নয়া-উদারবাদী বিশ্বায়ন ও এনরেগা আন্দোলন

উনিশ শতকের উদারবাদ

       ‘নয়া-উদারবাদী বিশ্বায়ন’ – ইতিহাসের প্রেক্ষিতে বিচার না করলে এই শব্দবন্ধ ব্যবহারের ক্ষেত্রে জটিলতা দেখা দেয়। উনিশ শতিকার উত্থানোন্মুখ শ্রমিক শ্রেণি ও বিশ্ব-যুদ্ধোত্তর পুনর্গঠন প্রক্রিয়ায় পুঁজির সম্প্রসারণের পরিস্থিতিতে শ্রমিকশ্রেণি ও পুঁজির মধ্যে এক সমঝোতা গড়ে ওঠে। পুঁজির স্বার্থে রাষ্ট্র পরিচালিত হলেও শ্রমিকশ্রেণির সামাজিক সুরক্ষা, ট্রেড ইউনিয়ন ও রাজনৈতিক দলের অধিকারের পক্ষে রাষ্ট্র ভূমিকা নিয়েছে। বাজারে পুঁজিমালিক বা শিল্পমালিকদের উৎপন্ন সামগ্রীর চাহিদা তৈরির ক্ষেত্রে এই শ্রমিক শ্রেণির ক্রয়ক্ষমতার বিশেষ ভূমিকা থেকেছে। পুঁজি ও শ্রমিকের এই সহাবস্থানের পরিস্থিতিতে বিশ্বায়িত পুঁজির পক্ষে রাষ্ট্রের নীতি নির্ধারকদের ভূমিকাকে উদারবাদ হিসেবে পরিগণিত করা হয়েছে। এই উদারবাদ একদিকে শ্রমিক শ্রেণির কিছু সুবিধা আদায়ের পর্যায়কে যেমনি চিহ্নিত করে, ঠিক তেমনি শ্রমিক শ্রেণির পরাজয়কেও সূচিত করে। কারণ সর্বহারা শিল্প শ্রমিকদের আবির্ভাবের সাথে সাথে এটা আশা করা হয়েছিল যে শ্রমিক শ্রেণি মানব সমাজের সাধারণ স্বার্থকে বহন করবে এবং শ্রেণিশাসন ও শোষণের অবসান ঘটবে। সে বিচারে উনিশ শতকের উদারবাদ পুঁজির স্বার্থেই একধরনের শ্রেণিসমঝোতা।
শ্রেণি-সমঝোতার কাঠামোর পতন ও নয়া-উদারবাদ

                     কিন্তু সত্তরের দশকের মুদ্রাস্ফীতির সংকটের চাপে এবং রাষ্ট্রকে নিজেদের পুরোপুরি নিয়ন্ত্রণে আনার মত ক্ষমতাধর বৃহৎ ওলিগোপলিদের (মনোপলি বা একচেটিয়া পুঁজিপতিদের গ্রুপ) আবির্ভাবের ফলে এই শ্রেণি সমঝোতায় ফাটল দেখা দেয়। শিল্পশ্রমিক শ্রেণির ক্ষমতার বাড়বাড়ন্ত যেমনি উদারবাদী নীতিকে নির্ধারণ করেছে, ঠিক তেমনি উদারবাদের পতনের মাধ্যমে যে নতুন পরতিস্থিতির উদয় হয়েছে সেটাও নির্ধারিত হয়েছে এক নতুন শ্রেণির শক্তি সঞ্চয়নের মধ্য দিয়ে, সেই নতুন শ্রেণিটি হচ্ছে বিত্তীয় শ্রেণি। লেনিন বর্ণিত পুঁজিবাদের সর্বোচ্চ রূপে শিল্পপতিরা বিত্ত বা ফিনান্স পুঁজিকে নিয়ন্ত্রণ করত ও নিজেদের স্বার্থে লগ্নি করত। বর্তমান পর্যায়ে ব্যাপক ও সুগঠিত ঋণ-কাঠামো এবং বিত্ত-বাজারে লগ্নি করার বিস্তৃত সব নব্য-প্রকরণের মাধ্যমে বিত্তপুঁজির নিজস্ব বিত্ত-বাজারে বিত্তীয়-ওলিগোপলিস্টদের আবির্ভাব ঘটেছে এবং এই ওলিগোপলিস্টরা রাষ্ট্রীয় নীতিকে নিয়ন্ত্রিত ও প্রভাবান্বিত করে এই বাজারকে সচল রাখার পক্ষে রাষ্ট্রকে ব্যবহার করছে এবং শ্রমিক তথা আম-জনতার যেটুকু অধিকার উদারবাদের পর্যায়ে স্বীকৃত ছিল সেই অধিকার তথা সামাজিক-সুরক্ষার কাঠামোকে ভেঙে চুরমার করে দিচ্ছে। পুঁজিবাদের বর্তমান এই পর্যায়কেই নয়া-উদারবাদ হিসেবে চিহ্নিত করা হয়েছে। উদারবাদী বা নয়া-উদারবাদী বিশ্বায়ন আসলে পুঁজির বিশ্বায়ন, শ্রমের বিশ্বায়ন নয়। বর্তমানে পুঁজির এই বিশ্বায়নের গতি অনেক অনেক গুণ তীব্র, কারণ জনস্বার্থে জাতিরাষ্ট্রের যেটুকু নিয়ন্ত্রণের ক্ষমতা পূর্বে ছিল তা এই পর্যায়ে অনেকখানি ক্ষীয়মান।
বাজারের চাহিদা ও নয়া-উদারবাদী উৎপাদন প্রক্রিয়া

