের প্রভাব। চীন পূর্ব ও দক্ষিণ-পূর্ব এশিয় দেশগুলির একটি আঞ্চলিক গোষ্ঠী তৈরি করতে এবং তাতে জাপানকেও সামিল করে নিতে আগ্রহী। জাপানের সাথে আমেরিকার ক্রমবর্ধমান দূরত্ব এবং এই আঞ্চলিক গোষ্ঠীর সাথে আমেরিকার ক্রমবর্ধমান বাণিজ্য সংঘাত,মালয়েশিয়া-মায়ান্মার সহ আশিয়ান দেশগুলির সাথে আমেরিকার ক্রমবর্ধমান দূরত্ব এবং এই আঞ্চলিক গোষ্ঠীর সাথে জড়িত বাণিজ্যিক স্বার্থ জাপানকেও চীনের পরিকল্পনার দিকে আকৃষ্ট করছে। বাণিজ্যিক স্বার্থের সম্পর্কগুলি একমুখীন নয় এবং তাতে নানাধরনের জটিলতা রয়েছে,তথাপি আমেরিকা যে ক্রমশই এশিয়ার এই অঞ্চলে কোণঠাসা হচ্ছে তাতে কোন সন্দেহ নেই এবং চীন-ভারত সম্পর্কের উন্নতি এবং চীন-ভারত সহ দক্ষিণ ও দক্ষিণ পূর্ব এশিয়ায় সমুদ্র পথের বিকল্প সড়ক ও রেল যোগাযোগ গড়ে উঠা এবং মায়ান্মার-ভারত ও মায়ান্মার-চীন গ্যাস পাইপলাইন গড়ে ওঠার সম্ভাবনা আমেরিকার শিরঃপীড়ার কারণ হয়ে দাঁড়িয়েছে ২০০৮ সালের এই পরিস্থিতি থেকে আজকে শুধুমাত্র কিছু দেশে ক্ষমতার কিছু রদবদল হয়েছে, কিন্তু বিনিয়োগের প্রশ্ন নিয়ে সাম্রাজ্যবাদী টানাপোড়েনের যে বাস্তবতা উপরে উল্লেখ করা হয়েছে তার বিশেষ কোন হেরফের হয়নি। বাংলাদেশের আজকের ডামাডোলের পরিস্থিতিতে বিদেশি বিনিয়োগের প্রশ্ন নিয়ে আওয়ামী লিগ ও বিএনপির মধ্যে কে কার কোলে আশ্রয় নেবে তা নিয়ে টানাহেঁছরা ও রাতারাতি ভোলবদল জারি রয়েছে, কারণ ক্ষমতায় টিঁকে থাকার জন্য বিদেশি পুঁজি মালিক ও তাদের দেশের মদত চাই। জাতীয় স্বাধীনতার ঝাণ্ডা তুলে ধরা অনেক কঠিন ও বিপদসঙ্কুল কারণ তাতে সাধারণ শ্রমিক-কৃষক মেহনতি মানুষকে সংগ্রামের ময়দানে হাজির করাতে হয়, সুতরাং আওয়ামি লিগ ও বিএনপি কোন না কোন বিদেশি প্রভুর কোলে আশ্রয় নেবেই কে কোনদিকে যাবে এখনও স্পষ্ট নয়। আসলে এই বিষয়টিও কীভাবে রূপ নেবে তা নির্ভর করছে শাহবাগ পরবর্তী বাংলাদেশের শ্রেণি রাজনীতি কোন দিকে মোড় নেয় তার উপর। এই শ্রেণি রাজনীতি বাংলাদেশের গণতান্ত্রিক জাতীয়তাবাদের অসম্পূর্ণ কাজটি সম্পূর্ণ করবে না প্রতিক্রিয়াশীলতার গাড্ডায় নিমজ্জিত হবে সেটাই এখন দেখার। এর একটা পূর্বানুমান করার জন্য বাংলাদেশের বর্তমান ঘটনাপ্রবাহের গতি-প্রকৃতি খানিকটা বিচার করে দেখা যাক।