              কিন্তু একটি প্রাসঙ্গিক প্রশ্ন পাঠকের মনে উদয় হওয়া স্বাভাবিক। উনিশ শতকের উদারবাদের পরিস্থিতিতে শিল্পমালিকদের উৎপাদনের মেশিনকে সচল রাখার জন্য উৎপন্ন সামগ্রীর উপভোক্তা হিসেবে শ্রমিক শ্রেণি যে চাহিদা তৈরি করেছিল, শ্রমিকশ্রেণি তথা আম-জনতার অবনমনের নয়া-উদারবাদী পর্যায়ে পুঁজিমালিকদের জন্য বাজারের প্রয়োজনীয় চাহিদা কারা এবং কীভাবে তৈরি করছে? বিত্ত-বাজারে শেয়ার, বণ্ড, সিকিউরিটির মত পণ্যের কেনাবেচাকে সচল রাখতে আমেরিকার মত পুঁজির কেন্দ্রের বাজারে ঢালাও ঋণ দেওয়ার ব্যবস্থা করা হয়, এমনকী জনগণের যে অংশ ঋণ ফেরত দিতে সক্ষম নয় তাদেরকেও ঋণের আওতায় নিয়ে আসা হয়। যে এসেটের জন্য ঋণ দেওয়া হয় সেই এসেটের দামের ক্রমাগত বৃদ্ধি ঘটায় ঋণগ্রহীতাদের মধ্যে ঋণ ফেরত দেওয়ার আস্থা জন্মে এবং ঋণদাতাদেরও আস্থা জন্মে বন্ধক হিসেবে এই এসেটের দাম বৃদ্ধির ফলে। ঋণ প্রদানে ঝুঁকি এড়ানোর জন্য ঋণপ্রদানকারী সংস্থাগুলি এই বন্ধকী সম্পত্তির উপর ভিত্তি করে সিকিউরিটি সার্টিফিকেট তৈরি করে বিনিয়োগকারীদের কাছে বিক্রি করে ঋণপ্রদানের অর্থ আদায় করে এবং এই সিকিউরিটি সার্টিফিকেটগুলো বিত্ত বাজারে ব্যাপক কেনাবেচার মাধ্যমে মূল সম্পত্তির কৃত্রিম মূল্যের এমন ব্যাপকহারে বৃদ্ধি ঘটে যে প্রকৃত মূল্য নির্ধারণ করা মুস্কিল হয়ে পড়ে এবং এভাবে ঋণের পরিমাণ বৃদ্ধির ফলে এক একটা ফানুস বা বুদবুদ তৈরি হয়। যে কোন কারণে বাজারে অনাস্থা তৈরি হলে এই বুদবুদগুলি ফেটে গিয়ে বাজারে পুঁজির বিনিয়োগ বন্ধ হয়ে যায় এবং বিষাক্ত এসেট হিসেবে পরিগণিত এই সিকিউরিটি সার্টিফিকেটগুলো আর কেউ কিনতে রাজী হয় না, ঋণগ্রহীতারা ঋণ ফেরত দিতে অপারগ হয়ে ওঠে এবং মূল মর্টগেজ সম্পত্তির মূল্য একেবারে তলানিতে চলে যাওয়ায় এগুলো বাজেয়াপ্ত করে ঋণদাতাদের কোন ফায়দা হয় না। তখন “ফার্মগুলি এতো বিশাল যে এদেরকে মরতে দেওয়া যায় না”- এই যুক্তির আড়ালে সরকার জনগণের অর্থে এই বিষাক্ত এসেটগুলো ক্রয় করে কোম্পানীগুলোকে বাঁচিয়ে দেয় এবং আরেকটি নতু্ন সম্পত্তিতে এধরনের ঋণের মাধ্যমে ‘সম্পত্তি বুদবুদ’ তৈরির প্রক্রিয়া সূচনা করে। এভাবেই ‘ডটকম বাবল” “হাউজিং বাবল” ইত্যাদি গড়ে উঠেছে এবং সঙ্গত কারণে ফেটেও গেছে। পুঁজির কেন্দ্রে এভাবে যখন বিত্তবাজারের চাহিদা তৈরির প্রক্রিয়া চালু রয়েছে, তখন ভারতবর্ষের মত প্রান্তিক দেশগুলিতে কাঠামোগত পুনর্গঠনের মাধ্যমে বিত্ত-বাজারের উপর রাষ্ট্রীয় নিয়ন্ত্রণ ক্রমাগত শিথিল করা হচ্ছে এবং শিল্পায়নের এমন এক নীতি অনুসরণ করতে সরকারগুলিকে বাধ্য করা হচ্ছে যেখানে শৌখিন সামগ্রীর চাহিদা তৈরির জন্য জনগণের এক ক্ষুদ্র অংশের আয় বৃদ্ধি ঘটছে।
ভারতবর্ষে উদার-আর্থিক নীতির প্রভাব

           ১৯৮০ সালে ভারত সরকার বিশ্বব্যাঙ্ক থেকে এক বিশাল পরিমাণের ঋণ নেয় এবং এই ঋণের সর্ত হিসেবে কাঠামোগত পুর্ণগঠন প্রক্রিয়ার মাধ্যমে দেশি-বিদেশি বৃহৎ কোম্পানীর স্বার্থে এবং নির্দেশে সরকারী নীতি নির্ধারণের প্রক্রিয়া চালু করে এবং আম-জনতার সামাজিক ও আয়ের সুরক্ষার সমস্ত সরকারী নীতি ও ভর্তুকী প্রদানের সব সরকারী বন্দোবস্ত একে একে বাতিল করতে শুরু করে। ১৯৯১ সালে বর্তমান প্রধানমন্ত্রী ও তৎকালীন অর্থমন্ত্রী মনমোহন সিং এই নয়া-উদারবাদী আর্থিক নীতিতে সরকারী অফিসিয়্যাল সিলমোহর লাগিয়ে দেন। আধুনিক বিলাস সামগ্রী তৈরির জন্য শিল্পপতিদের জমি প্রদান সুনিশ্চিত করতে উপনিবেশিক ভূমি অধিগ্রহণ আইন প্রয়োগের মাধ্যমে কৃষক উচ্ছেদ, পুঁজিপতিদের সস্তায় প্রাকৃতিক সম্পদ যোগানের জন্য সংখ্যালঘু-অবিসি-দলিত-জনজাতীয়-আদিবাসী উচ্ছেদ, উন্নয়নের নামে ও বিদেশি বিনিয়োগকারীদের স্বার্থে পরিবেশ দূষণ ও জনগণকে প্রাকৃতিক দুর্যোগের মধ্যে ঠেলে দেওয়া, অত্যাধুনিক যন্ত্রপাতি ও সামগ্রীর আমদানী উপর নির্ভর করে রপ্তানী নীতি নির্ধারণ করার ফলে রপ্তানী আয় থেকে আমদানীর ব্যয়ের বৃদ্ধি ঘটানো, বিত্তপুঁজির ফাটকা বাজারে বিদেশি বিনিয়োগকারীদের আকর্ষিত করতে সমস্ত নিয়ন্ত্রণ উঠিয়ে দেওয়া, বিত্ত ও শিল্পবাজারে চাহিদা তৈরির জন্য জনগণের এক ক্ষুদ্র অংশের আয় বৃদ্ধির সুযোগ করে দেওয়া। এই পদক্ষেপগুলিই হচ্ছে উদারবাদী অর্থনীতির এমন এক বিকাশের মডেল যেখানে বিকাশের হার বৃদ্ধি সুনিশ্চিত করা হয় অসাম্য ও আমজনতার দুর্দশা বৃদ্ধির মাধ্যমে এবং এই মডেলের প্রবক্তাদের আপ্তবাক্য “বিকাশের লাভ চুঁইয়ে চুঁইয়ে নীচের দিকে যাবে ও আমজনতা লাভবান হবে” – কে অসাড় প্রমাণিত করে।
অভ্যন্তরীণ উপনিবেশ