শাহবাগ ও পরবর্তী...... এবং সংখ্যালঘু অধিকার

           বাংলাদেশের বাম-বুদ্ধিজীবী বদরুদ্দিন উমর সঠিকভাবে মন্তব্য করেছেন যে শাহবাগ বিক্ষোভ ছিল প্রাথমিক অবস্থায় অপশাসন ও যুদ্ধাপরাধীদের বিচার নিয়ে লিগ-জামাত আঁতাত ও বিচারের প্রহসনের বিরুদ্ধে। কিন্তু পরবর্তীতে এই বিক্ষোভ জন-বিচ্ছিন্ন আওয়ামী লিগের নির্বাচনী মহড়া হিসেবে রূপান্তরিত হয়। এই রূপান্তরণ ঘটে অতি দ্রুত এবং ফলে গণতান্ত্রিক ব্যক্তি ও সংগঠন এবং গণতন্ত্রের অন্তর্বস্তুকে সুনিশ্চিত করার প্রয়োজনীয় শক্তি মেহনতি মানুষেরঅংশগ্রহণের মাধ্যমে দাবিসনদের গণতান্ত্রিকীকরণের কোন সুযোগ ঘটেনি। ফাঁসির মত অগণতান্ত্রিক এবং ক্যামুর ভাষায় রাষ্ট্রের দ্বারা হত্যারদাবিকে সামনে রেখে লিগ এই বিক্ষোভকারীদের আত্মস্থ করে ফেলে এবং ফলে পরবর্তীতে রাষ্ট্রীয় নিরাপত্তায় এবং সরকারী মদতে আয়োজিত লজিস্টিক সাপোর্টনিয়ে শাহবাগ চত্বরের জমায়েতকে বজায় রাখতে হয়। তেহরির স্কোয়ারের সাথে তুলনা করলেই (যদিও তুলনামূলক বিচার সবক্ষেত্রে কার্যকরী পদ্ধতি নয়) এই দ্রুত রূপান্তরণের রহস্যটা বোঝা যায়। মিশরের তেহরির স্কোয়ারে আমরা গ্রাম-গ্রামান্তর থেকে লাখো মেহনতি মানুষকে ধীর্ঘ পথ পায়ে হেঁটে এসে অংশগ্রহণ করতে দেখেছি, তাদেরকে রাষ্ট্রীয় বাহিনীর প্রতিরোধের সম্মুখীন হতে দেখেছি এবং তাদের মূল দাবি ছিল রাষ্ট্রের গণতান্ত্রিকীকরণ। অন্যদিকে শাহবাগে অংশগ্রহণকারীরা ছিল সাইবার-কম্যুনিটি ও প্রফেশন্যাল ক্লাস। আজকের বিশ্বায়নের চাপে এই প্রফেশন্যাল ক্লাসের আমূল-পরিবর্তনকামী হয়ে ওঠার যথেস্ট সম্ভাবনা থাকলেও একটি গণতান্ত্রিক কর্মসূচী ও গ্রামীণ মেহনতি মানুষের অংশগ্রহণ ছাড়া তাদের এই পরিবর্তন সম্ভব নয়। ইউরোপীয়ান বয়ানে সুশীল সমাজবলতে আমরা যাদেরকে বুঝি ভারত-বাংলাদেশের মত দেশে এই শিক্ষিত বুদ্ধিজীবী শ্রেণির স্বাধীন ভূমিকা পালনের ক্ষমতা সীমিত, কারণ তাদের গরিষ্ঠাংশই সরকারী প্রতিষ্ঠানসমূহের ছুঁড়ে দেওয়া বিভিন্ন সুযোগ ও প্রলোভনের উপর নির্ভরশীল। শাহবাগের যে মূল দাবি তাকে এবং সেই দাবিপূরণের হুকুম জারি করে এই বিক্ষোভকারীদের আত্মস্থ করে নিতে শাসকীয় জোটের বিশেষ বেগ পেতে হয়নি। অন্যদিকে বর্তমানের মাত্র দুইজন নির্বাচিত প্রতিনিধি নিয়ে জামাতে ইসলামীর দুর্বল গণভিত্তির সাথে আঁতাত করেও নির্বাচনী লড়াইয়ে সুবিধে পাওয়া যায় এবং ফলে বিএনপি ও লিগ দুই শিবিরেরই জামাত প্রশ্নে একটি রণকৌশল নিতে হয়। শাহবাগ বিক্ষোভ ও জামাতের ভূমিকাকে মাথায় রেখে এবং আসন্ন নির্বাচনকে সামনে রেখে এই দুই শিবির রণকৌশল নির্ধারণ করতে শুরু করে। অভ্যন্তরীণ এই টানাপোড়েনের সাথে যুক্ত হয়েছে বাংলাদেশে বিদেশি বিনিয়োগের প্রশ্ন। বিভিন্ন দেশের বড় পুঁজিপতিরা তাদের বিনিয়োগ ও মুনাফাকে সুরক্ষিত করতে তাদের নিজেদের রাষ্ট্রের মাধ্যমে এই টানাপোড়েনে তাদের ভূমিকা নির্ধারণ করছে যাতে নির্বাচন-উত্তর বাংলাদেশ সরকারের উপর তাদের আধিপত্য সুনিশ্চিত করা যায়। এই গোটা খেলায় ভাষা-ধর্মের মত সাংস্কৃতিক সূচকগুলিকে উগ্রভাবে ব্যবহার করা হচ্ছে এবং এই খেলায় বাজি ধরা হয়েছে  শ্রমিক-কৃষক-মেহনতি মানুষ, বিভিন্ন নিপীড়িত জনগোষ্ঠী এবং শাহবাগের বিক্ষোভকারী সহ বাংলাদেশী আম-জনতার দুর্ভাগ্যের উপর।
            তার মানে কী শাহবাগের বিদ্রোহ বিফলে গেল? সেটা নির্ভর করবে সংগঠিত গণতান্ত্রিক শক্তি কী ভূমিকা নেয় তার উপর। আমার ধারণা এই বিক্ষোভ থেকে বাংলাদেশের গণতান্ত্রিক আন্দোলনের এক নয়া মোড় নেবে। আমার এই আশাবাদের কী কারণ? বাংলাদেশের সব শিবিরেই ফ্যাসিস্ট মতাদর্শের লোকদের সমাগম থাকলেও বাংলাদেশের বাস্তব মাটিতে তাদের মতাদর্শ গ্রহণযোগ্য করে তোলা এতো সহজ নয়। অন্য ভাষা-ধর্মের প্রতি বিদ্বেষ বা তাদের অধিকার অস্বীকার করা এবং ধর্মীয় আচার-আচরণের প্রতি বিদ্বেষ উভয়ই ফ্যাসিস্ট মতাদর্শের লক্ষণ এবং এই মতাদর্শের বিরুদ্ধে লড়াই বহু আঁকাবাঁকা পথের মধ্য দিয়ে দীর্ঘকালব্যাপী চলবে। কিন্তু এই মতাদর্শ যদি একটি ফ্যাসিস্ট শক্তি হয়ে উঠে তাহলে লড়াইটা হবে মুখোমুখি ও আশু কর্মসূচী। সাধারণ নাগরিকদের উপর অত্যাচারের মাত্রা দিয়ে ফ্যাসিস্ট শক্তির বিচার হয় না কারণ একাজ তথাকথিত গণতন্ত্রের আড়ালেও চলতে পারে। এটা নির্ধারিত হয় এই লক্ষণ দিয়ে যেখানে শাসকশ্রেণির একাংশ অপর অংশকে নিশ্চিহ্ন করে দেওয়ার মত ক্ষমতা অর্জন করেছে এবং রাষ্ট্র-ক্ষমতা নিরঙ্কুশ কুক্ষিগত করার জন্য সাংস্কৃতিক সূচককে ব্যবহার করে বৃহৎ জন-সমর্থনও আদায় করে নিয়েছে। বাংলাদেশে এই ফ্যাসিস্ট শক্তির উত্থান (তা ভাষা-ধর্ম ইত্যাদি যে কোন সাংস্কৃতিক সূচককে ব্যবহার করেই হোক না কেন) খুব সহজ নয়। কারণ বিশ্বায়নের আর্থিক শক্তি এখনই নির্বাচনী গণতন্ত্রকে বাতিল করতে চাইবে না, বাংলাদেশ লিবার‍্যাল ইসলামের দেশ, বাংলাদেশের             ভাষা-জাতীয়তাবাদ সামগ্রিকভাবে আগ্রাসী রূপ পরিগ্রহ করেনি বরঞ্চ একাত্তরের ত্যাগের এক ঐতিহ্য রয়েছে। বাংলাদেশের মানুষের বিক্ষোভকে সরকার আত্মস্থ করতে পেরেছে বলে মনে হয় না, কারণ ফাঁসির দাবি মেনে নেওয়ার বাইরে মানুষ আর কিছুই পায়নি। সুতরাং এই বিক্ষোভকারীদের কোন সত্যিকার গণতান্ত্রিক বিষয়ে আবার সমাবেশিত হওয়ার যথেষ্ট সম্ভাবনা রয়েছে। তারজন্য গণতান্ত্রিক সংগঠকদের এক কঠিন প্রস্তুতি চালাতে হবে। বাংলাদেশের মানুষ ইতিমধ্যে গণতান্ত্রিক আন্দোলন গড়ে তোলার সামূহিক ইচ্ছা ব্যক্ত করতে শুরু করেছে। শাহবাগ ব্যর্থ হলেও মানুষের ইচ্ছার প্রকাশ ঘটিয়েছে, বাংলাদেশে প্রাকৃতিক সম্পদের অধিকারের প্রশ্ন নিয়ে দেশব্যাপী ধর্মঘটের মাধ্যমে এক সাম্রাজ্যবাদ বিরোধী চেতনা জাগ্রত হয়েছে, বাংলাদেশের সবচেয়ে বড় শিল্পদ্যোগ বস্ত্রশিল্পে শ্রমিক আন্দোলনের মাধ্যমে শ্রমিক শ্রেণিও সংগ্রামের কসরত শুরু করে দিয়েছে। এমতাবস্থায় শুধুমাত্র অর্থনৈতিক উন্নয়নের সূচকের মাধ্যমে আধুনিক জাতি-রাষ্ট্রের পক্ষাবলম্বন কিংবা সংকীর্ণ অবস্থান বা অবস্থান-নিরপেক্ষতার মাধ্যমে শুধুমাত্র নিজস্ব সাংস্কৃতিক সূচককে নির্দিষ্ট করে স্বাধীন রাষ্ট্রের কল্পনা উভয়ই গ্রহণযোগ্য নয়। তাই আমাদের নতুন পথের সন্ধান করতে হবে যে পথের শুরু হবে দেশের স্বাধীনতা, জাতির মুক্তি,   গণ-ক্ষমতার জন্য গণতন্ত্রের লক্ষ্যে নির্ধারিত এক কর্মসূচীকে ধৈর্য্যের সাথে জনগণের মধ্যে গ্রহণযোগ্য করে তোলার মধ্য দিয়ে। একাজটি নিশ্চিতভাবে হবে বাম দিক থেকে এবং  এটা আসলে এক গণ-প্রক্রিয়া।


নতুন পথ

        
শাহাবাগের পালটা ইসলামী সংগঠনগুলোর সমাবেশ
   শাহবাগের সমাবেশ ছিল খাড়াখাড়িভাবে সংগঠিত এবং ফলে অঘোষিতভাবে আওয়ামি লিগের লোকেরা সরকারী ও সরকারী দলের মদতদাতা কিছু ব্যবসায়ীদের সহায়তায় তাকে নিয়ন্ত্রণ করতে সমর্থ হয়
, যদিও প্রাথমিক অবস্থায় এই সমাবেশের মধ্যে প্রফেশন্যাল ক্লাসের অনেকখানি স্বতঃস্ফূর্ততা ছিল এবং সেজন্যই বিএনপিও সমর্থন বা বিরোধিতা করা নিয়ে ইতস্ততঃ করছিল। পরবর্তীতে গ্রামাঞ্চলে যে আড়াআড়ি সমাবেশ দেখা যাচ্ছে তাকে আত্মস্থ করার চেষ্টা করছে বিএনপি এবং একেও কীভাবে নিজের দিকে টানা যায় তার পায়তারা কষছে আওয়ামী লিগ। কিন্তু এই আওয়ামী লিগ তাদের অপশাসনের ফলে জন-বিচ্ছিন্ন, যেটুকু ভিত্তি পুনরায় ফিরে পেয়েছে তা এই শাহবাগের দৌলতে। এই উভয় সমাবেশের একটিতে রয়েছে ধর্ম-বিরোধিতা ও ফাঁসির মত অগণতান্ত্রিক দাবি, অন্যটিতে রয়েছে সংখ্যালঘু বিরোধিতা ও ব্লাসফেমি আইনের মত অগণতান্ত্রিক দাবি। স্বাভাবিকভাবেই অভ্যন্তরিণ ক্ষেত্রে পৃথক পৃথকভাবে শাসক শ্রেণির (দালাল বুর্জোয়া ও সামন্ত শ্রেণি) দুই অংশ একে আত্মস্থ করার চেষ্টায় আছে।

Capitalist crisis and statist outlook

The new phase of structural crisis of capitalism started brewing up in the late sixties or early seventies. Amidst the Cold War framework, the peasant and popular uprisings especially in the third world countries came to the centre stage to set the left activism anew. Lenin envisaged the revolution in developed countries after breaking the weakest link of capitalism in Czarist Russia. But the revolution in China already shifted the focus of revolution from the developed countries to backward countries as centre of gravity for transcendence of capitalism. The socialism building in post-revolutionary China, Soviet practice of socialism vis-à-vis “the really existing socialism” was the inspiration to innumerable left-activists who were like “fish in the water”(Mao) within the resurgence of peasant and popular uprisings unfolded in the backdrop of entry of capitalism in the new phase of structural crisis. The heat of the tumultuous situation did not allow the majority of the practicing left-activists to look back to question the socialist-legitimacy behind the Soviet aggression in the name of exporting socialism and the Chinese practice with lack of democracy. Instead of relying on the inherent logic of capitalism behind imperialism, majority of them were engrossed with the idea of treating ‘socialist state power’ as the basic countervailing factor to challenge capitalism and its highest form, imperialism. This statist outlook veiled the process that strengthens the state power instead of social power necessary for the real socialist transitional project of ‘withering away of state’ to build communist society.

Defeatist mindset of the left

The skewed vision developed within the garb of revolutionary activism and revolutionary zeal to complete the imminent revolution in third world left many questions out of the purview of left discourse within the practicing left circles. After the disintegration of Soviet Russia, and when the facts, hitherto remained unnoticed or discarded being treated as the conspiracy of the capitalist roaders, started pouring out abundantly in a neo-liberal environ from within the Chinese society confirming its reversal from socialist trend, the most of the practicing left became puzzled and started questioning Leninist position on imperialism and Mao’s path of revolution. Instead of dwelling on the ‘really existing capitalism’ and the mistakes in the socialism building process and thus improving the concept of ‘theory and practice’ behind the revolutionary success story to fit in a new set of existing parameters, they preferred to go for a paradigm shift from the Leninist and Mao’s position. The defeatist tendency instilled in the minds of millions of left activists has actually provoked some left intellectuals to delineate the present situation in such a way that being far from Leninist position justifies the left inactivity or activity without agenda to defeat imperialism and to transcend capitalism. This, at least for the time being, suits the activists to cope with the argument of eternal capitalism.

The basic premises on which the aberrant and skewed vision have its fall out can be identified as (1) the question of imperialist rivalry (2) the Indian caste-class question (3) the democracy in a socialist state (4) the revolutionary organization.