               সিঙ্গুরে গাড়ি কারখানার নির্মাণের প্রস্তাবে টাটা’র ১০০০ কোটি টাকা বিনিয়োগের বিপরীতে সরকারের ৮৫০ কোটি টাকা ভর্তুকীর প্রস্তাব ছিল। সিঙ্গুরের কৃষকদের প্রতিরোধ এবং গুজরাতের মুখ্যমন্ত্রী নরেন্দ্র মোদীর আরও লোভনীয় প্রস্তাবের ফলে টাটা গুজরাতে সেই কারখানা নির্মাণ করে। এভাবে ‘সেজ’ কিংবা ‘সেজ’-বহির্ভুত ক্ষেত্রে বৃহৎ শিল্পপতিদের বিশাল অংকের ভর্তুকী দিয়ে চলেছে সরকার, অথচ অন্যদিকে আমজনতার ব্যবহার্য নিত্য-প্রয়োজনীয় সামগ্রীর উপর ভর্তুকী তুলে দেওয়ার সরকারী পদক্ষেপকে সরকার, দল ও নেতৃত্বের সাহসী পদক্ষেপ হিসেবে প্রচার করা হচ্ছে। অবশ্য জনগণ তাদেরকে যেদিন কড়া জবাব দেবে সেদিন তার সম্মুখীন হওয়ার জন্য তাদের বুকের পাটার সত্যিকার পরীক্ষা হবে। এই প্রক্রিয়ার ফলে শতকোটীপতিদের সংখ্যা ২০০৪ সালে ৯ থেকে ৪০-এ বৃদ্ধি ঘটে যা জাপান, ফ্রান্স, ইতালি, চিনের তূলনায় অনেক বেশি এবং আমেরিকার ঠিক নীচে। উপরের এক ক্ষুদ্র অংশের বর্ধিত বেতন ও অন্যান্য সুযোগের মাধ্যমে আয়বৃদ্ধি ঘটানো হচ্ছে এবং অন্যদিকে প্রতি চারজনের মধ্যে তিনজনের দৈনিক ক্রয়ক্ষমতা ২০ টাকারও কম। ফলে এই আমজনতা বাজারে বিশেষ কোন চাহিদা বৃদ্ধি ঘটাতে সক্ষম হচ্ছে না। যেহেতু যোগান ও উৎপাদন চাহিদার উপর ভিত্তি করে স্থির হয়, তাই উচ্চআয়ের ক্রেতাদের ব্যয় করার ক্ষমতা এবং ‘ইনকাম ইলাস্টিসিটি অব ডিমাণ্ডের’ নিয়ম মেনে আয় বৃদ্ধির চাইতেও বেশি চাহিদা বৃদ্ধির উপর নির্ভর করে তাদের প্রয়োজনীয় বিলাসী সামগ্রীর যোগান ও উৎপাদন বৃদ্ধি এবং বিক্রির জন্য মল, সুপার-মার্কেট ইত্যাদি করা হচ্ছে এবং আমজনতার প্রয়োজনীয় নিত্য-প্রয়োজনীয় সামগ্রীর উৎপাদনে কোন রকমফের হচ্ছে না। উচ্চআয়ের লোকদের প্রয়োজনীয় সামগ্রীর দাম যখন কমছে, তখন নিত্য-প্রয়োজনীয় সামগ্রীর দাম ক্রমাগত বৃদ্ধি ঘটছে। এধরণের চূড়ান্ত অসাম্য ও প্রাকৃতিক সম্পদের উপর কোম্পানীর দখলদারির জন্য ভিটেমাটিছাড়া হওয়ার খাড়া ঝুলছে নিপীড়িত বঞ্চিত জনগোষ্ঠীগুলোর উপর। এটা এরকম এক পরিস্থিতি যা দরিদ্র-পিছিয়েপড়াদের অভ্যন্তরীণ উপনিবেশিক স্থিতি গোটা দেশের উপনিবেশিক স্থিতিকে আরও শক্তিশালী করছে। জনগণ এরকম পরিস্থিতির বিরুদ্ধে এখানে ওখানে স্বতঃস্ফূর্ত বিদ্রোহ করছে, যদিও কোন বিকল্প সংগঠিত শক্তির দেখা এখনও মেলেনি। এই বিদ্রোহ মোকাবিলায় এবং নির্বাচনী বৈতরণী পার হওয়ার তাড়নায় নয়া-উদারবাদী বিশ্বায়নে বিশ্বাসী সরকার ও বিভিন্ন দল অনেক কদম এগিয়ে গিয়েও মাঝে মাঝে এককদম পিছিয়ে গিয়ে গণস্বার্থে পদক্ষেপ নেয়। এনরেগা জারি করা সেরকমই একটি পদক্ষেপ।
এনরেগার আন্দোলন ও নয়া-উদারবাদের বিকল্প