The question of imperialist rivalry

On the first question of imperialist rivalry, a section of the left intellectuals want to describe the current phase of capitalist competition as ‘collaborative competition’ that nullifies the Leninist formulation on imperialist rivalry and war. Aizaz Ahmad asserts an element of fundamental novelty of present situation by stating “the first specificity of this regime (in the United Sates) lies in the fact that, thanks to the dissolution of the Soviet bloc, this is the first time in human history that a single imperial power is so dominant over its rival that it really has no rival, near or far, precisely at the time when it has the greatest capacity to dominate the globe”.1 He further asserts that Lenin’s conception of ‘inter-imperialist rivalry’ arose in the course of a conjunctural analysis required by an intense debate on whether a world war was imminent or not. He also points out, “the specificity of the conjuncture in the imperialism of our time, as different from Lenin’s, is that its core – consisting of advanced capitalist countries – is comprised of neither rivals nor equals”.2 He even rules out the idea of inter-imperialist rivalry being shifted from the Atlantic zone to Pacific zone as less plausible and more or less futuristic. Evidently any form of ‘imperialist rivalry’ in Leninist sense of the term does not hold good in his scheme of things depicting the present time. In the cold war phase, one camp of the left squarely put the difference of ideological convictions as the main driving force behind the rivalry between the U.S. and erstwhile Soviet Union and other camp emphasized the difference of material interests.  As in the present neo-liberal phase of capitalism, there does not exist a powerful state that bears an ideology polar opposite to bourgeois liberalism and a state or group of states powerful enough to challenge the scheme of planetary domination of Pax Americana, it is concluded that the imperialistic rivalry in Leninist sense of the term does not hold good. The overemphasis on external phenomena rather than the internal dynamism of capitalism where the material interests and ideological convictions are intertwined obscures the underlying reality.       
Lenin locates the nature of imperialism in the modes of behaviour of monopoly capitalism to protect and increase their profit. Among the essential features of the imperialist stage, according to Lenin, are the economic struggle (or alliances) among sectors of finance capital for division of markets and investment opportunities in the advanced as well as the underdeveloped nations, and the military and diplomatic struggle among the imperialist powers for control and influence over weaker nations, industrialised  as well as non-industrialised. Lenin emphasises imperialism as the culmination of inherent dynamism of capitalism and imperialist rivalry as the extension of the logic of this inherent dynamics rather than as formulation evolving from conjunctural analysis of Lenin’s time. The imperialist rivalry is the basic tenet of capitalism in monopoly phase, the only difference is that at a certain point of time, one power-center may be economically and politically much more powerful than others who may strive to avoid full-blown conflict as a tactical move. But this armistice among the imperialist powers is not the principal feature of the time, rather the intrinsic crisis as well as monopolistic interest set the trend to face one another as rivals to combat. The basic premise of Lenin’s theorisation of imperialism as monopoly stage of capitalism, during which finance capital is in the ascendancy and the imperialists rivalries do hold good provides us the necessary framework to analyse the situation unfolding at this juncture. Harry Magdoff describes the features of the post-World War II years as the integration of military production with the dominant industrial sectors, the drive of multinational corporation toward worldwide control of the most profitable and newest industries in both the periphery and advanced countries and the priority of the interest of military-multinational industry on the affairs of the state. He is right when he states, “true, this describes primarily the situation in the united states, but at the same time it outlines the path now being followed in rival imperialist powers – a process that may well be speeded up in view of the weakness now being revealed in the internal and external position of U.S. capitalism”.3 But the strange situation of apparent non-death of neo-liberal capitalism and the fall of “really existing socialism” has retarded the process Magdoff envisaged. In the first Gulf War and subsequent Yugoslav conflict United States asserted its hegemony through its traditional policy of multilateralism. But from the Nineties in the vacuum created by the collapse of Soviet Union, the features of unilateralism in American foreign policy started emerging. But after the Iraq occupation the policy of planetary domination of Pax-Americana and the atavistic American attitude has soon started retreating under the unforeseen political, military, and economic difficulties arisen from rival powers and in the backdrop of deep crisis of capitalism. So it can be said that there are transitory phases unilateralism, multilateralism and full blown conflict within the ambit of underlying imperialistic rivalries after the emergence of monopoly capitalism as Lenin envisaged and this basic tenet of Leninism has not been changed in the present phase of neo-liberalism except the fact that the finance capital has overwhelming sway over industrial capital and the oligopolistic corporate giants have become more powerful than the nation-states whose interests are sometimes downplayed by the global interests of the corporate, but these surface phenomena in the monopoly phase of capitalism whose internal dynamics is to ensure the wheels of capitalist machine running, and to produce and reproduce the relations of production brings the imperialistic rivalry back in the centre stage.      
  
Sustainability of neo-liberal capitalism

In the present phase of neo-liberalism, the rules of the market are set by the state on behalf of the large corporation in globalising India in the name of economic development. The twentieth century post-war capitalism developed through a complex process of conflict and cooperation between state and market. The state furthered the market’s interest but at times also regulated it in favour of the labour. But in the current phase of capitalism after 1980, the state is under the complete sway of giant corporate oligopolies, and the role of the state is completely determined by the motive of profit-maximisation of the financial and other corporate gulags. Neoliberalism departs from both the political and economic legacy of liberalism in not seeing any problem in a close relationship between firms and the state, provided the influence runs from firms to state and not vice versa. The first error of this position is not to realise that firms try to influence the state precisely because they then want that influence to turn back onto the economy, to grant them favours. The occasional ruptures of financial bubbles in the World’s largest economy of America like dot com or sub-prime bubbles blown by the multi-faceted and skillfully designed debt structure causing abundance of toxic financial assets to surface has been handled by the state to bail out the farms which are considered “too big to fail” following the prescription of the powerful corporate lobby. Thus the precise meaning of neo-liberalism is getting clearer to everyone.
Karl Marx considered that at certain moments of historical crisis a social class would emerge whose concerned became the international proletariat and thus there would be an end to the process, because the proletariat was the generality of society and not just a particular interest within it. The Keynesian model that guided economic policy in the first thirty years after the Second World War did represent a temporary coincidence between the interests of the industrial working class in the global northwest and a general interest of the politico-economic system. This had been the class likely to threaten political and social order. It was also potentially the class whose mass consumption could fuel economic growth of a kind unprecedented in human history. The Keynesian model, combined with mass production, was a response to these demands that reconciled workers with a capitalist system of production. The opposing set of neoliberal ideas that leapt to prominence during the 1970s stagflationary crisis of the Keynesian model was also carried by a class, the class of finance capitalist, geographically grounded primarily in the USA and the UK, but extending across the globe. By the 1980s the process generally known as globalisation, both a producer and product of deregulation of financial market set the only actor capable of rapid action at global level were giant TNCs, which preferred their own private regulation over that by governments. Does the strange situation of non-death of capitalism appear to be prevailingly due to the creation of demand in the financial market by series of financial bubbles do away with the imperialist war for supremacy over neo-colonial states? Does the global scenario represent homogeneity of market regulated under single capitalist centre regulated by oligopolistic cartel instead of imperialistic-capitalist pattern of multilayered centre-periphery structure and thus bring the capital-labor contradiction as the principal contradiction in the global stage? Rather the converse is perhaps true and the facts reveal that the gap between diverse centers and peripheries are widening with the gradual strengthening of multiple centers more and more backed by the policy makers who are advocating strong states amid deepening and unmanageable  financial crisis.  

Class-Caste struggle 

The militancy of the industrial workers in 1970s, though this section never constituted a majority of the working population anywhere, had been the growing class, but now they are declining. Workers in the main growth sectors of the new economy, private services, were usually not organized and had developed no autonomous political agenda, no organization to articulate their specific grievances. So as the class interest of workers and peasant being contingent to the community interest in the developing countries like India, the community struggles are steered under the leadership of the class or group of people who benefited from the first spell of neo-liberal economy. This development in this neo-liberal phase of capitalism has been hitherto ignored by the dominant section of the left forces. After 1947 in the post British period, though Indian communists advocated linguistic states, but it tragically failed to comprehend the overlapping & multi-dimensional identity & consciousness of the Indian people due to their adherence to the Russian legacy of deterministic approach and in this context there remained a curious inconsistency in their position on nationality question and subsequently they even bade farewell to the idea of “right to self determination”. Lenin always advocated right to self-determination. But though in the case of Georgian invasion Lenin envisaged the danger of “Great Russian bully” over Georgian revolution, Lenin’s agreement with the invasion in the first instance is also questionable and seems to be guided by the deterministic approach of overemphasizing the external factors rather than complete reliance on the dynamics of internal forces. This deterministic approach also moulded the ideological mindset of the Indian first generation communists like Dange to overlook the caste reality of India to suggest that Brahman was the ‘commune of Aryan Man’ which was ridiculed by eminent Marxist historian D.D.Kosambi. The religious doctrines that are so venerated by Indian Castes, minimized the need for internal violence, thereby leading all social manifestations of the class-struggle in India into religeo-philosophical channels of expression. In this sense, opined Kosambi, caste is the negation of history, so that it is not in the least surprising to find that Indian literary tradition has virtually no historical sense or content ( Kosambi : stages of Indian history). The servility towards religious doctrine and religious amassing of wealth as expropriator has been retained by the popular classes from their traditional past, as this popular classes was the Sudra who could not be manumitted. Manusmriti 8.414 tells us  explicitly : ‘Even if released by his master, the Sudra is not freed from servitude :  if (servitude) is his lot by nature, who can remove that from him?(Kosambi : On a Marxist approach to Indian chronology). The Indian caste question has always been neglected by considering it as the question of superstructure which will be automatically abolished with the change of structure. But there were no dearth of empirical and theoretical data to consider caste as the question of structure and super-structure both at the same time. So for formulating a revolutionary strategy, the deterministic approach and the narrow definition of class on the basis of juridical ownership only need to be abandoned and focus on the method of concrete situation of concrete analysis.

Democracy in a Socialist state

The discourse on democracy is based on Stalinist theoretical enunciation that withering away of state would occur through its reinforcement and leading role of the party. These two ideas combined give rise to strengthen state-power with the communist party at its overwhelming control. Going by the Stalinist conception, they believe that this state cannot exercise ‘function of repression’ because in the socialist state, exploitation is suppressed, the exploiters no longer exist, there is no one to be suppressed. As the democracy and politics get withered away with the withering away of state as the instrument of suppression and dominance, there cannot be any socialist democracy. So only task on the question of democracy is to attain purest form of bourgeois democracy in a bourgeois state and as a result, the struggle for democracy is limited to rectify the aberration in bourgeois democracy in a bourgeois state, not to extend and surpass it in a socialist state. The task of simultaneously weakening the state power and strengthening the social power under the leadership of working class gets obliterated from communist proggramme that revolves around the reformist act of taking corrective measures to attain purest form of bourgeois democracy and then discard the essence of this democracy altogether instead of extending it in the futuristic project of socialism building. Charles Bettelheim writes, “the Stalinist ideology of the state and of its relationship with citizens thus enunciates a double discourse : a “democratic discourse” which is in contradiction with facts and an absolutist and repressive discourse which is a commentary on actual practice. This duality is an expression of a social schizophrenia. It reflects the deep contradictions of an economic and political system which oppresses this masses, subjects them to repression and exploits them with an intensity rarely attained in history”.4 So for evolving a futuristic project for socialism building, the question of democracy has the paramount importance.

Question of Organisation  

One of the most important aspects that needs to be discussed and debated is the question of communist organisation. The skewed vision on the question of communist organisation can be traced back even to Lenin’s time. Lenin’s idea of ‘Vanguardism’ is ripe with implications that can arrest the process of working class self-consciousness. Being the vanguard, the communist party and its activist-leaders are indoctrinated as the infallible mass-leaders who only bear the knowledge to lead the civilization ahead. Mao’s idea of communist activist as ‘the fish in the water’ and to educate the masses from the conception of “from the people, to the people”, though a better extension of vanguardist idea, is also problematic in initiating the process of development of mass-consciousness. This metaphor that symbolises communist organiser as ‘fish’ and society as ‘water’ is closely inter-related with the question of being declassed. As the fish can be brought from outside and thrown into the stagnant water, a communist activist becomes leader of the working class from outside and it does not entail the communist who is evolved from within the class and the mutual interaction between the activist and society to ensure the raising of self-consciousness of working class. As the activists constitute the basic foundation of the party-strength, the party is bestowed with responsibility to train them who in turn repose high esteem to the party high-ups for preparing the theoretical materials to train them. Thus the social division of mental and physical labour starts replicating and reinforcing within the party life itself and sets the ground for cultism. Recently the ruminations on this question are becoming visible within the practicing left circle, after the demise of “really existing socialism” and the loss of ground of the main stream left forces. It is now being felt that the organisational practice of the communists till date is not in keeping with the Marxist concept of withering away of state and politics. So keeping in view the Lenin’s theoretical concept of consciousness to the masses from without and proletarian vanguard, Stalinist practice, Gramsci’s concept of organic intellectual and Rosa Luxembourgian critiques, this organizational question needs to be discussed & debated at length.