                  এনরেগার মাধ্যমে যদি গ্রামীণ জনগণ ও শহরের বস্তি ও ঝুপরিবাসীদের সবাইর রোজগারের বন্দোবস্ত করতে এবং তাতে যে গণ-চাহিদা তৈরি হবে তার উপযোগী শিল্পোৎপাদনের নীতি গ্রহণ করতে সরকারকে যদি বাধ্য করা যায়, তাহলে নয়া-উদারবাদী ফ্রেমওয়ার্ক থেকে পিছু হটার জন্য লড়াইয়ের ক্ষেত্র তৈরি হয়। এক হিসাবে দেখা গেছে যে এনরেগার বিধান অনুযায়ী সবাইকে কাজের গ্যারান্টী প্রদান করতে হলে এনরেগার জন্য মোট জাতীয় আয়ের (জিডিপি) ৬-৭% বাজেট বরাদ্দ করতে হয়, বর্তমানে যা মাত্র জিডিপি’র ১%। ওয়ার্ল্ড ব্যাঙ্ক ও আইএমএফ-এর নির্দেশানুসারে জারি করা ফিনান্স রেগুলেশন ও বাজেট ম্যানেজম্যান্ট আইন, ২০০৩ বলবৎ থাকা অবস্থায় এই বৃদ্ধি সম্ভব নয়, কারণ এই আইন অনুসারে আর্থিক ঘাটতি কমানোর জন্য নিত্য-প্রয়োজনীয় সামগ্রীর উপর ভর্তূকী ও আমজনতার জন্য ব্যয় কর্তন করতে হয়। উপরন্তু এই সংস্থাদ্বয় ইতিমধ্যেই এনরেগার বিরুদ্ধে মত প্রকাশ করতে শুরু করেছে। সুতরাং এনরেগার পূর্ণাঙ্গ রূপায়ণের লড়াইয়ে শেষ পর্যন্ত এই আইন বাতিলের এবং তার মাধ্যমে বিশ্বপুঁজির নিয়ন্ত্রিত সংস্থাদ্বয়ের নির্দেশ বাতিলের দাবিকে সামিল করে নিতে হবে। এভাবে আমজনতার আয়বৃদ্ধির বিভিন্ন সংগ্রামে উচ্চআয়ের ক্রেতাদের উপযোগী উৎপাদন-নীতির বদলে আমজনতার চাহিদার উপযোগী উৎপাদন নীতি গ্রহণ করার দাবিকে অন্তর্ভুক্ত করতে হবে এবং এই নীতি স্বাভাবিকভাবেই বেসরকারীকরণের বিপরীতে সরকারী উদ্যোগকে প্রসারিত করেই করতে হবে। এই দাবিগুলির তখনই বাস্তবায়ন সম্ভব যখন নীতি-নির্ধারণে আমজনতার মতামত ও অংশগ্রহণ সুনিশ্চিত করতে গণ-ক্ষমতায়নের জন্য রাষ্ট্রীয় কাঠামোকে ঢেলে সাজানো হবে। ৭৩তম সংশোধনীর মাধ্যমে পঞ্চায়েত ব্যবস্থা কায়েম হলেও সংবিধানের ২৪৩ধারার বিধান অনুযায়ী পঞ্চায়েতের আর্থিক স্বশাসন প্রদান না করে পঞ্চায়েতকে ঠুঁটো জগন্নাথ বানিয়ে কেন্দ্র-রাজ্য শাসনের গ্রামীণ দালাল তৈরির কারখানা বানিয়ে রাখা হয়েছে। গ্রামসংসদ বা গ্রামসভা ও পঞ্চায়েত ব্যবস্থাকে শক্তিশালী করে এবং কেন্দ্র-রাজ্যকে ফেডারেল কাঠামোয় পুনর্গঠন করে জনগণের নিয়ন্ত্রণ কায়েম করার জন্য রাষ্ট্রকে যথেষ্ট নমনীয় করা যায়। এনরেগার রূপায়ণের সংগ্রামের মধ্য থেকে নয়া-উদারবাদ বিরোধী এক বিকল্প কর্মসূচীর ভিত্তিতে এক নতুন আন্দোলন গড়ে উঠতে পারে। এনরেগার বিধানের পূর্ণাঙ্গ ও বর্ধিত রূপায়ণের দাবিতে আন্দোলন এভাবেই নয়া-উদারবাদ বিরোধী এক ব্যাপক কর্মসূচীর অঙ্গ হয়ে উঠতে পারে এবং এভাবে এই ব্যাপক কর্মসূচীর অঙ্গ হয়ে উঠার উপর এনরেগা আন্দোলনের সফলতাও নির্ভরশীল।

Sub : Memorandum.

Sir,

We, on behalf of the various constituent social organisations of ‘Barak Valley Struggling Alliance, would like to bring to your kind notice the following facts and the demand thereon for your perusal and immediate needful action. 