On the organization question, Luxemburg took an overall organic view. Her polemics against Lenin can be understood when she says, “let us speak plainly, historically, the errors committed by a truly revolutionary movement are infinitely more fruitful and more valuable than the infallibility of the best of all possible central committees”.5 But over-dependence on spontaneity may distract the party organiser from its educator role and transform the party-leaders into quotidian activists in a sterile situation or quixotic in a vibrant situation with a built-in ‘empiricist outlook’. That Luxemburg was aware of this is clear from her passage that states, “On the one hand, we have the mass; on the other, its historic goal, located outside the existing society. On one hand, we have the day-to-day struggle; on the other, the social revolution. Such are the terms of the dialectical contradiction through which the socialist movement makes its way. It follows that this movement can best advance by taking betwixt and between the two dangers by which it is constantly being threatened. One is the loss of its mass character; the other the abandonment of its goal. One is the danger of sinking back to the condition of a sect; the other, the danger of becoming a movement of bourgeois social reform. That is why it is illusory, and contrary to historic experience, to hope to fix, once for always, the direction of the revolutionary socialist struggle with the aid of formal means, which are expected to secure the labour movement against possibilities of opportunist digression”6. Like Lenin, Gramsci also finds the remedy of the problem in democratic centralism. But in his opinion, democratic centralism must be elastic, it comes alive in so far as it is continuously interpreted and adapted to necessity. It needs continual renewal. Democratic centralism, again, must be ‘organic’ in the sense that both the leaders and the rank and file must obey the rule of democracy. So the central core of the organizational problem lies on the question of organic nature of party members and the continuously evolving and extending the party democracy vis-à-vis overall democracy. Gramsci states “The Socialist Party is not a sectional, but a class organization: its morphology is quite different from that of any other party. It can only view the state, the network of bourgeois class power, as its antagonistic likeness. It cannot enter into direct or indirect competition for the conquest of the state without committing suicide, without losing its nature, without becoming a mere political faction that is estranged from the historical activity of the proletariat, without turning into a swarm of ‘coachman-flies’ on the hunt of bowl of blancmange in which to get stuck and perish ingloriously. The Socialist Party does not conquer the state, it replace it; it replaces the regime, abolishes party government and replaces free competition by the organization of production and exchange.”7 It must be emphasized that the evolving consciousness of the masses should transform their status from object of history to the subject with the withering away of the party itself and in this context, mass-action is to be given utmost importance as Rosa Luxemburg envisaged and on this premise the concept of new left organization needs to be developed.

Dalit movement in the era of ‘globalization : An interview with Anand Teltumbde by Yogind Sikand

                       Mumbai-based Anand Teltumbde is a leading scholar-activist, who has written extensively on issues related to caste, class, imperialism and ‘globalization’. In this interview with Yoginder Sikand, he reflects on the Dalit movement in the era of ‘globalization’.