(1) (A) we demand the tea-wage parity in Barak & Brahmaputra Valley.
Bypassing the negotiation process initiated at the behest of State Labor Comissioner, the recent hike in Barak Valley tea-workers’ wage which has been declared through an unilateral agreement reached between a union and the tea owner’s association is in no way an upward movement of the wages to minimise the prevailing disparity, and it’s an arithmatical jugglery to hoodwink the people. Because in the year 2014, as per the agreement, when the wage of Barak Valley tea workers will reach to Rs75, the wage of Brahmaputra Valley workers will move to much higher level from the present and already enhanced wage of Rs. 76. Moreover, the tea-workers in West Bengal are also getting much higher wages than their counterpart in Assm against the same nature of work. This is gross violation of the principle of equal wages for equal work and these anomalies should be eradicated forthwith by maintaining parity in wages at least within Assam and a broad framework on task needs to be formulated.
(B) when the MGNREGA-workers who are considered as unskilled rural manual workers are getting the daily wage of Rs.130/worker, the present daily wage of tea-worker of Barak Valley vis-à-vis Assam is too meager to maintain the livelihood. So the daily wage of tea-workers should be enhanced to at least the level of MGNREGA-wage.
(C) the 15th Indian Labour Conference held in 1957 stipulated that the need based minimum wage for all industrial workers should be calculated covering the food and living requirements of three units consumption. Under this guideline and in view of the present consumer price index (CPI), the tea-worker’s wage will be much more than the double of the existing wage. The resistance of the employer’s associations to consider 1.5 units instead of 3 units in case of calculating the tea-worker’s wage on the ground that the engagement of both male & female workers implies two earners in the family is absolutely unfounded & baseless. There are ample evidences contrary to their claim. Moreover, as the existing wage is much less than the half of need based minimum wage that would have been determined by the Wage Board under the guideline enshrined in the declaration of Indian Labour Conference and the exiting CPI, the workers are extra-economically coerced to accept less than bare minimum wage that would have been the actual wage, if calculated on the basis of the ill-founded logic of the employer’s too.

(2) It is to be noted with utter dismay of all concern that though there was an all India BPL-survey in the year 2007, no field-level BPL-survey has been held after 2002 in Assam. Even BPL-card has not been issued to all those families who are enlisted in 2002 survey. The 2012 BPL survey to prepar the list of BPL families has already been kick-started and in that event, we demand that the survey report must be verified through genuine and effective on-going process of Gramsabhas. Moreover, lot of drama have been orchestrated, lot of APL-BPL manipulation has been designed to hush up easy money, lot of food grains dumped to the houses of well-off having BPL-card, when the destitute failed to have one square meal a day for not having BPL card, and all these amply made it clear that the APL-BPL categorization for PDS system is highly ineffectual and unreliable. As per Arjun Sengupta Commission report, 77% of the population in India falls in the BPL category and the BPL population in this part of country will not be less, if not more, than this estimation. But here, a large number of families do not even have ration-cards, not to speak of BPL cards. For instance, the poorest of the poor slumdwellers in the suburb of Silchar do not have ration cards. Those who have APL/BPL cards in these districts of Barak Valley do get their full entitlements. A huge quantity of ration materials from the entitlements of the consumers is off-loaded from the supply chain of FCI-Coopertive-District Wholesale Agency-dealers, and siphoned off to the market, and this is time and again vindicated by the news of grabbing of unauthorised Tuck loaded with FCI-foodgrains. All the tea-gardens receive the ration-entitlements from the PDS chain in PDS price. But in most of the tea-gardens, the workers’ are getting poor quality and less than the entitled quantity of ration-materials. The inspection regime in the PDS system either utterly failed or disinterested to grab the culprit and to mend the loopholes. With this in view, we demand that
(A)            Universal PDS system should be put in place again to eradicate corruption and to ensure the BPL population to avail subsidized food grain. BPL list should be verified through gramsabhas.
(B) The ration cards should be immediately issued to all the valid applicants.
(C) Thorough and effective inspection, easy consumer complain mechanism at the dealer-end, quick grievance-redressal mechanism need to be put in place.
(D)            Garden-wise Inspection from both the labour (as the ration is wage-in-kind also) and supply department should be done on regular basis.
(E)  District, garden and village level monitoring public committees should be formed at your behest.
(F)  A thorough inquiry with public hearings of all the past misappropriation of PDS materials should be initiated. 