Q: You have written extensively on what you regard as the crises facing Dalits and the Dalit movement in contemporary India, seeking to articulate a caste-class analysis of Indian society.  One of your major focuses has been the challenges Hindutva poses to the Dalits. You regard Hindutva as extremely inimical to Dalit interests and their struggle against ‘upper’ caste/class hegemony. Given, as you have written, Hindutva groups have made deep inroads among Dalits, how do you feel a progressive counter-cultural alternative can be presented to and popularized among Dalits in order to counter the attraction that Hindutva seems to offer them?
A: While Hindutva is a form of Brahminism and is definitely geared to suppressing the Dalits and serving the interests of the ‘upper’ caste/class elites, one should be clear that Hindutva is not entirely a cultural phenomenon. It is more of a political phenomenon. So, challenging Hindutva cannot be limited only to articulating a counter-cultural alternative, as some have sought to do in the name of Dalit identity-politics. Rather, Hindutva needs to be challenged politically.
As regards a counter-culture to Hinduism from the Dalit perspective, I am not sure if we have the resources for this or if sufficient attention has been paid to how to popularize this alternative given the immense hold of the Hindu framework. We may say, and rightly so, that the conflict between Brahminism and Shraminism, as represented by Jainism and Buddhism, has been present throughout Indian history. On this basis, we may invoke the Shramanic tradition to critique Brahminism. However, we also have to admit that despite the immense popularity of the Shramanic traditions for over 10 centuries, the Brahmanic castes have survived; nay they have thrived. How does one explain it? These religions—particularly Buddhism—did offer alternatives to Brahminism at the philosophical level but, despite this, caste as a social reality did not vanish. I think the same can be said of the conversion of Dalits to other religions as a means for liberation from caste oppression. Dalits have converted to Islam, Christianity, Sikhism to escape caste bondage of Hinduism but this did not make much difference to their lives. Caste has rather infected these seemingly egalitarian religions, keeping its Dalits at the lowest rungs. In objective terms, not much is changed for the converts. While they continue to remain Dalits for others, among themselves they appear to follow the same cultural paradigm laid out by the Hindu framework, albeit with cosmetic changes. Babasaheb Ambedkar did expect a new cultural paradigm for the Dalits based on scientific rationality, but it remained an unfulfilled dream like many others. That is perhaps why many Dalits in Maharahstra have, unfortunately, not been averse to joining hands with Hindutva forces. Even many well educated Dalits with some social recognition did not see anything wrong in jumping onto the RSS’s Samarasata platform which talked of the ‘unity’ or ‘assimilation’ of castes. Politically, Ambedkarite Dalits have been joining the Hindutva forces with impunity. The current alliance between Ramdas Athwale’s RPI and the Shivsena-BJP combine under the guise of Bhimshakti+Shivshakti is a case in point. The fact that there is not much opposition to such ideas and actions bespeaks volumes about alternative culture. So, I would say, the hegemonic influence of the Hindu or Brahminical worldview still remains, and Dalits, as a whole, continue to operate within that cultural framework.
Q: If that is the case, then what is the alternative in terms of a counter-cultural challenge to Hindutva?
A: I think the alternate is only possible from the Left—not the parliamentary Left that still appears to cling to the idea, notwithstanding their wordy acrobatics, that religion and caste are simply ‘superstructural’ issues or of little or no importance, but a Left that is rooted in Indian social realities and recognizes the salience of these issues. Fortunately, some sections of the radical Left is developing such an understanding organically. If Dalits also review their journey so far objectively, I am sure they also will reach similar radical understanding. That said, I do not negate the importance of culture in both perpetuating as well as challenging an oppressive system, but, at the same time, I disagree with some Dalit ideologues who insist that cultural revolution must necessarily precede political revolution. The two must go together, working in a dialectical fashion. Alternate cultures do not develop in vacuum, just by wishing for them. They are born in the process of peoples’ struggles over the material issues of their living—essentially politico-economic struggles. I am sure the counter-cultural to Hindutva will also emerge from these sorts of mass-based struggles. I don’t see it as a question of one preceding the other in time in a mechanical way.
Q: Some analysts argue that focusing mainly on the issue of reservations and critiquing Brahminism, which, of course are necessary, sections of the Dalit movement have ignored the material issues and concerns of the Dalit poor. Do you share that analysis?
A: There is considerable truth in that assertion. By and large, the Dalit movement has been led and controlled by urban-based petty bourgeoise Dalits, and has tended to neglect Dalits living in villages. If you consider the demographic profile of Dalits, you will find that Dalits are predominantly rural people; some 89 percent of them still live in villages. More than half of them are landless, 26 percent are marginal farmers and the rest are artisans. Of the 11 percent urban Dalits, a vast majority lives in urban slums and work preponderantly in the informal sector. Over the last six decades, a small layer—certainly not exceeding 10 percent of the total—has emerged out of them who could be considered as ‘arrived’, thanks to reservations, political nexus and their enterprise. This small layer, however, has effectively hijacked the agenda of the majority of the Dalits and revolved it around the single issue of reservation. It reflects the urban- and class-bias of the Dalit movement that has persistently ignored the issues of rural Dalits. Reservations did have a utility for the first generation of Dalits but thereafter it increasingly became the monopoly of those who have come up, leaving the really needy out of its reach. It is a widely acknowledged fact that the caste issue is entangled with the skewed distribution of land or the high incidence of landlessness of Dalits. Even Babasaheb Ambedkar, towards the end of his life, had realized this fact and influenced some of his followers to take up the first land struggle in Marathwada. Thereafter, Dadasaheb Gaikwad, who was his close confidant and perhaps real political heir, had led a countrywide struggle for land. But, thereafter, we never hear of the land issue being raised within and by the Dalit movement. Lack of land, quality education, non-farm employment, proper housing and sanitation are the material issues that have historically been related to Dalit deprivation, and these have only been aggravated by the elitist ‘globalization’ over the last two decades.  There is not a slightest reflection of these issues in the dominant Dalit discourse. Surprisingly, when reservations have effectively ended—statistically, from 1997 onwards the total employment in the public domain has been consistently decreasing—they shout louder about it.
So, yes, I sincerely think in the post-Ambedkar phase, the Dalit movement, driven by small elite among the Dalits, has completely ignored the material issues of most Dalits.
Q: But now that government jobs are rapidly shrinking in the wake of privatization and ‘globalisation’, which means that jobs for Dalits in the public sector are even more limited than they hitherto were, do you see a shift in the focus of the Dalit movement? Given that ‘globalisation’ and privatization are hitting the poorest of the poor, particularly Dalits, the most, is the Dalit movement responding by widening its concerns and addressing the challenges posed by globalization, thus moving out of what you consider as its major concern with reservations?
A: I do not see a major shift happening, barring the fact that Dalit groups are now demanding reservations in the private sector and curiously campaigning about ‘Dalit Capitalism’. This, once again, illustrates their elite, urban focus. I do not see them interrogating ‘globalisation’ and mobilizing Dalits against the havoc that is causing to the poor, leading to mass pauperization and rapidly widening social-economic inequalities. Statistics reveals that the incidence of landlessness has been increasing among Dalits during the last two decades of globalization. But, they are oblivious of these facts.  The question of land, or the issue of landless Dalits and their forced displacement by mega-projects, has been a virtual taboo in Dalit movement because most Dalit ‘leaders’ think it is a ‘communist’ issue. They have been programmed into believing that communists are their enemies! They have been fed on lies, by many Dalit intellectuals and leaders, that Babasaheb Ambedkar was viscerally opposed to communism as such—although it is well-known that Babsaheb did see the importance of land issue and was a confirmed socialist, as is evident from his monumental book States and Minorities. They have systematically constructed an Ambedkar icon sans the radicalism of Ambedkar, with superfluous embellishments of Ambedkar ideology, projected it as a virtual god-like figure to the Dalit masses, and invoking it in support of whatever they do. This icon is used and duly supported by the ruling classes to build a kind of ‘bhakti’ cult in the Dalit masses. Now, it is absolutely clear that Babsaheb hated the ‘bhakti’ cult around him and explicitly said that that he did not want bhaktas but sincere followers. This cult facilitated ‘brokers’ among Dalits to sell their wares in his name, and the Dalit masses simply bought their wares. This is the unfortunate paradigm that has degenerated the Dalit movement and has effectively thwarted sincere elements from coming up. It is entirely because of this that there seems to be little or no effort to re-read or contextualize Babasaheb’s thoughts in the contemporary context, including on issues related to class-based deprivation. At a time when the Indian state, Hindutva forces and the forces of imperialism are playing such havoc with the livelihoods of millions of Dalits, whose conditions are rapidly going from bad to worse, I see few Dalit groups taking these crucial economic issues seriously. Instead, they remain fixated on reservations—because this is a convenient populist slogan—and on invoking the name of Babasaheb while refusing to re-read him in the context of the contemporary situation of caste/class deprivation. 
Babasaheb Ambedkar said that he was against Brahmanism and not Brahmans, and even explained that Brahmanism could be found in any caste, including Dalits. Dalits have conveniently forgotten this essence and picked up the superficial. Today, the situation is such that groups whom they include in their Bahujans, the superset of Dalits, are the real perpetrators of atrocities on Dalits. They are the real baton holders of Brahmanism in villages. But this sort of political-economic analyses just do not appeal to Dalits, who are enamoured with identitarian discourse. To oppose Brahmanism is to be anti-caste; but to hate Brahmans is casteist. Paradoxically, swearing by Ambedkar, many Dalits today unconsciously reflect casteist behavior, and thus act against Ambedkar. 
That said, we must remember that the anti-materialist outlook of Dalits is actually born out of their encounter with the Left movement, which refused to acknowledge caste question as something basic to the class struggle in India. Babasaheb Ambedkar was no Marxist. He had genuine problems with Marxism but at the same time he ardently believed in socialism of the Fabian kind. This was a good enough basis for working together with the Left and enriching the strategy for class struggle in the concrete situation obtaining in this country. But the Left continued undermining Dalit movement and, in the process, completely alienated it. The onus thus squarely lies with the Left for the fact that today we are faced with the divergent, almost antagonistic, movements of the proletariat, bogged down with an idiotic duality of class and class.
The Left movement needs to rethink its perspective on the Dalit question. There is an urgent need for a dialogue between the Dalit movement and the Left, so that they can learn from each other and cross-fertilise each other. This will certainly help the Dalit movement in responding in a more appropriate manner to the changing nature of caste and helping it realize the importance of class issues and the need for class-based mobilization as well. I am uncomfortable with Dalit identity politics which only make the Dalit movement more sectarian and lead it away from the material problems, as experience shows. Caste as essentially a divisive category cannot viably serve even identity politics, not to speak of the goal of annihilation of caste. I am surprised that this basic understanding is yet to dawn on our social scientists as well as activists. 