(3)  Though there is a huge mismatch between the official record of the NREGA implementation and the ground reality due to the manipulation of the implementing agency, even the official record shows that the implementation of NREGA is gradually deteriorating especially in Cachar District and dismal in all the three district of Barak Valley. The mechanism of manipulation cab be cited as (i) The mandays of work shown against the Jobcards issued to the well-off families are fictitious and recorded without the actual work done. (ii) employment sought, complaints lodged, unemployment allowance claimed etc are not registered properly and are not reflected in the website-record. (ii) machines are used and jobcard holders are engaged as contractual workers in the NREG-schemes without making any proper entry to the jobcard as well as MR. (iii) Innumerable complaints to the grievance redressal authorities are lying unattended. (iv) Formation of monitoring committes and the social audits are done through  fake Gramsabhas. In addition to the manipulative and corrupt practices, let us put the official record straight to vindicate our claim of dismal performance of the implementing agencies. In 2008-09, Cachar, Karimganj and Hailakandi recorded 3991, 40, 2 households respectively who were provided with 100 days of work, that recorded in 2009-10, 2010-11, 2011-12 are 751-134-23, 172-245-163, 39-52-0 respectively. None in these three district received any unemployment allowance and many claims of jobcard-holders for unemployment allowance are lying at programme-officer or at other level without being processed to requisition fund from the state Government for payment. Among the three districts of Barak Valley, 2011-12 record shows that Hailakandi district with less population has spent much more fund (though it is also too measly an amount to meet the work demand)  than the other two districts and as such argument of scarcity of fund on the part of the lower bureaucracy is baseless and smacks of inefficiency or inertia syndrome of the implementing agencies, as the sanction of schemes and fund flow are the on-going process basing on demand. This fact-sheets speak volumes about the dismal performance and the insensitivity of the implementing agencies. Moreover, we are of the opinion that the rural people need 200 days of work and the guaranteed minimum wage to the tune of at least Rs. 200 considering the existing CPI.
With this in view, we demand that
(A)            The total days of work and wage should be enhanced to 200 days and Rs 200.
(B) The present stipulated 100 days of work must be ensured to all the job-seekers.
(C) Claim of un-employment allowance should be settled forthwith.
(D)            In addition to the Ombudsman, a district level committee comprising of the representatives from NREG-workrs’ union, social organisation, experts should be formed forthwith in consonance with the provision of the act and at the behest of the program co-ordinator  to monitor the NREGA-work and social audit.
(E)  Word level gramsabhas and social audit should be done on regular basis and with full transparency.
(F)  Block level physical audit must be intiated at the behest of programme officer taking into the complainant union/organisation into confidence.

(4) With deep anguish, we have observed that during recent days, lots of hue and cry are being registered, all opposing the construction of a 'water bomb' at Tipaimukh. A handful of protests have been witnessed in Manipur, Mizoram, Barak Valley of Assam, besides lot many from our neighbouring country, Bangladesh. We look at all these protests from the environmental and human point of view, sincerely believe that any force, that lacks in feeling for the environmental impact of the proposed dams should be dealt with severely. We sincerely like to draw your kind attention on the facts mentioned hereunder;
(A)    We sincerely believe that there should be an extensive downstream environmental impact study from the proposed dams site up to sea-mouth should be jointly conducted at the initiative of the Government of India and Bangladesh where experts from Non Government Organisations particularly from the environmental outfits, IITs and Universities must be included to asses the possible detrimental impact on the environment and life of inhabitants in the catchments areas at large. Without downstream impact study, if a clean-cheat to the projects are given it would be detrimental for both environment and people at large and struggling outfits of both in India and Bangladesh in particular. It is to be mentioned here that an expert committee was constituted to study the impact of big dams in Bramhaputra Valley alone, we are here like to request you Sir to form similar study team for investigating cumulative down stream impact in Barak Valley too.
(B)    the proposed dams fall at the confluence of Indo-Burma, Indo-Malayan and Indo-Chinese Biodiversity hotspot zone. These areas are characterised by the presence of a large number plant and animal species, many of which are not seen or seldom witnessed in rest part of the world. A large number of them have been categorised as endangered and threatened as the IUCN Red Data book and the Wildlife (Protection) Act, 1972. Once the dam is constructed, these innocent endangered and threatened species would have no other alternative, but to perish! Moreover many of the tribal people including Hmar, Naga, Kuki, Manipuri and others those who have been living there for generations will have to leave the place for ever. Under such a situation, does the construction of a dam in the proposed site speak quite well in favour of Biodiversity conservation?
(C)     We strongly believe and observe with deep concern that this rock filled 500 mts. long and 162.8 mt. high Tipaimukh dam to be constructed at the earthquake zone-V, Wherein there will be constant pressure of water, if for any reason cracks, the entire civilization of the whole of downstream will be washed down in no time. The age old Barak-Surma culture will live in history only. Can any force or technology prevent this and ensure against such catastrophic mishap?
(D)    Besides the above mentioned burning issues, other important impact like water scarcity, crop cultivation, navigation, siltation, ecological imbalance, river pollution, extinction of aquatic life forms and the like are never the less important frontier areas that deserve careful and serious attention, before construction of the dam.

Anna Hazares message to the Nation for 15th and 16th August.

My Dear Fellow Indians,
          A decisive battle against corruption has begun. We are not against any political party. We want systemic reforms. We want a corruption-free India. After all, what are the people asking for – a strong anti-corruption law which provides for honest and time-bound investigations and trials that result in jail for the guilty, confiscation of embezzled money and their dismissal from service? Are we asking too much? For two months, we were talking to the government. Government seems unwilling to take even small steps against corruption. Government appears insincere. We have met all prominent political leaders. We have tried everything. What do we do now? When I announced my indefinite fast from 16th August, the government threatened that they would crush us the way they crushed Baba Ramdev's peaceful agitation. Friends, this is a historic opportunity. We can't afford to lose it. We are determined to fight to the end. If they arrest us, we will peacefully offer ourselves. If they use batons and bullets, we will happily lay down our lives but will not leave the place. We will not retaliate. It will be a completely non-violent movement. “If you fast on 16th August, you will be crushed” – this is what they are saying. “We will impose section 144 on Jantar Mantar” – this is what they are thinking. But I say that if every citizen in this country takes off from his work from 16th August, comes on the streets in front of his house, at the crossing, with a tricolor in his hands shouting “Bharat Mata ki Jai” and raising slogans against corruption, they will fall short of batons and bullets. The government may arrest one Anna Hazare but how will they arrest 120 crore Anna Hazares? They may impose section 144 at one Jantar Mantar but will they impose section 144 on the whole country? And let me tell you – the police and army is with us. At traffic signals, policemen stop us, express their support and wish us well; at Raj Ghat, the policemen donated generously for the movement! So, will you take off from your work from 16 August? Will you descend on the streets with me? This year, the country will wait for 16th rather than 15th August. In solidarity,

“WHY GOVERNMENT'S LOKPAL IS DANGEROUS???”

       Government's Lokpal is targeted against those who raise their voice against corruption rather than to punish the corrupt!

       The government's Lokpal bill covers only about 0.5% of public servants, yet it brings under its ambit virtually every citizen's group and organization, registered or unregistered, meant to serve the social sector. This raises a pertinent question -- whom is the Lokpal really targeted at? There are more than 1.25 crore central and state government employees. Out of this merely 65,000 Group A Central Government employees would be covered in the government bill leaving out all the lower officers and staff. This effectively means that there is no remedy against corruption that a common person faces daily in police, roads, industry, licensing, transport, roadways, municipality, rations, health services, education, pension, provident funds, Panchayat, forest department, irrigation department, etc. On the other hand, Lokpal would have jurisdiction over ALL NGOs, trusts, societies like Resident Welfare Associations(RWAs), big or small, whether registered or unregistered, whether they receive government funding or not, up to the village level! For instance, consider a group of citizens that unearths corruption of the Sarpanch and Block Development officer (BDO) in a village. The government's Lokpal can't take any action against the Sarpanch or BDO but it CAN lock up the group of HONEST active CITIZENS. Each and every association, like Resident Welfare Associations, Market Associations, even your neighborhood committees that organize festivals like Durga Puja, Ramlila, etc. would be under the purview of Lokpal. While there is no disagreement that the rot of corruption is also afflicting many societies, associations and NGOs, there already exists a plethora of laws like the Trust Act, Societies Act, FCRA, etc. to monitor them. Lokpal was originally intended for checking corruption in public servants. Regardless, if it is being extended to all associations of civil society, then why shouldn't it also cover all companies, businesses, political parties, and media houses?

Government's Lokpal Provides Greater Protection to Corrupt!

Provisions in the government's Lokpal Bill heavily favour corrupt public servants. Under this bill, a public servant accused of corruption is allowed to turn around and file a lawsuit against the complainant accusing him of filing a frivolous complaint. The government will provide a free advocate to the accused to help prove the citizen was wrong, while the citizen has to fend for himself. If the complaint proves to be frivolous, the minimum sentence FOR THE CITIZEN is TWO YEARS. But if the corruption charges are proved, the minimum sentence for the public servant is just SIX MONTHS!
Will then any citizen dare raise a voice against corruption?

A vibrant movement of NREG-workers

The recent high court judgment on a PIL-petition filed by Assam Mojuri Sramik Union regarding the formation of state council of NREGA in Assam and payment of unemployment allowance to the NREG-workers who have not been provided with hundred days of work in a year, is an yardstick to assess the quotidian and arduous struggle of the NREGA workers of Assam. The state council has subsequently been formed and the appellant authority (the program coordinator/Deputy Commissioner) has been asked to pass order on the appeal petition filed for unemployment allowance.

The three years long struggle began with a series of workshops in different rural hinterlands and JANAPADAS under the auspices of Swabhiman NGO especially in this Barak Valley (comprising of three district viz. Cachar, Karimganj, Hailakandi) region of Assam, following the demand for inclusion of these three districts under NREGA-net from a mass-gathering held at Borkhola,Cahar and organized by Day Labourer’s Union. The movement really began to spread when these districts were brought under the purview of the act.