Q: How do you assess the role of the Dalit media in raising and communicating these issues which you feel Dalit groups have failed to take up?
A: There is not much of a Dalit media actually. There are several small magazines and periodicals run by Dalits all over the country. Some of them do raise valid issues faced by Dalits, but many others are simply tails of this or that political group. This connection may not be always visible but it does exist in terms of direct or indirect support coming from these sources. During the last decades, a curious development took place in Maharashtra in this regard. Some Dalits started daily papers, one after another. Today, there are at least half a dozen full-sheet daily papers run by Dalits in Maharashtra. They do satisfy rhetorical need of having our own media. One does not know how their economics is managed, however, given that newspapers basically run on advertisement revenue, which is largely absent in their case. The content analysis of these newspapers does not indicate that they have significantly contributed raising the live questions of Dalits or catalysed any movement around it. They just meet the identitarian need of having ‘our’ own media.
I do not know whether a media owned and operated by Dalits could really be called a ‘Dalit media’.  Most of Dalit papers reflect the concerns and interests of their readership—the ‘reservationist’ middle-class—and that is why they deal mainly with religio-cultural issues, besides, of course, reservations. They pay little attention to the issues of rural Dalits. Many of them are averse to taking up economic issues or to considering the need for a contextually-rooted class-cum-caste analysis of Indian society. Basically premised on the identity of Dalits, they often ignore other issues.
The media reflects to some degree the state of our intellectual activism. The tragedy is that we have few organic intellectuals who can articulate the concerns and interests of the Dalit masses. Instead, we have a whole lot of cut-and-paste intellectuals whose only task, it seems, is to rehash what others have written before them, refusing to engage in any creative intellectual work. The Dalit media eventually mirrors it.
Q: In recent decades, a number of NGOs have taken up Dalit issues and concerns, and Dalits are one of their major ‘target’ groups. How do you see the impact of this NGO-isation process on the Dalit movement in terms of highlighting Dalit issues and empowering the Dalits?
A: In terms of highlighting, and even internationalizing, Dalit issues, I think many NGOs have played an important role. Even documenting Dalit problems and issues I think is a major contribution, giving that little of this sort was being done by others. But, beyond that, especially in political terms, I think that, barring some cases, the role of NGOs has been problematic. At a fundamental level, NGOs depend upon donors, and, according to the dictum “He who pays the piper calls the tune”, they have to eventually confirm to the agenda of their donors. And the fact of the matter is that NGOs have been deliberately promoted as a vehicle of ‘globalization’ in the context of the declining role of the state in the social sector. Naturally, then, NGOs work, by and large, to depoliticize radical people’s movements. They work in a fragmentary manner, taking up discrete issues, and this promotes fragmentary consciousness in people around them, which is what neo-liberalism wants. By remaining confined to funded projects, they inherently lack a macro political-economic perspective, which again serves the interest of global capital. Moreover, they also attract youths who might otherwise have gone into people’s movements or radical politics, by providing them salaries and job security, and in this way also work as agents of depoliticisation. You are right in terming this the NGO-ization of the Dalit movement. Before the Dalit movement could introspect on its degeneration, the influx of NGOs complicated the matters and made any such review extremely difficult.
Q: In your writings, you argue that ‘globalisation’ spells doom for Dalits. In this context, how do you see the argument, made by a group of Dalit ‘intellectuals’, who have been much-highlighted in the ‘mainstream’ media, of the need for the state and multi-national corporations to promote what they term ‘Dalit Capitalism’?
A: I think this argument is completely fallacious and dangerous. It buys into the imperialist logic, and is geared to serving the interests of foreign capital and the Indian ruling classes, who are well aware of the pauperisation of the Dalits and their mounting opposition to the system that is destroying their already shattered lives in the name of ‘development’. This slogan of ‘Dalit Capitalism’ is being actually sponsored by some Western organizations linked to global capital. There is not much of guess work needed to see who the sponsors and supporters of this idea are. As a matter of fact, the idea has been floated by a bunch of individuals who are projecting some Dalit entreprenneurs as though they were the new breed produced by globalization. And this is being propped up by the ‘mainstream’ media, which is otherwise shy of touching anything Dalit. The Economic Times has published a series of features on it, and the rank neo-liberalist Swaminathan Ankalesvaria Aiyer wrote several pieces extolling the idea. As for the Indian state, the Planning Commission, which otherwise refuses to move on the continued stealing of special component monies meant for Dalits, has been enthusiastically considering how to channel the public funds to these Dalit capitalists. It is a pity that Dalits do not see through the game and, instead, are getting enamoured with the idea because of their identitarian fixation.
I do not think there is anything intellectually appealing about the notion of ‘Dalit Capitalism’. I would rather say that this notion is itself a contradiction in terms and smacks of ignorance of both Dalits as well as Capitalism. The Dalit entrepreneur is not a new species. Dalits have historically been entrepreneurs, grabbing whatever opportunities that came their way and made progress. Rich Dalits are also not a new phenomenon. There have been many rich Dalit individuals since colonial times. So, to claim that Dalits have only started progressed now as a result of supposedly benefitting from ‘globalization’ is simple and pure falsehood. To impute the progress that a small number of Dalits have made in recent years to ‘Dalit Capitalism’ suggests is fallacious. Although, knowing the systemic character of capitalism, I would never be the votary of capitalism, I am not so dogmatic as to discard it either merely for ideological reasons. After all, there is a dialectics that will determine the time of its death. I do not have any quarrel, therefore, about Dalits becoming big capitalists and amassing their billions. But what irks me is this motivated attempt by the proponents of the notion of ‘Dalit Capitalism’ to create a patently false impression that Dalits have benefitted by ‘globalization’, that Dalits have now ‘arrived’, that Dalits have abandoned socialism and have embraced capitalism. The vast majority of Dalits still live in horrendous conditions in villages and urban slums as the wretched of the earth, and their conditions are, as I said earlier, going from bad to worse, rather than improving, as a result of the ravages of capitalism and ‘globalization’. The relative distance between Dalits and others on most developmental dimensions was reducing until the 1990s but the recent trends clearly show that the gaps are widening. By WHO standards of body-mass index, Dalits would be famine-stricken community. To speak about such people in terms of ‘Dalit Capitalism’ is nothing but an unpardonable cruel joke.
